ROLL CALL
At a Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday,
September 12, 1995, Mayor Montgomery presided, and upon call of
the roll by the City Clerk, the following answered to their
names: Commissioners Coleman, Grumley, Hornsby, Renfro and
Mayor Montgomery (5).
MINUTES
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the Minutes for September 5, 8 and
11, 1995, be waived and that the Minutes of said meeting
prepared by the City Clerk be approved as written. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley,
Hornsby, Renfro and Mayor Montgomery (5).
APPOINTMENTS
BOARD OF ADJUSTMENT
Mayor Montgomery made the following appointment: "WHEREAS,
subject to the approval of the Board of Commissioners, I hereby
reappoint J.R. Herdy as a member of the Board of Adjustment.
This term will expire August 31, 1999". ✓
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners approve the action of
Mayor Montgomery in reappointing J.R. Herdy as a member of the
Board of Adjustment. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor
Montgomery (5).

Grumley, that the Board of Commissioners introduce and adopt an
ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF VASCO
INC. FOR LEAF BAGS IN THE AMOUNT OF $10,750, FOR USE IN THE
CITY OF PADUCAH'S WASTE COLLECTION PROGRAM, AND AUTHORIZING THE
MAYOR TO EXECUTE A CONTRACT FOR SAME". The foregoing title
summarizes the contents of this ordinance. Adopted on call of
the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro

ORDINANCES - ADOPTION
AMEND ZONING ORDINANCE
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 40.17 AND CREATING
SECTION 40.24, OF APPENDIX A - ZONING, OF THE PADUCAH ZONING
✓ ORDINANCE". This ordinance is summarized as follows: Amending
Sec. 40-17, "Screening Requirements", and creating Sec. 40.24,
"Gaming and Gambling Facilities", of Appendix A - Zoning, of
the Paducah Zoning Ordinance. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor

CLOSE KESWICK CLOSE DRIVE
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE PROVIDING FOR THE CLOSING OF KESWICK
CLOSE DRIVE IN THE FAIRFIELD SUBDIVISION". This ordinance is
summarized as follows: Closing Keswick Close Drive in the
Fairfield Subdivision, and authorizing, empowering and directing
the Mayor to execute a quitclaim deed to each of the property
owners in or abutting the public way to be closed. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley,

ENGINEERING SERVICES FOR SYSTEM COMMUNICATIONS
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE AN AGREEMENT WITH LADD ENGINEERING ASSOCIATES, INC. FOR
PROFESSIONAL ENGINEERING SERVICES RELATING TO SYSTEM
COMMUNICATIONS FOR THE CITY OF PADUCAH". The foregoing title
summarizes the contents of this ordinance. Adopted on call of

PURCHASE 16 VEHICLES
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF SIXTEEN
1995 CROWN VICTORIA AUTOMOBILES FROM PADUCAH FORD INC. IN THE
AMOUNT OF $274,688, FOR USE BY THE POLICE DEPARTMENT, AND
AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The
foregoing title summarizes the contents of this ordinance.

NOTE: Purchase of the above police cars and police car
take-home policy was discussed before the above ordinance was
adopted. The Commission directed the City Manager to provide
additional information to assist them in reaching a decision
regarding take-home policy.
PURCHASE 800 MHz RADIO EQUIPMENT FOR POLICE DEPT.
JCommissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF 800 MHz
RADIO EQUIPMENT IN AN AMOUNT NOT TO EXCEED $96,063, FROM

MOTOROLA COMMUNICATIONS AND ELECTRONICS INC., FOR USE BY THE
POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME". The foregoing title summarizes the

ORDINANCES - INTRODUCTION
CHANGE ORDER NO. 1 - MARKET HOUSE THEATRE & COMMUNITY CENTER
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE CHANGE ORDER NO. 1 IN THE AMOUNT OF $4,031.25 WITH
BILL SOUTH CONSTRUCTION COMPANY INC. FOR THE RE -ROOFING OF THE
MARKET HOUSE THEATRE AND THE PADUCAH COMMUNITY CENTER". This
ordinance approves Change Order No. 1, which authorizes additional
work required to complete re -roofing the aforementioned structures,
and increases the contract price to $23,221.25.
CHANGE ORDER NO. 1 - MARTIN CIRCLE LIFT STATION
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE CHANGE ORDER NO. 1 IN THE AMOUNT OF $6,791.00 WITH
MURTCO MECHANICAL INC. FOR THE MARTIN CIRCLE LIFT STATION
REPLACEMENT PROJECT". This ordinance approves Change Order No. 1,
which authorizes seven additional items required to complete the
aforementioned project, and increases the contract price to
$51,015.09.
HILL TERRACE SUPPLEMENTAL AGREEMENT
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE A SUPPLEMENTAL AGREEMENT IN THE AMOUNT OF $17,300 WITH
FARRIS, HATCHER, TREMPER & ASSOCIATES, INC. FOR ADDITIONAL
ENGINEERING SERVICES FOR THE HILL TERRACE ROADWAY IMPROVEMENTS".
This change order authorizes additional work on the aforementioned
project and increases the contract price to $35,500.
AMEND SEC. 25-1, POLICE DEPT.
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that a the Board of Commissioners introduce an
ordinance entitled, "AN ORDINANCE AMENDING SECTION 25-1,
'NUMBER, RANK AND SALARIES OF MEMBERS OF THE POLICE
DEPARTMENT', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows:
Abolishing three Lieutenant positions and increasing the number
of Sergeants from 9 to 12 in the Police Department.
DISCUSSIONS
CITY MANAGER:
1. Reported that the City is in the process of completing a p,
team to implement the recommendations in Roosevelt Gholston's
report. The team will meet within the next week to implement
activities in Mr. Gholston's report. Team members include:
Mr. Ghloston, Chief Larry Walsh or his deputy, John Penrod, and
Dr. Jerry Mays, Chairman. The team will work independently of
the City Manager's office and will bring to the Commission
their report and evaluation of the situation to be addressed.
MAYOR MONTGOMERY wants to proceed with the training schedule.
COMMISSIONER RENFRO announced Country Line Dancing classes
scheduled by PALS.
COMMISSIONER HORNSBY announced that the railroad crossing
between Locust and Yeiser Street will be closed September 11
for three days for repairs. This the I-24 Business Route.

COMMISSIONER GRUMLEY announced that September 11-15 is City
Government week -and gave a schedule of tours for the Fire
Stations, the new Police Department facilities and the
Wastewater Treatment facilities.
MAYOR MONTGOMERY said Channel 11 will replay the "Direct Line"
programs. The schedule is as follows:
September 13, DEES
September 14, Paducah Police Department
September 15, Paducah Fire Department
CITY ENGINEER John Chlarson reported that the paving program on
Jefferson Street has been temporarily delayed due to the week
long breakdown of the paving plant. Operations should resume
tomorrow morning and overtime work performed until the
resurfacing project is completed. Work is expected to be
completed in three weeks.
COMMISSIONER RENFRO reported statistics of the results of the
Western Kentucky Crime Stoppers program. This telephone number
if 11443 -TELL".
EXECUTIVE SESSION
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board go into closed session for discussion of
matters pertaining to the following topics:
1. Future sale or acquisition of a specific parcel(s) of
real estate, as permitted by KRS 61.810(1)(b);
2. Proposed or pending litigation, as permitted by KRS
J 61.810(1)(c);
3. Collective bargaining with public employees, as permitted
by KRS 81.810(l)(e);
4. Issues which might lead to the appointment, dismissal or
disciplining of an employee, as permitted by KRS
61.810(1)(f).

At the conclusion of the Executive Session the Board reconvened
in open chambers and held a workshop.
