AN ORDINANCE EXTENDING THE BOUNDARY OF THE CITY OF
PADUCAH, KENTUCKY, BY FINALIZING THE ANNEXATION OF CERTAIN
PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY OF
PADUCAH, AND DEFINING ACCURATELY THE BOUNDARY OF SAID
PROPERTY TO BE INCLUDED WITHIN THE SAID CORPORATE LIMITS
WHEREAS, the City of Paducah adopted Ordinance No. 2010-10-7751
declaring its intent to annex a tract of property containing 173.76 acres contiguous to the
southern line of the corporate city limits, extending generally from Bechtdolt Road south
to Interstate Highway 24, west of Pool Road and east of Schneidman Road, is urban in
character and is where the Marshalling Yard of Paducah & Louisville Railroad is located,
Paducah Power Peaking Plant and various Paducah Power and TVA power related
activates are currently present. The remaining vacant portions of property are suitable for
development for urban purposes without unreasonable delay; and
WHEREAS, the Paducah & Louisville Right of Way substantially
connects the City Limits of Paducah, Kentucky and the Electric Plant Board d/b/a
Paducah Power, Peaking Plant; and
WHEREAS, all three owners Electric Plant Board d/b/a Paducah Power,
TVA and P & L Railway requested such annexation by the City for the hereinafter
described property; and
WHEREAS, said tract of land is not within the boundary of another
incorporated city.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. It is the intent of the City of Paducah, Kentucky, to finalize
the annexation of the hereinafter described property, and therefore that the hereinafter
described property be annexed to, and be made a part of the City of Paducah, Kentucky
said real property being more particularly and accurately described as follows:
An area of land contiguous to the Southern line of the City of
Paducah, Kentucky, extending from Bechtdolt Road south to
Interstate Highway 24, West of Pool Road and East of Schneidman
Road, McCracken County, Kentucky, and being more particularly
described as follows:
Beginning at a point in the Southern City Limits line of the City
of Paducah, said City Limits line being defined as the "North
property line of Bechtdolt Road extended" by the McCracken County
Circuit Court Judgment of Annexation to the City of Paducah,
Kentucky dated April 29, 1927. The beginning point is located 20
feet North of the centerline of Bechtdolt Road extended and 25
feet West of the centerline of Pool Road, said point having
Kentucky State Plane South Zone coordinates of North 1,914,850.4
and East 807,032.3;
Thence, from the point of beginning and with a line 25 feet west
of the centerline of Pool Road, South 5° 21' 59" West a distance
of 181.68 feet to a point;
Thence, continuing with a line 25 feet west of the centerline of
Pool Road, South 5° 46' 52" West a distance of 520.61 feet to a
point 50 feet South of the centerline of a railroad track known
as the P & I Connector Rail;
Thence, leaving the West side of Pool Road, South 89° 28' 58"
West a distance of 670.45 feet to a point located 400 feet East
of the centerline of the Paducah and Louisville Railroad South
Yard Main Track;
Thence, with a line 400 East of and parallel to the said Main
Track centerline, South 50 23' 05" West a distance of 1512.12
feet to a point located 25 feet North of the centerline of Pool
Road; ,

Thence, South 89° 26' 13" West a distance of 378.39 feet to a
point;
Thence, South 50 02' 27" West a distance of 213.46 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 5° 02' 27" West a distance of 500.00 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 5° 04' 17" West a distance of 500.00 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 50 38' 01" West a distance of 500.00 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 40 56' 50" West a distance of 500.00 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 5° 16' 03" West a distance of 500.00 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 5° 27' 06" West a distance of 500.00 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 50 22' 53" West a distance of 500.00 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 5° 25' 28" West a distance of 500.00 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 4° 11' 23" West a distance of 500.00 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 2° 47' 46" West a distance of 383.27 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 20 41' 44" East a distance of 192.74 feet to a
point located 25 feet west of the centerline of Pool Road;
Thence, South 40 09' 32" East a distance of 340.54 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, South 40 25' 11" East a distance of 172.88 feet to a
point located 25 feet West of the centerline of Pool Road;
Thence, with a line crossing the South Yard of the Paducah and
Louisville Railroad, South 85° 07' 56" West a distance of 344.78
feet to an iron pin with a surveyors cap found in the West line
of Schneidman Road;
Thence, with the said West line of Schneidman Road, 102.68 feet
along an arc to the right to an iron pin with a surveyors cap,
said arc having a radius of 230.00 feet, said arc being subtended
by a chord of which is South 70 55' 19" West a distance of 101.83
feet;
Thence, continuing with the said West line of Schneidman Road,
South 200 42' 43" West a distance of 239.16 feet to an iron pin
with a surveyors cap found at the Southeast corner of the lands
now or formerly owned by the Electric Plant Board of the City of
Paducah, Kentucky (d.b.a. Paducah Power System) as described in
Deed Book 1158, Page 765 of the records of the McCracken County
Court Clerk;
Thence, with the South line of the said Electric Plant Board
property, North 840 48' 13" West a distance of 1264.40 feet to a
1/2" iron pin found in the East right of way line of Interstate
Highway 24;
Thence, with the said East right of way line of Interstate
Highway 24, North 470 09' 14" West a distance of 497.86 feet to
an iron pin with a surveyors cap, said iron pin being located 160
feet east of Interstate Highway 24 centerline design station
1736+25.61;
Thence, continuing with the said East right of way line of
Interstate Highway 24, North 48° 16' 00" West (passing an iron
pin with a surveyors cap at 355.751) a total distance of 405.75
feet to a point, said point being the Southern corner of the
lands now or formerly owned by Farris Courtney as described in
Deed Book 537, Page 420 of the records of the McCracken County
Court Clerk, said point being located 160 feet east of Interstate
Highway 24 centerline design station 1732+19.66;
Thence, leaving the East right of way line of Interstate Highway
24 with the center of a creek and a line common to the said
Courtney property and the aforementioned Electric Plant Board
property as follows;
North 15° 24' 50" East a distance of 8.74 feet to a point;
North 130 11' 16" West a distance of 16.90 feet to a point;
North 7° 33' 06" East a distance of 62.72 feet to a point;
North 1° 54' 08" East a distance of 62.22 feet to a point;
North 5° 01' 26" East a distance of 135.69 feet to a point;
North 4° 36' 11" East a distance of 107.31 feet to a point;
and North 540 23' 22" East a distance of 26.59 feet to a point;
Thence, leaving the said creek and continuing and with a line
common to the said Courtney property and the Electric Plant Board
of the City of Paducah, Kentucky, (d.b.a. Paducah Power System)
as described in Deed Book 1149, Page 137, North 87° 35' 20" West
a distance of 233.91 feet to an iron pin with a surveyors cap;
Thence, continuing and with a line common to the said Courtney
property and the aforementioned Electric Plant Board property,
North 00 09' 20" West a distance of 148.50 feet to a point;
Thence, continuing and with a line common to the said Courtney
property and the aforementioned Electric Plant Board property,
North 880 53' 43" West a distance of 517.13 feet to an iron pin
with a surveyors cap found in the East right of way line of
Interstate Highway 24;
Thence, with the said East right of way line of Interstate
Highway 24, North 55° 41' 19" West a distance of 358.26 feet to
an iron pin with a surveyors cap, said iron pin being located 150
feet east of Interstate Highway 24 centerline design station P.C.
1719+76.69;
Thence, continuing with the said East right of way line of
Interstate Highway 24, North 57° 18' 51" West a distance of
676.80 feet to an iron pin with a surveyors cap found;
Thence, continuing with the said East right of way line of
Interstate Highway 24, North 590 59' 34" West a distance of
505.87 feet to a concrete right of way monument;
Thence, continuing with the said East right of way line of
Interstate Highway 24, North 610 51' 50" West a distance of 84.13
feet to an iron pin with a surveyors cap;
Thence, leaving the right of way line of Interstate Highway 24,
South 86° 53' 37" East a distance of 131.78 feet to an iron pin
with a surveyors cap;
Thence, North 550 41' 04" West a distance of 26.25 feet to an
iron pin with a surveyors cap in the South line of the lands now
or formerly owned by Robert E. and Barbara Hicks as described in
Deed Book 644, Page 457, and Deed Book 836, Page 197 of the
records of the McCracken County Court Clerk corner common to the
lands now or formerly owned by the Electric Plant Board of the
City of Paducah, Kentucky as described in Deed Book 1149, Page
137 of the records of the McCracken County Court Clerk;
Thence, with a line common to the said Hicks and Electric Plant
Board property, South 890 06' 21" East a distance of 1869.57 feet
to an iron pin with a surveyors cap;
Thence, continuing with a line common to the said Hicks and
Electric Plant Board property, North 60 52' 17" East a distance
of 37.13 feet to an iron pin with a surveyors cap;
Thence, continuing with a line common to the said Hicks and
Electric Plant Board property, and passing a corner common to the
lands now or formerly owned by Teresa G. and Dave M. Harper as
described in Deed Book 1170, Page 13 of the records of the
McCracken County Court Clerk, South 84° 36' 59" East a distance
of 646.82 feet to an iron pin with a surveyors cap at a corner
common to the lands now or formerly owned by Donnie V. and Linda
L. Glisson as described in Deed Book 488, Page 188 of the records
of the McCracken County Court Clerk;
Thence, with a line common to the said Glisson property and the
said Electric Plant Board of the City of Paducah, Kentucky
property, South 83° 50' 54" East a distance of 712.31 feet to an
iron pin with a surveyors cap;
Thence, continuing with a line common to the said Glisson
property and the said Electric Plant Board of the City of
Paducah, Kentucky property, South 84° 10' 04" East a distance of
799.69 feet to an iron pin with a surveyors cap found in the West
line of Schneidman Road;
Thence, with the West line of Schneidman Road and a line 285 feet
West of and parallel to the centerline of the Paducah and
Louisville Railroad South Yard Main Track, North 5° 28' 10" East
a distance of 1050.29 feet to a point;
Thence, South 80° 51' 29" East a distance of 39.85 feet to a
point;
Thence, with a line 245 feet West of and parallel to the
centerline of the Paducah and Louisville Railroad South Yard Main
Track, North 50 28' 10" East a distance of 1218.16 feet to a
point;
Thence, North 890 35' 02" East a distance of 10.22 feet to a
point;
Thence, North 110 52' 13" East a distance of 312.50 feet to a
point located 200 feet west of the centerline of the Paducah and
Louisville Railroad South Yard Main Track;
Thence, with a line 200 feet West of and parallel to the
centerline of the Paducah and Louisville Railroad South Yard Main
Track, North 50 28' 10" East a distance of 1778.31 feet;
Thence, crossing the South Yard of the Paducah and Louisville
Railroad, North 89° 26' 13" East a distance of 452.78 feet to a
point located 250 feet east of the centerline of the Paducah and
Louisville Railroad South Yard Main Track;
Thence, with a line 250 feet East of and parallel to the
centerline of the Paducah and Louisville Railroad South Yard Main \1
Track, North 5° 23' 05" East a distance of 2189.80 feet a point
in the Southern City Limits line of the City of Paducah, said
City Limits line being defined as the "North property line of
Bechtdolt Road extended" by the McCracken County Circuit Court
Judgment of Annexation to the City of Paducah, Kentucky dated
April 29, 1927;
Thence, with the said Southern City Limits line, South 81° 42'
35" East a distance of 821.50 feet back to the point of
beginning.
The above-described bounded area contains 173.7690 acres more or
less.
All bearings referred to are based on the Kentucky State Plane
South Zone coordinate system as achieved by a GPS observation
processed through the National Geodetic Service OPUS solution
submittal;

SECTION 2. That the City of Paducah approves and adopts the attached
zoning map and incorporated herein previously approved by the Paducah Planning
Commission pursuant to KRS 100.209 on November 1, 2010.
SECTION 3. That the City accepts the Findings of Fact adopted by
motion by the Paducah Planning Commission on November 1, 2010, as incorporated
herein.
SECTION 4. This ordinance shall be read on two separate days and will
become effective upon summary publication pursuant to KRS Chapter 424.
