ROLL CALL
At a Called Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 4:00 p.m., Tuesday,
November 8, 1994, Mayor Montgomery presided, and upon call of
the roll by the City Clerk, the following answered to their
names: Commissioners Coleman, Grumley, Hornsby, Renfro and
Mayor Montgomery (5).
R & F CALLED MEETING NOTICES
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the executed copies of the Notice of Called
Meeting to be held at 4:00 p.m., Tuesday, November 8, 1994, and
Cancellation of Called Meeting to be held at 1:00 p.m.,
Thursday, November 3, 1994, be received and filed. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley,
Hornsby, Renfro and Mayor Montgomery (5).
MINUTES
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the reading of the Minutes for November 1, 1994,
be waived and that the Minutes of said meeting prepared by the
City Clerk be approved as written. Adopted on call of the
roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and
Mayor Montgomery (5).

Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the following bids be received and filed:

MUNICIPAL ORDERS
PERSONNEL CHANGES
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that upon the recommendation of the City Manager, the
Board of Commissioners of the City of Paducah orders that the
personnel changes on the attached list be approved.

ORDINANCE - EMERGENCY
RENOVATE PADUCAH POLICE DEPT. BUILDING
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce and adopt an
ordinance entitled, "AN ORDINANCE ACCEPTING THE BASE BID OF
MIDSTATES CONSTRUCTION, INC. IN THE AMOUNT OF $340,199 FOR
RENOVATION OF THE PADUCAH POLICE DEPARTMENT BUILDING LOCATED AT
400 SOUTH SIXTH STREET, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME.". The foregoing title summarizes the
contents of this ordinance. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor

MOTION AUTHORIZING CITY MANAGER TO NEGOTIATE ROOFING BID FOR
POLICE DEPT. BUILDING IN CONJUNCTION WITH OTHER ROOFING
Commissioner Grumley offered motion, seconded by Mayor
Montgomery, that the Board of Commissioners authorize and
direct the City Manager to negotiate a change order with
Midstates Construction Inc. to deduct roofing costs from the
amount of their contract with the City of Paducah for
renovation/construction of the Paducah Police Department
Building located at 400 South 6th Street; further, the City
Manager is authorized to solicit bids for new roofs for the
Police Building, along with additional roofing projects for -'
other City owned buildings. Adopted on call of the roll, yeas,

Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners introduce and adopt an
ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO
EXECUTE A CONTRACT BY AND BETWEEN THE CITY OF PADUCAH AND McCRACKEN
COUNTY REGARDING THE CITY'S USE OF CERTAIN SCALES OWNED BY THE
COUNTY AND ALSO REGARDING THE PROPOSED LOCATION OF A TRANSFER
STATION SITE.". The foregoing title summarizes the contents of

Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance
✓ entitled, "AN ORDINANCE AUTHORIZING THE FINANCE DIRECTOR TO PAY
THE SUM OF $23,318.95 TO PADUCAH AND LOUISVILLE RAILROAD INC.
FOR REPAIR AND UPGRADE OF RAILROAD CROSSING ON COLEMAN ROAD". ThL,,

AMEND CIVIL SERVICE SECTIONS 10-51 & 10-65
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance
'l� entitled, "AN ORDINANCE AMENDING SECTIONS 10-51 AND 10-65,
CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Creating the position of Human Resources Specialist and
abolishing the position of Clerical Specialist in the Human
Resources Department; creating the position of Training Officer

and changing the number of dispatchers from 7 to 6 in the
Emergency Communications Department.
AMEND NONCIVIL SERVICE SECTION 2-47(f)
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SUBSECTION (f) OF SECTION
2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE
CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as
follows: Creating the position of Employee Relations Coordinator
and abolishing the position of Occupational Health Specialist in the
Human Resources Department.
SELL PADUCAH WATER WORKS PROPERTY ON LUTES & HIGHLAND CHURCH
ROAD TO JOHN DAVIS
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE SALE OF SURPLUS REAL ,^
PROPERTY FOR THE BENEFIT OF PADUCAH WATER WORKS". This
ordinance is summarized as follows: Accepting the offer of John
Davis in the amount of $27,000 to purchase real property located at
the corner of Lutes Road and Highland Church Road, owned by Paducah
Water Works, and authorizing the Mayor to execute a Deed for sale
of said property.
SELL PADUCAH WATER WORKS PROPERTY AT 1850 LONE OAK ROAD TO
ROBERT ALEXANDER
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE SALE OF SURPLUS REAL
PROPERTY FOR THE BENEFIT OF PADUCAH WATER WORKS". This
ordinance is summarized as follows: Accepting the offer of Robert
Alexander in the amount of $25,000 to purchase real property
located at 1850 Lone Oak Road, owned by Paducah Water Works, and
authorizing the Mayor to execute a Deed for sale of said property.
DISCUSSIONS
MAYOR MONTGOMERY:
1. Discussed proposed Highway I-69. A feasibility study is
being done on this highway project. The designated highway
route would follow generally Highway 60 from Henderson to
Paducah, go around the river counties of Carlisle, Hickman and
Fulton and then head down Highway 51 to Memphis. This highway
would be from Canada to Indianapolis, Evansville, through
Western Kentucky and on to Memphis. Work is now being done on
the Texas corridor. She also noted that Corridor 18 is still
alive. She recommended that local communities should encourage
officials to move forward with this project and requested that
interested parties contact the Mayor's office or the Chamber of
Commerce concerning this project.
City Manager Hoover said that the Mayor's efforts on this
project remind him how Smith Broadbent of Cadiz and Henry Ward
worked many years ago to route I-24 through Paducah and Western
Kentucky.
CITY MANAGER HOOVER:
1. Handed out copies of his news release dated November 7th
concerning Paducah Power placing signs on utility poles. He
apologized for the misunderstanding surrounding this incident ✓
and said steps have been taken by the City in the past 24 hours
to begin proceedings with utility companies for possible
ordinance changes addressing this subject. He said both safety
and civic beautification will be taken into consideration in
any changes that are made, and both the Inspection Department
and the Traffic Commission will be involved in these changes.
Additionally, the Inspection Department will be made a member
of the Traffic Commission. A copy of this news release is
contained in the minute file for this date.

Mayor Montgomery suggested that the City Commission be made
aware of any future ordinance interpretations made by the
Traffic Commission.
Mayor Montgomery thanked Commissioner Coleman for attending a
meeting last Sunday in her stead.
EXECUTIVE SESSION
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board go into closed session for discussion
of matters pertaining to the following topics:
1. Future sale or acquisition of a specific parcel(s) of real
estate, as permitted by KRS 61.810(1)(b);
2. Issues which might lead to the appointment, dismissal, or
disciplining of an employee; as permitted by KRS 61.810
(1)(f).
Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board reconvened
in Open Session, whereupon the Mayor announced there was no
further business.
Upon motion the meeting adjourned.
