NOVEMBER 27, 1995
At a Called Joint Meeting of the Board of Commissioners and
the McCracken County Fiscal Court, held in the Commission
Chambers at City Hall, Paducah, Kentucky, at 7:00 p.m.,
Monday, November 27, 1995, Mayor Montgomery called the
meeting to order. Present were City Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Montgomery (5).
McCracken County Fiscal Court members present were
y Commissioners Bradford, Cope, McNeil and Judge/Executive
Orazine (4).
R & F NOTICES
Commissioner Coleman offered motion, seconded by Commis-
sioner Renfro, that the executed copies of the Notice of
Called Meeting to be held at 7:00 p.m., Monday, November 27,
1995, be received and filed. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and
Mayor Montgomery (5).
TELECOMMUNICATIONS EQUIPMENT
City Manager Jerry Hoover gave an overview of this proposed
proj-ect. 'He said tlie'goal at this meeting is to determine
how close we are to a City/County plan and if we want to go
forward. He introduced Allie Morgan, Communications
Consultant, who explained the proposed City/County ✓
Communications Plan and urged both governments to take
action as outlined by the City Manager. He said this plan
would be similar to the E911 Agreement.
After discussion of this subject, both the City and County
decided to select a committee to examine this plan. The
committee will be formed by December 18 and will consist of
three people selected by the Fiscal Court, three by the
Commission, and Allie Morgan.
CONVENTION CENTER CORPORATION
Mayor Montgomery had a motion from the Paducah -McCracken
County Convention Center Corporation requesting the City and
County to call a meeting to amend their Bylaws and Articles
of Incorporation to include the Riverfront Development.
Mayor Montgomery read their resolution to this effect.
Mayor Montgomery said the City will confer with legal
counsel. Judge Orazine said this topic was premature and
too confusing, and the county should be left out of it
tonight.
Mayor Montgomery suggested that the City Commission meet
with the Convention Center Board at their December meeting,
and also directed the City Manager to draw up a lease for
the Petter property storage area.
JUVENILE DETENTION FACILITY REPORT
Judge Orazine thanked the City for their assistance in
making the Juvenile Detention Facility possible and gave a
report on the project.
_ CWI COLEMAN ROAD CONVENIENCE STATION REPORT
Judge Orazine gave a report on this project. It will be e
open as soon as CWI gets their official permit.
Mayor Montgomery requested a list of holidays from CWI;
i.e., dates the transfer station will be closed.
COUNTY'S HEAVY EQUIPMENT AUCTION
Van Newberry reported on this County project.
McCRACKEN COUNTY ROAD EQUIPMENT AUCTION
Report given by Van Newberry.

201 FACILITIES PLAN
Roger Colburn of Florence & Hutcheson, Engineers, gave an
update on this plan.
Mayor Montgomery asked the City Manager to prepare an update
on combined sewer overflow (CSO) some time before the next
two meetings.
Kevin Murphy gave an update on City sewer projects and
reported on recent OSHA developments concerning the
wastewater treatment plant.
Upon motion the meeting adjourned.
