ROLL CALL
At Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday,
June 28, 1994, Mayor Montgomery presided, and upon call of the
roll by the City Clerk, the following answered to their names:
Commissioners Coleman, Grumley Hornsby and Renfro and Mayor
Montgomery (5).
MINUTES
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the Minutes for June 14, 21 and
23, 1994, be waived and that the Minutes of said meetings
prepared by the City Clerk be approved as written. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley,
Hornsby, Renfro and Mayor Montgomery (5).

Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce and adopt an
ordinance entitled, "AN ORDINANCE APPROVING A CONSULTING
AGREEMENT WITH ROOSEVELT GHOLSTON & COMPANY, INC. This ordinance
is summarized as follows: Authorizing and directing the Mayor and
City Clerk to execute an agreement between the City of Paducah and
Roosevelt Gholston & Company, Inc. in the amount of $11,808.00,
plus mileage, for various consulting services in the area of equal

ORDINANCES - ADOPTION
APPROVE WEST PARK VILLAGE APARTMENTS, PHASE II
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE
PADUCAH PLANNING COMMISSION RESPECTING THE PROPOSED SUBDIVISION
OF PROPERTY OF WEST PARK VILLAGE APARTMENTS, PHASE II, LOCATED
AT THE INTERSECTION OF HANSEN ROAD AND WEST PARK DRIVE,
ACCEPTING THE DEDICATION OF PUBLIC EASEMENTS AND SETTING BOND
AMOUNT". This ordinance is summarized as follows: Approving
the final report of the Paducah Planning Commission respecting
the proposed subdivision of property of West Park Village
Apartments, Phase II, located at the intersection of Hansen

AMEND POLYMER PURCHASE FOR WASTEWATER TREATMENT:
Commissioner Coleman offered motion, seconded by Commissioner

entitled, "AN ORDINANCE AMENDING ORDINANCE NO. 90-7-4471, TO
AUTHORIZE THE PURCHASE OF POLYMER NO. 93LP047 FROM NALCO
CHEMICAL COMPANY, FOR USE AT THE WASTEWATER TREATMENT PLANT".
This ordinance is summarized as follows: Authorizing the
purchase of Polymer No. 93LP047 at $1.27 per pound from Nalco
Chemical Company, for use at the Wastewater Treatment Plant.

entitled, "AN ORDINANCE AMENDING SECTION 2-47(A) AND (C),
NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE
CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as
follows: Creating the positions of Administrative Secretary
and Grants Administrator and abolishing the position of
Secretary in the Community Planning and Development Department;

3% salary increases for civil service employees retroactive to June

AMEND NONCIVIL SERVICE SALARIES
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 2-47, NONCIVIL SERVICE
GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Implementing
3% salary increases to noncivil service employees retroactive to
June 27, 1994; granting additional salary increases to the following
positions: Director of Community Planning & Development, Director
of Environmental & Engineering Services, Finance Director, and
Director of Public Works; and creating the position of Occupational
Health Specialist in the Human Resources Department.

Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SUB -SECTION (A) OF SECTION
12-19, NUMBER, RANK AND SALARIES OF MEMBERS OF ARTICLE II, FIRE
DEPARTMENT, OF THE CODE OF ORDINANCES.OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Granting 3%
salary increases to non -bargaining members of the Fire Department
retroactive to June 27, 1994.

1114 NON -BARGAINING POLICE DEPARTMENT SALARY INCREASES
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 25-1, NUMBER, RANK AND
SALARIES OF MEMBERS OF THE POLICE DEPARTMENT OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Granting 3% salary increases to non -
bargaining members of the Police Department, retroactive to June 27,
1994.
v ALCOHOLIC BEVERAGE ADMINISTRATOR SALARY INCREASE
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 2-52, ALCOHOLIC
BEVERAGE ADMINISTRATOR, OF THE CODE OF ORDINANCES OF THE CITY
OF PADUCAH, KENTUCKY". This ordinance is summarized as
follows: Granting a 3% salary increase to the Alcoholic
Beverage Administrator, retroactive to June 27, 1994.
AMEND INTERIM CITY MANAGER (ADMINISTRATIVE ADVISOR) SALARY
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 2-19.3, ADMINISTRATIVE
ADVISOR, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH". This
ordinance is summarized as follows: Increasing the salary of
Administrative Advisor to $1,000.00 per week.
DISCUSSIONS
CITY MANAGER:
1. Recommended that City employ Almont Associates to conduct a \
Fire Service Analysis for the City. He will prepare a proposal
for submittal to the Board for possible action of July 12,
1994._
2. Recommended that City consider contracting with two local JI
engineering firms for engineering services until a City
Engineer is employed.
MAYOR MONTGOMERY:
1. Asked City Manager about the GPEDC fee and asked him to
work with the Board to resolve this issue.
2. Listed timetable for employment of new City Manager as
follows:
Interviews between July 20 and August 10
August 20 - negotiate salary & benefits
Sept. 1 - Employ City Manager
She asked the Board to complete and return a form tomorrow
concerning this procedure.
\ PADUCAH POWER SYSTEM ELECTION REFERENDUM
V
County Commissioner Danny Cope addressed this issue and
introduced David Stiles, General Manager of JPECC and Ron
Sheets, President of the State Rural Cooperative Association,
who opposed the election referendum and asked the City to stay j
out of a boundary dispute between JPECC and Paducah Power
System until the matter is resolved in court.
RAILROAD CROSSING
Commissioner Grumley asked the City Manager if any progress has
been made on getting the railroad to repair the crossing on
\ Allen Lane. City Manager replied in the negative.
V' EXECUTIVE SESSION
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board go into closed session for discussion of
matters pertaining to the following topics:
JUNE 28, 1994
1. Issues which might lead to the appointment, dismissal, or
disciplining of an employee, as permitted by KRS 61.810(1)(f);
and
2. A specific proposal by a business entity where public
discussion of the subject matter would jeopardize the location,
retention, expansion or upgrading of a business entity;
as permitted by KRS 61.810(1)(k).
Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley Hornsby, Renfro and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board reconvened
in Open Session, whereupon the Mayor announced there was no
further business.
Upon motion the meeting adjourned.
