ROLL CALL
At Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday,
March 81 1994, Mayor Montgomery presided, and upon call of the
roll by the City Clerk, the following answered to their names:
Commissioners Coleman, Grumley, Hornsby, Renfro, and Mayor
Montgomery (5).
PUBLIC FORUM
MINUTES.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the minutes for March 1, 1994, be
waived that the minutes of said meetings prepared by the City
Clerk be approved as written. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Hornsby, Renfro, and
Mayor Montgomery (5).
MOTIONS
R & F DOCUMENTS
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the following documents be received and filed:
1. Certificates of Insurance
a) Price's Bar-B-Que
2. Leisure Service Center Change Orders
3. Paducah Water Works Monthly Report for February, 1994 ✓
Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Hornsby, Renfro, and Mayor Montgomery (5).
MUNICIPAL ORDERS
PERSONNEL CHANGES
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that upon the recommendation of the City Manager, the
Board of Commissioners of the City of Paducah orders that the
personnel changes on the attached list be approved.

Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Montgomery (5).
ORDINANCES - ADOPTIONS
AMEND CIVIL SERVICE SECTIONS 10-52 & 10-55
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTIONS 10-52 AND 10-55,
CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Abolishing the position of Administrative Secretary in the Public
Works Department, creating three positions of Traffic Maintenance
Technician in the Street Maintenance Division; creating the
position of Operator I and decreasing the number of operators from
9 to 6 in the Department of Environmental and Engineering
Services. Adopted on call of the roll, yeas, Commissioners
Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5).

AMEND NONCIVIL SERVICE SECTION 2-47(j):
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SUBSECTION (j) OF SECTION
2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF

CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: Creating the positions of Secretary and Solid
Waste Supervisor in the Public Works Department. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley,
Hornsby, Renfro and Mayor Montgomery (5). ORDINANCE NO.

DISCUSSIONS
CITY MANAGER
1. Financial Budget Policies - City Manager Jim Pennington
read a draft of a document he had prepared on this policy. He
/ did not have copies to hand out to the Commission. Mayor
Montgomery told him that the Commission would like to have a
copy of this policy in writing in order to study it before time
to vote on it.
2. Proposed Accounting Procedure Policies for vehicle
maintenance/repair was discussed.
3. Next budget discussion will be March 22.
OTHER DISCUSSIONS
4. Annual Spring Clean Up - David Harvell, Public Works
Director, read a memo on this year's program which is scheduled
for March 21 through April 1, 1994. A copy of this policy was
` handed out to the Commission. Total estimated cost of this
year's clean up is $13,583.00. A copy of the above memo is
contained in the Minute file for this date.
5. David Harvell reported that the compost giveaway and the
hazardous waste disposal project will be in April. Specific
dates will be announced later.
6. Solid Waste Reduction - David Harvell gave a brief history
of the City's refuse program.
Randy Thompson presented proposed plans for 1994-95 for solid
waste reduction and discussed the following goals for the
program:
* $13.55/14.55
* Compost sludge
* Cardboard program (expansion)
* Exceed 25% goal (reduction)
Mr. Thompson said a decision on this program should be made
within 2 months. Mayor Montgomery suggested that a meeting be
held as soon as possible with Lyon County Judge/Executive
McKinney concerning recyclables. Mr. Thompson said there is a
$10,000 buy -in charged by Lyon County to participate in this
program.
Mayor Montgomery gave Presidential Awards for Excellence to Jim
Pennington for future presentation.
EXECUTIVE SESSION
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board to into closed session for discussion
of matters pertaining to the following topics:
-Collective bargaining with public employees; as permitted
by KRS 61.810(1)(e);

2. Issues which might lead to the appointment, dismissal, or
disciplining of an employee, as permitted by KRS 61.810(1)(f).
Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board reconvened
in open session, whereupon the Mayor announced there was no
further business.
Upon motion the meeting adjourned.
