AN ORDINANCE AUTHORIZING THE FINANCE DIRECTOR TO PAY FOR
THE SOLE SOURCE PURCHASE OF A DRAGON RUNNER TWENTY ROBOT SYSTEM
TO BE USED BY THE PADUCAH POLICE DEPARTMENT BOMB SQUAD AND
AUTHORIZES THE MAYOR TO EXECUTE A CONTRACT FOR SAME
WHEREAS, the Police Department has received a Kentucky Homeland Security
Grant of approximately $170,000 for the purchase of a new X-ray system, a portable robot and
other equipment; and
WHEREAS, the Police Department wishes to buy a robot system that is portable
and field transformable; and
WHEREAS, QinetiQ North America Inc. is the only manufacturer that makes a
portable robot that is "field transformable"; and
WHEREAS, pursuant to Sec. 2-659 of the Code of Ordinances of the City of
Paducah, Kentucky, the City Manager has made a written determination that the purchase of the
robot is a sole source purchase.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the City of Paducah hereby authorizes the Finance Director to
make payment to QinetiQ North America Inc. in the amount of $96,414.00, for purchase of a
Dragon Runner Twenty Robot System that is portable and field transformable to be used by the
Paducah Police Department Bomb Squad and authorizes the Mayor to execute a contract for
same.
SECTION 2. This expenditure will be paid using funds received from a
Kentucky Homeland Security Grant and shall be charged to Homeland Security Enhancement
Grant Project account PO0059.
SECTION 3. This ordinance shall be read on two separate days and will become
effective upon summary publication pursuant to KRS Chapter 424.
