At a Regular Meeting of the Board of Commissioners, held on Tuesday, July 21, 2015, at
5:30 p.m., in the Commission Chambers of City Hall located at 300 South 5th Street,
Mayor Kaler presided, and upon call of the roll by the Public Information Officer, the
following answered to their names: Commissioners Abraham, Gault, Rhodes, Wilson and
Mayor Kaler (5). The City Clerk was attending the Master Municipal Clerk's Academy in
Lexington, Kentucky.

recommendation of the City Manager, the Board of Commissioners of the City of Paducah
order that the personnel changes on the attached list be approved.

Commissioner Gault offered motion, seconded by Commissioner Abraham, that a Municipal
Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE APPLICATION FOR A
MATCHING GRANT IN THE AMOUNT OF $47,250, THROUGH THE DELTA REGIONAL
AUTHORITY INVESTMENT PROGRAM KNOWN AS THE STATES' ECONOMIC
DEVELOPMENT ASSISTANCE PROGRAM TO HELP PROVIDE FUNDING TO PROVIDE

Commissioner Rhodes offered motion, seconded by Commissioner Wilson, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE DECLARING
MUNICIPALLY OWNED REAL PROPERTY GENERALLY LOCATED ON HENDRON
ROAD AND KNOWN AS THE STAR HILL TANK PROPERTY, HELD FOR THE USE AND
BENEFIT OF THE COMMISSIONERS OF WATERWORKS OF THE CITY OF PADUCAH,
DBA PADUCAH WATER, AS SURPLUS AND APPROVING THE SALE AND TRANSFER
OF SAME." This ordinance is summarized as follows: This Ordinance authorizes the City of
Paducah, Kentucky, on behalf of Paducah Water to quitclaim a certain tract of substandard

of Paducah accepts the bid of Linwood Motors in the total amount of $22,996.00, for the
purchase of one (1) minivan for use by the Paducah Parks Services Department, and hereby
authorizes the Mayor to execute a contract for same.

LINWOOD MOTORS FOR SALE TO THE CITY OF ONE (1) JEEP PATRIOT FOR USE BY

Commissioner Wilson offered motion, seconded by Commissioner Rhodes, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID FOR
SALE TO THE CITY ONE (1)SEWER PUMP TRUCK FOR USE BY THE ENGINEERING -
PUBLIC WORKS DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME". This ordinance is summarized as follows: The City of Paducah
accepts the bid of Jack Doheny Companies in an amount not to exceed $365,000.00, for the
purchase of one (1) sewer pump truck for use by the Engineering -Public Works Department, and
hereby authorizes the Mayor to execute a contract for same.

PURCHASE PROPERTY AT 432 BROADWAY
Commissioner Abraham offered motion, seconded by Commissioner Gault, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND
APPROVING THE ACQUISITION OF THE REAL PROPERTY LOCATED AT 432
BROADWAY, PADUCAH, McCRACKEN COUNTY, KENTUCKY FOR PURPOSES OF
PUBLIC SAFETY." This ordinance is summarized as follows: This Ordinance authorizes the
City of Paducah, Kentucky, to acquire a certain tract of real property, including structures and
improvement, generally located at 432 Broadway, Paducah, McCracken County, Kentucky, for
purpose of public safety from 432 Broadway, L.L.C., for the purchase price of One 00/100
DOLLARS ($1.00).

Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF
ENVIRONMENTAL ABATEMENT, INC., FOR DEMOLITION OF A
CONDEMNED/UNSAFE STRUCTURE LOCATED AT 432 BROADWAY IN THE CITY OF
PADUCAH, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR
SAME." This ordinance is summarized as follows: That the City of Paducah accepts the bid of
Environmental Abatement, Inc., in the amount of $458,685.00 for demolition of a
condemned/unsafe structure at 432 Broadway in the City of Paducah, and authorizes the Mayor
to execute a contract for same.

ACCEPT 2015 LEPP GRANT AWARD
Commissioner Rhodes offered motion, seconded by Commissioner Wilson, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND
DIRECTING THE MAYOR TO EXECUTE A GRANT AGREEMENT AND ALL
DOCUMENTS RELATING THERETO WITH THE KENTUCKY OFFICE OF HOMELAND
SECURITY FOR A LAW ENFORCEMENT PROTECTION PROGRAM GRANT AWARD."
This ordinance is summarized as follows: The Mayor is hereby authorized to execute a Grant
Agreement and all documents relating thereto with the Kentucky Office of Homeland Security to
obtain a Law Enforcement Protection Program Grant Award in the amount of $23,940 for
assistance with purchasing body armor vests to be used by the Paducah Police Department.

SOUTH 7TH STREET TO CLARENCE GAINES STREET." This ordinance is summarized as
follows: That the name of the portion of South 7`h Street located from Broadway to Jones Street
be renamed to Clarence Gaines Street.

Commissioners introduce an Ordinance entitled, "AN ORDINANCE OF THE CITY OF
PADUCAH, KENTUCKY, APPROVING A CONTRACT FOR WATER SERVICE BY AND
BETWEEN THE COMMISSIONERS OF WATERWORKS, THE CITY OF PADUCAH, DBA
PADUCAH WATER AND WEST MCCRACKEN WATER DISTRICT." This ordinance is
summarized as follows: This Ordinance accepts the recommendation of the Commissioners of

Waterworks and hereby approves the Contract for Water Service dated July 6, 2015, by and
between the Commissioners of Waters, the City of Paducah, DBA Paducah Water and West
McCracken Water District and the changes to contract rates or charges for water as set forth in
the Contract.
CITY MANAGER REPORT

Highlights.
"Interviewing Prospective Engineering/Architectural Firms for City Hall Project
City Manager Jeff Pederson says an interview team comprised of Commissioners Carol Gault
and Allan Rhodes, Steve Ervin, Steve Doolittle, Rick Murphy, and himself have interviewed four
prospective engineering/architectural firms for the City Hall Project. Pederson says, "We
interviewed four quality teams ... four qualified teams with good local representation." Pederson
says the firm that ultimately is selected will be instructed to pursue a dual pathway regarding this
project by developing the schematics for the renovation of the existing building and the
construction of a new building. "
MAYOR & COMMISSIONER COMMENTS
As reported by Pam Spencer Public Information Officer in the Paducah City Commission
Highlights
"Flash Flooding from July 7, 2015
The Paducah Board of Commissioners wants to remind citizens that Paducah -McCracken
County continues to work to gather information to submit to the Federal Emergency
Management Agency (FEMA) regarding the number of people who received damage from the
July 7, 2015 flash flooding. Paducah -McCracken County has NOT been declared a disaster
area. However, this documentation will be used in the evaluation of whether or not we might
qualify. If you were affected by the flash flooding, please call 270-444-8527 if you live in the
City of Paducah. If you live in McCracken County outside the city limits, call 270-448-1530 to
report damage you received. Information will be collected through July 24."
Commissioner Abraham distributed information about how to file claims with the City to
neighborhoods and helped citizens move items. He commented that the flooding event on
July 7, 2015, was overwhelming.
Mayor Kaler stated, "As tragic as it was I'm just glad there was no loss of life."
