At a Called Joint Meeting of the Board of Commissioners and
the McCracken County Fiscal Court, held in the Commission
Chambers at City Hall, Paducah, Kentucky, at 4:45 p.m.,
Thursday, June 23, 1994, Mayor Montgomery called the meeting
to order. Present were Commissioners Coleman, Grumley,
Hornsby, Renfro and Mayor Montgomery (5).
McCracken County Fiscal Court members attending were:
Commissioners Bradford, Cope, McNeil and Judge/Executive
Orazine (4).
R & F NOTICES
Commissioner Coleman offered motion, seconded by Commis-
sioner Hornsby, that the executed copies of the Notice of
Called Meeting to be held at 4:45 p.m., Thursday, June 23,
1994, be received and filed. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and
Mayor Montgomery (5).
Agenda Items were as follow:
1. Angel of Mercy Ambulance Service
A contract draft proposed by the City and County was
discussed at length. Jack York completely rejected the
contract, describing it as "totally unacceptable - a pure
joke". Angel of Mercy has requested a total of $300,000 for
the first year and $375,000 in each of the next two years
from the City and County, for a three-year contract.
Provisions of the proposed city -county contract included:
A. The purchase of three new ambulances equipped with
advanced life support systems at a total cost estimated at^
$175,000. The city and county would maintain ownership and
lease the vehicles to Angel of Mercy for $1 per year. Angel
would maintain, repair and replace the vehicles.
B. The reimbursement to Angel of Mercy for half the amount
of uncollectible accounts under the emergency service
operation for the first year. During the second the third
years the city would pay 100%.
C. Maintaining (by Angel) the same level of service 24
hours a day and that documentation be provided for all tax
money put into the for-profit ambulance service.
The City, County and Angel of Mercy will meet again at 9:00
a.m., Tuesday, June 28, 1994, to attempt to resolve these
contract issues.
2. Solid Waste
Judge Orazine announced that McCracken County will not
continue to operate a landfill when the present permit
expires. After lengthy discussion, it was decided that
David Harvell and Tony Jones, the landfill manager,
coordinate a project to determine the city and county
landfill and/or transfer station needs. An RFP will be 1
prepared for this project. The Fiscal Court needs
information by July 1, 1994.
3. 911 Interlocal Agreement
Changes in the present Agreement were discussed to it
into complete compliance with LINK and NCIC terminals, as
required by the Kentucky State Police. Changes would
require that the Management Board and the Control Board be
combined.

This contract was discussed at length. County Commissioner
McNeil suggested that it be determined if these changes are
mandated by the State.
Conclusion: A letter of inquiry will be written to
determine if these changes are mandated by the State, and
that commitments be obtained that new Board members will
attend meetings.
4. Rental Car Tax
�.� Judge Orazine discussed the possibility of implementing a 3%
Rental Car Tax to appropriate funds for the Airport. This
tax would be assessed on cars rented for 30 days or less and
would become effective in July, 1994.
Richard Roof, Airport Manager, also discussed this issue and
reported that HB 622 addresses this issue. He gave the
Boards a copy of a 10 -year $2.9 million Airport Capital
Improvement Project. It is anticipated that the Airport
will receive a grant by next week for some airport
improvements.
Mayor Montgomery said she personally supports the County's
efforts for a Rental Car Tax.
Miscellaneous
Members of both Boards expressed their pleasure at the
success of joint City -County meetings.
Upon motion the meeting adjourned at approximate 6:20 p.m.
