At a Regular Meeting of the Board of Commissioners, held on Tuesday, October 5, 2010, at
5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following
answered to their names: Commissioners Abraham, Gault, Kaler, Watkins and Mayor Paxton
(5).

PRDA AND PRA REORGANIZATION ORDINANCE DISCUSSION
Mayor Paxton started the meeting explaining the need for reorganization of the Paducah Renaissance
Alliance Board and the Paducah Riverfront Development Authority. In order for both organizations to
become successful it is necessary for the ordinances creating both organizations to be amended. These
changes will help the downtown and lowertown areas remain vibrant. The Paducah Renaissance
Alliance charge will be to 1) bring more businesses downtown; 2) support current artists in Lower
Town; 3) keep current businesses and 4) bring more artists to Lower Town area.
The four areas for PRDA to focus on will be the development of a downtown hotel; riverfront
development, create a tax increment financing district and to adopt R.A.M.P. (Riverfront Area Master
Plan).
The Commission has asked PRDA Chairman Joe Framptom and legal counsel David Denton to give
some insight on the reorganization.
Mr. Framptom believes that even though both boards were created with good intentions they have not
been able to succeed as expected. The mission for the staff and accountability should be clearer. He
looks forward to long range planning.
David Denton, legal counsel, reported that he had met with everyone on the commission and with the
Interim City Manager. Everyone seems to think that the existing ordinances that structure PRDA and
PRA need to be revised. Some suggestions for PRA are as follows: to be a city agency; staff to be
city employees; number of board members be decreased; certification of Main Street Program be
retained; and to not be affiliated with PRDA. Proposed suggestions for PRDA include one staff
person to assist and advise the Authority; to clarify the mission to assist and advise the City in
riverfront and downtown development such as hotel development for the Ex. Inn site, strategic
planning, TIF district and other future projects.
After much discussion, the Commission agreed for Mr. Denton to proceed with his revisions to the
ordinances establishing PRA and PRDA.

COMMISSIONER CONCERNS
• Lorrine Young, property owner, expressed concerns for the closing of the alley for the jail
expansion.
Conrad Rehberg, concerned citizens, drainage of his property on Phillips Avenue and safety
suggestions for City Hall.
Upon motion the meeting adjourned.
