A MUNICIPAL ORDER PERTAINING TO A PILOT PROGRAM TO
EXPLORE, STUDY AND INVESTIGATE THE INTEREST IN, NEED FOR AND
FEASIBILITY OF CURBSIDE COLLECTION OF SOLID WASTE RECYCLABLES
IN THE CITY OF PADUCAH, KENTUCKY
WHEREAS, the City of Paducah desires to explore, study and investigate
the interest in, need for and feasibility of curbside collection of solid waste recyclables in
the City of Paducah; and
WHEREAS, in order to accomplish the aforesaid purpose, it is necessary
to create a pilot program pertaining to collection of curbside recyclables;
KENTUCKY:
NOW, THEREFORE, BE IT ORDERED BY THE CITY OF PADUCAH,
SECTION 1. The City Manager is directed to establish a curbside
collection program for solid waste recyclables to explore the interest in, need for and
feasibility of solid waste recycling in the City of Paducah.
SECTION 2. To the extent possible, the City Manager is directed to
utilize the services of volunteers and/or private providers for said pilot program.
SECTION 3. Such pilot program shall be operated under the direction of
the City Manager of the City of Paducah, and for a period of time as he may determine.
Any information or solid waste collected through such program shall be the property of
the City of Paducah.
SECTION 4. Any persons operating said program shall present periodic
reports to the City Manager concerning such matters pertaining to said program as the
City Manager may direct or request from time to time.
SECTION 5. The City Manager is authorized to develop and administer
such policies respecting such pilot programs as the City Manager deems reasonable and
necessary to collect the information sought by the creation of such program.
SECTION 6. The City Manager shall endeavor to link the processing and
marketing of collected recyclables to existing facilities located within the City of
Paducah.
SECTION 7. This Order will be in full force and effect from and after the
date of its adoption.
