ROLL CALL
At a Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday,
October 3, 1995, Mayor Montgomery presided, and upon call of
the roll by the City Clerk, the following answered to their
names: Commissioners Coleman, Grumley, Hornsby, Renfro and
Mayor Montgomery (5).
TAX RATE HEARING
A public hearing was held on the proposed 1995-96 tax rate.
Jon Perkins, Finance Director, explained the proposed rates.
MINUTES
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the Minutes for September 26,
1995, be waived and that the Minutes of said meeting prepared
by the City Clerk be approved as written. Adopted on call of
the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro
and Mayor Montgomery (5).
RESOLUTION
Mayor Montgomery read a resolution addressing the right to vote
and offered a motion, seconded by Commissioner Grumley that
this resolution be adopted. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor
Montgomery (5).
ORDINANCE - EMERGENCY
WAIVE LATE PENALTY FOR AUGUST, 1995, OCCUPATIONAL LICENSE FEE
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce and adopt an
ordinance entitled, "AN ORDINANCE AMENDING SECTION 17-18,
PENALTY AND INTEREST FOR LATE PAYMENT OF TAX, OF CHAPTER 17,
LICENSES AND OCCUPATIONAL REGULATIONS, OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance
reads in part:
"SECTION 1. That the City of Paducah hereby waives
penalty and interest charges imposed by Section 17-18 for license
holders paying the second half of their deferred license fee due on
August 31, 1995. In order to receive said waiver, payment must be
made no later than the close of business (5:00 p.m.) on October 16,
1995.
"SECTION 2. Due to the City's failure to voluntarily
notify Occupational License holders of the payment date for the
second half of their 1995 license fees, an emergency is hereby
declared to exist and this ordinance shall become effective
immediately with one reading." Adopted on call of the roll,

ORDINANCE - ADOPTIONS
AMEND CIVIL SERVICE SEC. 10-55
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 10-55, CIVIL SERVICE,
OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY".
This ordinance is summarized as follows: Abolishing the
position of Flood Control Supervisor, and increasing the pay
grade of Flood Control Superintendent to Grade 15 in the
Department of Environmental and Engineering Services, Stormwater
Management Division. Adopted on call of the roll, yeas,

PURCHASE PETTER SUPPLY PROPERTY
Commissioner Hornsby offered motion, seconded by commissioner
Renfro, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A
CONTRACT WITH ROBERT P. PETTER, ET AL, IN THE AMOUNT OF $1,195,000
TO ACQUIRE VARIOUS PROPERTIES LOCATED ALONG SOUTH FIRST STREET,
SOUTH SECOND STREET, AND KENTUCKY AVENUE, IN THE CITY OF PADUCAH,
McCRACKEN COUNTY, KENTUCKY". This ordinance is summarized as
follows: Authorizing the Mayor to enter into a contract with
Robert P. Petter, et al, in the amount of $1,195,000 for purchase
of the following properties in the City of Paducah: 117 South
First Street, 117 and 121 Kentucky Avenue, 106, 108, 110, 112,
114, 116, 118 and 230 South Second Street, and to negotiate and
enter into an option to purchase and/or right of first refusal of
the property located at Second and Washington Streets, subject to
Commission approval. Adopted on call of the roll, yeas,

REPEAL ORDINANCE NO. 95-6-5294 FOR ELEVATOR REPAIRS BY DOVER
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE REPEALING ORDINANCE NO. 95-6-5294,
ENTITLED, "AN ORDINANCE ACCEPTING THE PROPOSAL OF DOVER ELEVATOR
COMPANY IN AN AMOUNT NOT TO EXCEED $30,500 FOR REPAIRS TO THE CITY
HALL ELEVATOR, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR
SAME". The foregoing title summarizes the contents of this
ordinance. Adopted on call of the roll, yeas, Commissioners
Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5).

CHANGE ORDER NO. 1 - NOBLE PARK TENNIS COURTS
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
1 entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE CHANGE ORDER NO. 1 IN THE AMOUNT OF $4,864.32 WITH
CENTRAL PAVING OF PADUCAH INC. FOR NOBLE PARK TENNIS COURT
RESURFACING". The foregoing title summarizes the contents of this
ordinance. Adopted on call of the roll, yeas, Commissioners
Coleman, Grumley, Hornsby, Renfro and Na or Montgomery (5).

ORDINANCE - INTRODUCTION
SET 1995-96 TAX RATE
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE FIXING THE LEVIES AND RATES OF TAXATION
ON ALL PROPERTY IN THE CITY OF PADUCAH, KENTUCKY, SUBJECT TO
TAXATION FOR MUNICIPAL PURPOSES AND FOR SCHOOL PURPOSES FOR THE
PERIOD FROM JULY 1, 1995, THROUGH JUNE 30, 1996, WITH THE PURPOSES
OF SAID TAXES THEREUNDER DEFINED".

The City of Paducah shall collect the following taxes for ✓

Property taxes levied herein shall be due and payable
in the following manner:
The first half payment shall be due on November 1, 1995,
and shall be payable without penalty and interest until November 30,
1995.
The Second half payment shall be due on February 1, 1996,
and shall be payable without penalty and interest until February 28,
1996.
DISCUSSIONS
RAY McLENNAN, a Paducah citizen, discussed the proposed tax rate
with the Commission. He said he would have liked to see the City
not increase the City increase real estate taxes the full 4% as
allowed by law. Mayor Montgomery said the City did not take the
full 4% increase and that all city taxes are at the same level or
lower than they have been for the past seven years. She also
explained that the Petter Supply property was purchased with
grant funds and not city funds. `-
RHONDA LEE -JAMES discussed a newly implemented program called the
"NEAT" (Neighborhood Enhancement Action Team) Program. The first
NEAT Impact Day will be Friday, October 20th, beginning at 8:00
a.m., and will target the South 4th Street neighborhood for a
single day of concentrated service. Various city department will
participate in this program. She explained the details of this
program. Mayor Montgomery said most of this program has been
paid for by grant funds such as CDBG funds, and not with city
funds.
CITY MANAGER HOOVER announced that leaf bags and accompanying
literature and information will be delivered door-to-door for the
next two Saturdays. He expects to have an ordinance ready for
next week's meeting to authorize the purchase of additional leaf
bags.

MAYOR MONTGOMERY commended City employees who have worked very
hard trying to find solutions for handling the leaf program;
i.e., drainage, etc, and thanked management for listening to
their employees' suggestions and ideas.
COMMISSIONER RENFRO asked City Manager about the status of the
Optional Work Schedule. Mr. Hoover told her that Human Resources
is working on the options to determine City Hall hours, as well
as extended City Hall hours. He hopes to have the program
started by October 16.
COMMISSIONER RENFRO referenced the City's Barbecue Challenge and
picnic held held Saturday and said she had a very enjoyable time.
The thanked city employees for their efforts. The Finance
Department won the barbecue challenge. City Manager Hoover said
the picnic may become an annual event. Mayor Montgomery
suggested that the date for the barbecue be coordinated with the
"Barbecue on the River", which will be held each September 30th.
COMMISSIONER RENFRO announced that the "Oak Grove Living History
Play has won its 4th award in video competition. She also said
she will be portraying "Lizzie" in the next production.
EXECUTIVE SESSION
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board go into closed session for discussion of
matters pertaining to the following topics:
1. Future sale or acquisition of a specific parcel(s) of
✓ real estate, as permitted by KRS 61.810(1)(b);
2. Issues which might lead to the appointment, dismissal or
disciplining of an employee, as permitted by KRS
61.810(1)(f).

At the conclusion of the Executive Session the Board reconvened
in open chambers and held a workshop.
Upon motion the meeting adjourned.
