ROLL CALL
:At a Called Meeting of the Board of Commissioners, held at 2:00
1wrt,�Am., Wednesday, January 18, 1995, Mayor Montgomery presided,

and upon call of the roll by the City Clerk, the following
answered to their names: Commissioners Coleman, Grumley,
Hornsby, Renfro and Mayor Montgomery (5). The Board was given
a tour and a briefing of Noble Park renovations by Gayle Frye,
Director of Parks and Leisure Services. At the conclusion of
the tour, the Board attended a canine demonstration conducted
by Deputy Sheriff Ronnie Ashley and Kentucky State Police
Trooper Mike Turnbow.
NOTICES OF CALLED MEETING'
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the executed copies of the Notice of Called
Meeting to be held at 2:00 p.m., Wednesday, January 18, 1995,
be received and filed. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor
Montgomery (5).
Gayle Frye gave a brief history of the use of the former use of
the Parks & Leisure Services Building, as well as its present
use. She also told the Commission that the present wall around
Noble Park is actually the second wall that was constructed.
The first wall was built by the WPA. In earlier years the wall
completely surrounded the park.
Ms. Frye said the entrance ways to the park will be repaired to
provide better drainage. The entrance towers were originally
constructed in 1926, which date has been placed on the new
( gates.
The lake is 1,200 feet long.
Ms. Frye introduced Wayne "Buddy" Upshaw and Tom Rideout of
Florence & Hutcheson, Consulting Engineers, who is the
engineering firm on the Park project.
Mr. Upshaw gave a brief presentation on Noble Park Renovation,
Phase I.
The scope of the project has been reduced since the presenta-
tion last August.
Lake. Step 1 is in progress, which includes dredging and
excavating to a depth of 5-8 feet. Slopes will be flattened or
laid back more on the south end than on the north end of the
lake. Banks will kept somewhat as they are on the north end.
Lake fencing and the City's liability, etc., were discussed.
Mr. Upshaw distributed maps which depicted Phase I renovations,
which include:
Bridge over lake
Gazebo
Bandstand (to be replaced with a gazebo)
Two fishing piers
Observation pier
Bridge over north end outlet of lake
Fountain on north end of lake
Walking path around lake
Picnic Area will include 2 pods with 6 picnic shelters
and tables each; 80 tables to accommodate 640 people, 279
parking spaces. Water will be available in each pod area. The
old shelter concept will not be used.

There will be walking from the parking area to the shelters.
Distance from parking area to shelters will be from 20 to 100
feet. Distance between shelters will be 90-145 feet, utilizing
the same concept as Keiler Park. Area lighting and lighting in
shelters will be provided. Several handicapped shelters will
be provided and identified by signage. Shelter colors will be
decided at a later date.
Mayor Montgomery suggested a barrier between the road and the
walking area.
Jogging Trail. Will be 4,200 feet long and 6 feet wide.
Surface will be find crushed stone (softer than asphalt or
concrete).
Walking Trail. Will be 5,600 feet long and 5 feet wide, with
asphalt surface.
There will be a continuation of the small children's playground
area, which will include a porpoise pool and a gazebo. Area
between the two play areas will be paved.
All gravel and some asphalt will be removed in the amusement
and swimming pool areas. Some drainage will be provided around
picnic areas.
Barriers, including fencing of various types, and landscaping
will be used to control access. Tennis court and picnic areas
will be gated for access control.
Mr. Upshaw said the first package is scheduled to be bid in
March, 1995 and will include everything except landscaping, and
will be completed by November. Landscaping is scheduled to be
bid in August and completed by November also.
A decision will be made later whether to take all the old
shelters down during new shelter construction. Pod
construction schedule for picnic area is approximately three
months. Picnic tables and benches will be made of recycled
plastic. Trash containers and covers are available in a wide
range of colors.
Other tentative schedules:
Tree planting - March
Picnic pods landscaping - Fall of 1995
Commissioner Grumley suggested that Park Rangers on horseback
be used instead of police.
Park lighting will be vandal resistant.
To be determined: Signage and Playground area & equipment.
The Commission agreed to proceed with the bid package as
outlined by Mr. Upshaw.
CANINE PRESENTATION:
Deputy Sheriff Ronnie Ashley and Kentucky State Police Trooper
Mike Turnbow gave a canine demonstration in the Parks & Leisure
Services Building. They reminded the Commission that the
City's needs should be assessed before purchasing dogs. They
said they each have a dog and live less than five miles out of
the City and are available 24 hours a day. They also told the
Commission that they have been working with the City as
requested.

Their estimated costs for a narcotics dog only ranged from
$3,500 to $6,500, depending upon its training. This price does
not include training and other necessary items and expenses.
Upon motion the meeting adjourned.
