At a Called Meeting of the Board of Commissioners held in the
Commission Chambers at -City Hall at 5:00 p.m., Monday, December
30, 1996, Mayor Jones presided, and upon call of the roll by
the City Clerk, the following answered to their names: Commis-
sioners Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5).
NOTICES OF CALLED MEETING
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the executed copies of Notice of Called Meeting /
of the Board of Commissioners of the City of Paducah for 5:00
p.m., Monday, December 30, 1996, be received and filed.
Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Jones (5).
EXECUTIVE SESSION
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board to into closed session for discussion
of matters pertaining to the following topics:
1. Proposed or pending litigation, as permitted by KRS
61.810(1)(c). /
2. Collective bargaining with public employees, as permitted
by KRS 61.810 (1) (e).
3. Issues which might lead to the appointment, dismissal, or
disciplining of an employee, as permitted by KRS 61.810(1)(f).
Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Jones (5).
At the conclusion of the Executive Session the Board reconvened
in Open Session, whereupon the Mayor called the meeting back to
order.
MINUTES
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Minutes for December 17, 1996, be waived and
that the Minutes of said meeting prepared by the City Clerk be
approved as written.

Civil Service Commission
Mayor Jones made the following appointment: "WHEREAS, the term
of Martha Dawson as a member of the Civil Service Commission
expired on September 22, 1994; and
WHEREAS, subject to the approval of the Board of
Commissioners, I hereby appoint Roy G. Atwood, Jr., to replace
Ms. Dawson, as a member of the Civil Service Commission, which
term will expire September 22, 1997.
NOTE:
This position was created by Ordinance 92-9-4840 on
September 22, 1992.
The first appointment to this position pursuant to
the ordinance should have been from September 2 „ 1992 to
September 22, 1994, a two year appointment. However, the
appointment was inaccurate in that it was until December 9,
1996. This action brings the appointment to this Board in
compliance with the September 22, 1992, ordinance.
Commissioner Coleman offered motion, seconded by Commissioner
JGrumley, that the Board of Commissioners approve the action of
Mayor Jones in appointing Roy G. Atwood, Jr., as a member of
the Civil Service Commission.
Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Jones (5).
Civil Service Commission
Mayor Jones made the following appointment: WHEREAS, the term
of Melvin W. Taylor as a member of the Civil Service Commission
expired on December 9, 1996; and
✓ WHEREAS, subject to the approval of the Board of
Commissioners, I hereby appoint Winfred Nunn, to replace Mr.
Taylor, as a member of the Civil Service Commission, which term
will expire December 9, 1999.
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners approve the action of
Mayor Jones in appointing Winfred Nunn as a member of the Civil
Service Commission.
Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Jones (5).
Civil Service Commission
Mayor Jones made the following appointment: WHEREAS, the term
of Carl Walter as a member of the Civil Service Commission
expired on September 22, 1996; and

WHEREAS, subject to the approval of the Board of
Commissioners, I hereby appoint Russell M. Chittenden, to
replace Mr. Walter, as a member of the Civil Service
Commission, which term will expire September 22, 1999.
This appointment is now in compliance with Ordinance
No. 92-9-4840, adopted on September 22, 1992. The first
appointment was for one year ending September 22, 1993, with
the subsequent appointment for three years ending September 22,
1996.
I hereby appoint Mr. Chittenden as Chairman of the
Board and Winfred Nunn as Secretary of the Board.
Commissioner Hornsby offered motion, seconded by
Commissioner Renfro, that the Board of Commissioners approve
the action of Mayor Jones in appointing Russell M. Chittenden
as a member of the Civil Service Commission.

Grumley, Hornsby, Renfro and Mayor Jones (5).
MUNICIPAL ORDERS
PERSONNEL CHANGES
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that upon the recommendation of the City Manager, the
Board of Commissioners of the City of Paducah orders that the
personnel changes on the attached list be approved.

ORDINANCES - ADOPTION
PURCHASE UTILITY TRUCK FOR STREET DIVISION
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE ACCEPTING THE BID OF PADUCAH FORD IN
THE AMOUNT OF $28,334.00 FOR SALE TO THE CITY OF ONE 1997 ✓
ONE -TON TRUCK WITH UTILITY BODY FOR USE BY THE DEPARTMENT OF
ENVIRONMENTAL AND ENGINEERING SERVICES/STREET DIVISION, AND
AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The
foregoing title summarizes the contents of this ordinance.

ADOPT 1994 EDITION OF KENTUCKY BUILDING CODE
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
J entitled, "AN ORDINANCE AMENDING SEC. 150.15, BUILDING, ENERGY
CONSERVATION AND MECHANICAL CODES ADOPTED; APPLICATION, OF
CHAPTER 150, BUILDING REGULATIONS, OF THE CODE F ORDINANCES OF
THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: Adopting the 1994 Edition of the Kentucky Building
Code.

CHANGE SALARY MUNICIPAL ORDER TO SALARY ORDINANCE
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE CREATING A SALARY SCHEDULE FOR
JEMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY, WHO ARE NOT ELECTED
OFFICIALS OR MEMBERS OF POLICE OR FIREFIGHTERS' BARGAINING
UNITS". This ordinance is summarized as follows: Adopt by
Ordinance the Compensation Plan which was adopted by Municipal
Order #736 on July 23, 1996.

AMEND CITY COMMISSIONERS SALARY
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE INCREASING THE SALARY OF CITY
COMMISSIONERS OF THE CITY OF PADUCAH; PROVIDING FOR ANNUAL
/ ADJUSTMENTS IN ACCORDANCE WITH KRS 83A.075; AND REPEALING PRIOR
J INCONSISTENT ORDINANCES". This ordinance is summarized as
follows: Increasing the salary of City Commissioners effective
January 1, 1997; and effective January 1, 1998, providing for
annual salary adjustments (increases or decreases) for the
Mayor and City Commissioners in line with the,Consumer Price
Index of the preceding calendar year.

ORDINANCES - INTRODUCTION
AMEND SEC. 35.62(J), OF 35.62 "PENSION FUND" (AEPF)
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 35.62(J), OF SECTION
35.62, PENSION FUND [CIVIL SERVICE], OF THE CODE OF ORDINANCES
OF THE CITY OF PADUCAH, KENTUCKY. This ordinance is summarized
as follows: Granting a 10% increase to persons receiving a
pension under Sec. 35.62(J) of Section 35.62, (Appointive
Employees Pension Fund), of the Code of Ordinances of the City
of Paducah.

Hornsby, that the Board go into closed session for discussion
of matters pertaining to the following topic:
