HomeMy WebLinkAbout10/18/11OCTOBER 18, 2011 At a Regular Meeting of the Board of Commissioners, held on Tuesday, October 18, 2011, at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Gault, Watkins, and Mayor Paxton (4). Commissioner Kaler was absent (3). WORKSHOP SWIMMING POOL RENOVATION PROJECT/SCOPE & TIMELINE Parks Director Mark Thompson reported on the Noble Park Pool Renovation Process. The renovation will include the decking around the pool, electrical building and the concession area. The pipes under the deck of the pool are in bad shape and need to be replaced. The pool over the summer was leaking over 5,000 gallons of water a day. f Approximately 400 children use the pool during the summer. He explained the scope of services required which include code review, conditions assessment, preliminary engineering report, design and permitting, bidding and construction administration. His plan is to begin the process in December and construction to begin in August 2012 after the summer pool season. Estimated fees for design and engineering is $98,700, estimated renovation costs for pool and concession area between $700,000 and $800,000. After discussion with the Commission, it was agreed for Mr. Thompson to move forward with the project. City Manager Pederson said the funding for the design and engineering is covered in the City's current fiscal year budget but thinks funding for the renovation project will have to be through a bond. COMMUNITY RECREATION BUILDING There will be an open house for the Community Recreation Building located at 1527 Martin Luther King Jr. Drive on Saturday, October 291h at 4:30 p.m. The center will be staffed and opened year round. It will have a stage area, gymnasium, and meeting rooms. This facility will take place of the City's use of the Jetton Gym. It was used for basketball, volleyball, soccer and other activities. The Fountain Avenue Fall Festival will will follow after the open house. The tough decision not to have the ice rink this winter was made partly due to the purchase of the community center. The ice rink is only open approximately 8 weeks while the community center will be open all year. CITY MANAGER REPORT City Manager Pederson gave an update on the meeting the Paducah -McCracken County Convention Center Board held on Monday, October 17`h. Public Inforination Officer Pam Spencer reported in the City's highlights as follows: "City Manager Jeff Pederson attended Monday's called meeting of the Convention Center Corporation (CCC). Pederson briefed the Mayor and Commission about the meeting including the discussion about looking at options for a management model for the Julian Carroll Convention Center and the Expo Center in the wake of the dismissal of the executive director, J. Patrick Kerr. Pederson also says the CCC is considering an outside agency or agencies to do an interview review and make recommendations for policy changes and asset recovery. To achieve these items the CCC may ask the City and County for funding assistance. The CCC has a meeting scheduled for Monday to further discuss the options. Mayor Paxton says, "I think we need to have more input that we did. We are going to do everything we can to make sure something like this doesn't happen again." Mayor Paxton adds, "We are going to move forward, keep the convention centers open, and search for a hotelier. We are going to survive this and be better for it than we were before." Pederson emphasizes that the bookkeeping for the convention centers was by an outside service arranged by the CCC and that the City of Paducah Finance Department did not oversee the convention centers' funds."
