AN ORDINANCE OF THE CITY OF PADUCAH APPROVING A GRANT
AGREEMENT WITH THE KENTUCKY ENVIRONMENTAL AND PUBLIC PROTECTION
CABINET, DIVISION OF WASTE MANAGEMENT, FOR A 2011-2012 KENTUCKY RECYCLING
GRANT; APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF PADUCAH
AND McCRACKEN COUNTY FISCAL COURT FOR THE CITY'S ADMINISTRATION OF FUNDS
RECEIVED FOR THE RECYCLING GRANT TO PURCHASE EQUIPMENT FOR THE
VOLUNTEER OPERATED RECYCLING DROP-OFF CENTER LOCATED AT 1830 NORTH 8TH
STREETAND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENTS FOR THE
RECYCLING AWARD
WHEREAS, the City of Paducah applied for a Kentucky Recycling Grant through the
Kentucky Environmental and Public Protection Cabinet, Division of Waste Management, adopted by
Municipal Order No. 1594 on March 8, 2011, to be used for funding to purchase equipment for the
volunteer -operated recycling drop off center located at 1830 North 81" Street; and
WHEREAS, the Kentucky Environmental and Public Protection Cabinet, Division of
Waste Management, has approved the application and is now ready to award this grant.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. The City of Paducah hereby approves a grant agreement with the Kentucky
Environmental and Public Protection Cabinet, Division of Waste Management, for a 2011-2012 Kentucky
Recycling Grant in the amount of $41,605 for the purchase of equipment to be used at the volunteer drop-
off recycling center located at 1830 North 8`h Street. A local match of $15,450 is required with the City
of Paducah and County of McCracken contributing $7,725 each and Paducah Water Works providing in-
kind donation of facility use of $7,790.
SECTION 2. The City of Paducah hereby approves an Interlocal Agreement with
McCracken County Fiscal Court agreeing to accept and to administer the funds for the recycling grant in
an amount up to $41,605 as approved in Section 1 above.
SECTION 3. The Mayor is hereby authorized to execute the grant agreement approved
in Section 1 above and the Interlocal Agreement approved in Section 2 above.
SECTION 4. This expenditure shall be charged to MR0049.
SECTION 5. Pursuant to KRS 83A.060, the City Commission suspends the requirement
of a second reading and publication of this Ordinance. As grounds therefore, the City Commission does
hereby declare an emergency to exist in order to meet the grant submission deadline of June 24, 2011.
