AUGUST 8, 1994
McCracken County Fiscal Court met in regular session on Monday August 8, 1994 at
6:30 p.m. with the County Judge/Executive Danny Orazine presiding and all
Commissioners present.
At the invitation of the County Judge/Executive, the Board of Commissioners, the
Mayor and the City Manager of the City of Paducah met with the Fiscal Court to
discuss the Angel of Mercy ambulance service and the position of the county and
city on a subsidy to Angel of Mercy, Inc. The Mayor called the Board of
Commissioners to order and the City Manager called the roll. All. were present.
The following matters, after motion and second were duly made, passed with the
County Judge/Executive and all Commissioners voting aye.
It is ordered that the county and city will not make a subsidy of any amount to
the Angels of Mercy, Inc. at this time, but will be open to discussion of any new
proposals in the future.
It is ordered that the minutes of the July 25, 1994 regular fiscal Court meeting
be approved as presented.
It is ordered that the minutes of the July 27, 1994 called meeting of Fiscal
Court be approved as presented.
It is ordered that the report of Martha Nell Bradford, Clerk, for county
alcoholic beverage licenses sold during the month of July, 1994 be accepted and
the Treasurer of McCracken County is hereby charged with the sum of $2,600.00.
It is ordered that the County Treasurer's Report for the month of June, 1994 be
received, accepted and filed.
It is ordered that the following bills in the total amount of $387,903.30 be
allowed and paid out of the County Levy Fund and charged to their respective
accounts.
It is ordered that the sum of $2,083.33 be paid unto the McCracken County Soil
Conservation District, same being portion of appropriation for FY 1994-95.
It is ordered that the sum of $1,425.00 be paid unto the Metro Special Police,
Inc., same being for guard duty at the landfill for a period from 07/18/94 to
07/31/94.
It is ordered that the report of Owen Lynn, Tax Administrator for taxes collected
by him during July, 1994, be received, approved and recorded and the Treasurer
of McCracken County is charged with the sum of $222,754.81.
It is ordered that the reports of Martha Nell Bradford, Clerk for delinquent real
estate and personalty taxes collected by her during the month of July, 1994 be
accepted and approved.
It is ordered that the report of Martha Nell Bradford, Clerk, for Ad Valorem
taxes collected by her during the month of July, 1994 be accepted and approved.
It is ordered that the sum of $2,023.41 be paid unto the Kentucky State
Treasurer, same being for the county's contribution to the retirement system for
purchase of unused sick leave time for county retiree Novalee Stubblefield.
It is ordered that the McCracken County Quarterly Financial report for FY ending
06/30/94 be received, accepted and filed.
It is ordered that the Sheriff's Receipt for Public Service Co tax bills #258 -
#261 be Yeceived, accepted and filed.
It is ordered that the Budget Expense Items for the month of August, 1994 be
allowed and paid and charged to their respective accounts.

It is ordered that Warrant Check # 155, in the amount of $171.83 dated 07/25/94,
to Paducah Supply Co., be voided.
It is ordered that a check to Arendale Ford, Arlington, TX, be issued in the
amount of $143,900.00 to purchase ten 1994 Ford Crown Victoria police cruisers,
pursuant to the bid award at the July 29, 1994 fiscal court meeting.
It is ordered that a check to Southlake Ford of Jonesboro, GA be issued in the
amount of $19,900.00 to purchase a 1994 Ford Bronco to be utilized by the
Sheriff's K-9 unit. Bids were opened for this vehicle on July 25, 1994, with only
one bid from Arendale Ford of Arlington, TX being received, but that bid did not
meet specifications.
it is ordered that the list of Treasurer's receipts for the month of June, 1994
be approved.
It is ordered that Federal Communications Commission form # 393 relating to basic
cable rate regulation be recorded.
It is ordered that a check in the amount of $659.75 be issued to Denton & Keuler,
Attorneys at Law, for services rendered in regard to Angel of Mercy contract
negotiations.
It is ordered that, effective August 1, 1994, Thomas Emerson, landfill employee,
be transferred to the position of laborer at the road department at the hourly
wage of $10.21.
It is ordered that, effective August 8, 1994, Don Brindley, landfill employee be
transferred to the position of laborer at the road department at the hourly wage
of $10.21.
It is ordered that, effective July 25, 1994, Clois Gene May and Joseph Michael
Alexander be hired as operators at the landfill at an hourly wage of $12.85, less
statutory deductions, all of which is subject to further orders of the Court. Mr.
May and Mr. Alexander are to be considered temporary employees for the period
that the McCracken Landfill remains open, but will be eligible for county
benefits during this period of temporary employment.
It is ordered that, effective August 2, 1994, Halford Lorenzo Hensley be hired
as a laborer at the McCracken landfill at the hourly wage of $10.21, less
statutory deductions, all of which is subject to further orders of the Court. Mr.
Hensley is to be considered a temporary employee for the period that the
McCracken landfill remains open, but will be eligible for county benefits during
this period of temporary employment.
It is ordered that the executed contract between McCracken County and Delta
Dental Plan of Kentucky be recorded.
It is ordered that the Financial Report of Martha Nell Bradford, Clerk and Howard
Walker, Jr., Sheriff for the year ended December 31, 1994 as audited by Williams,
Williams and Lentz of Paducah, Ky be approved and recorded.
It is ordered that the Audit of the Outgoing Sheriff's Settlement for 1993 taxes
as of January 2, 1994 for Howard Walker, Jr., be approved and recorded.
It is ordered that the Audit and Settlement of Frank Augustus, Sheriff for 1993
taxes be approved and recorded in the SHERIFF'S SETTLEMENT BOOK in the McCracken
County Clerk's office and this be considered QUIETUS of the 1993 taxes.
It is ordered that the two proposals received for a truck to be used at Carson
Park, which were sought after advertising did not produce any bids, be taken
under advise xnt.

It is ordered that bid received from Paducah Ford, Inc., which was the only bid
received, for supplying the county with a dump truck for use at the road
department be taken under advisement.
It is ordered that, notice having been received from CHD Properties of their
intention not to develop Ridgewood Subdivision, their subdivision road bond in
the amount of $57,538.00 with CHD Properties as Principal and Citizen's Bank &
Trust Co., as Surety be released.
It is ordered that Penney Lane in the Barkley Farm Subdivision be taken into the
county road system for maintenance, with the stipulation that the developer Monte
Penney maintain the ditches along this road until July 1, 1995. It is further
ordered that the subdivision road bond in the amount of $23,180.00 with Monte
Penney as Principal and Citizens Bank & Trust Co., as Surety be released.
It is ordered that authority is given to the County Judge/Executive Danny Orazine
to execute on behalf of McCracken County a deed between McCracken County as
grantor and the City of Paducah as grantee for the purpose of granting a
permanent drainage easement.
It is ordered that, after a Public Hearing and second reading at which no
citizens voiced objections, Ordinance No. 94-3 relating to imposition of license
fees upon all persons engaged in the rental of motor vehicles in the county be
adopted.
It is ordered that the first reading of an amendement to Ordinance No.86-1 be
approved.
The following matters wre discussed with no action taken.
Members of Girl Scout Troop # 972 who are working on a leadership merit badge
were introduced by their leader.
No bids were received for repairs to the sidewalk at the courthouse annex.
Proposals will be sought.
No bids were received for roofing the barns at Carson Park. Proposals will be
sought.
Executive session will be held Tuesday at 4:40 p. m.
Workshop for housing code will be held Wednesday, August 17.
