At a Regular Meeting of the Board of Commissioners, held on Tuesday, April 20, 2010, at
5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following
answered to their names: Commissioners Abraham, Gault, Kaler, Watkins and Mayor
Paxton (5).

PRESENTATION
CITY VISIONS TO DISCUSS RIVERFRONT AREA MASTER PLAN (RAMP)
Joe Framptom, Chair of Paducah Riverfront Development Authority (PRDA), reported that
one of the first tasks given to PRDA was to engage a consultant to develop the Riverfront
Area Master Plan. After several months, PRDA hired City Visions. He introduced Barry
Alberts of City Visions, managing consultant for City Visions Associates. He is also the lead
consultant and project manager working with PRDA for this project. The other consultants
assisting with the project is EDAW, Inc.(landscape architecture), HNTB, Inc. (transportation
and parking), and ConsultEcon, Inc. (Heritage Tourism/Marketing). The main goal is to
develop strategies to help bring more people to Paducah and into downtown Paducah. He
believes that Paducah has many strong assets such as the Quilt Museum, Luther F. Carson
Four Rivers Center, Market House Theater, etc.
ANNOUNCEMENT
Mayor announced that the City was notified it will receive approximately a $1M Boating
Infrastructure Grant (BIG) for riverfront redevelopment from the U.S. Fish & Wildlife
agency. The required match by the City is in the amount of $320,000. Also partnering with
the City is the Paducah -McCracken County Convention and Visitors Bureau and Paducah
Renaissance Alliance.
ORDINANCES — INTRODUCTION
APPROVE SUNDAY ALCOHOL SALES FOR TEMPORARY EVENT LICENSES
Commissioner Abraham offered motion, seconded by Commissioner Gault, that the Board of
Commissioners introduce an ordinance entitled, "AN ORDINANCE REVISING AND
CREATING A NEW SECTION IN CHAPTER 6, ALCOHOLIC BEVERAGES, ARTICLE
I OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, PERTAINING TO
SPECIAL OR TEMPORARY LICENSES." This ordinance is summarized as follows: The
sale of distilled spirits, wine, and malt beverages by the drink shall be permitted on Sundays
from 1:00 p.m. until 10:00 p.m. for licensees, holding a special temporary license issued
pursuant to KRS Chapter 243 and Section 6-40 of the Code of Ordinances of the City of
Paducah. Provided, however, the licensee shall only be permitted to sell such type of
alcoholic beverage for which it is licensed and shall comply with all restrictions otherwise
placed on said license. Further, a new section of Chapter 6- Article I, of the Code of
Ordinances of the City of Paducah, entitled, "Penalties" shall be created to incorporate the
section formerly known as Section 6-7, Penalties, which shall read as follows: Whoever
violates any provision of this chapter for which another penalty is not already otherwise
provided shall be guilty of a misdemeanor and shall, upon conviction, be subject to a fine of
not more than $500.00, or imprisonment for not more than 30 days or both, for each offense.
AMENDMENT #1 TO FREQUENCY RECONFIGURATION AGREEMENT
(REBANDING OF CITY RADIO SYSTEM)
Commissioner Gault offered motion, seconded by Commissioner Abraham, that the Board of
Commissioners introduce an Ordinance entitled, "AN ORDINANCE APPROVING
AMENDMENT #1 TO THE AGREEMENT BETWEEN THE CITY OF PADUCAH AND
NEXTEL SOUTH CORP., FOR RE -BANDING OF THE 800 MHZ PUBLIC SAFETY
RADIO SYSTEM, AND AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE SAME." This ordinance is summarized as follows: That the City of Paducah
approves Amendment #1 to the Frequency Reconfiguration Agreement between the City of
Paducah and Nextel South Corp. for the 800 MHz public safety radio system and authorizes
the Mayor to execute said amendment.

Mayor Paxton made a few comments prior to the presentations. He explained that due to
federal and state funding cuts, the City's funding is being decreased. He hopes through the
presentations by the agencies and organizations that the public will want to make
contributions.
Each agency will be given five minutes to make their presentations. The Commission will
not make any comments or ask questions.

EXECUTIVE SESSION
Commissioner Kaler offered motion, seconded by Commissioner Watkins, that the Board go
into closed session for discussion of matters pertaining to the following topics:
A specific proposal by a business entity where public discussion of the subject matter would
jeopardize the location, retention, expansion or upgrading of a business entity, as permitted
by KRS 61.810(1)(g).
