AN ORDINANCE RELATING TO PROMOTIONS IN THE PADUCAH FIRE
DEPARTMENT; PROVIDING THAT SUCH PROMOTIONS WILL BE MADE ON THE BASIS
OF MERIT, QUALIFICATIONS AND SENIORITY; ESTABLISHING PROCEDURES FOR
THE DETERMINATION OF MERIT AND QUALIFICATIONS FOR CONSIDERATION FOR
PROMOTION
WHEREAS, in order to promote the highest possible quality of
performance in the Paducah Fire Department, to foster professionalism within the
department, and to insure the members greater opportunity for advancement, it is
important that promotions be based upon merit, qualifications and seniority. In
addition, it is necessary to establish procedures for an orderly determination of the
merit and to specify criteria to be utilized in such determination; now therefore,
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY
OF PADUCAH, KENTUCKY:
SECTION 1. APPLICATION. This procedure shall apply to promotions
in the Paducah Fire Department to the ranks of lieutenant, captain and assistant chief.
SECTION 2. QUALIFICATIONS FOR CONSIDERATION. All promotions
to which this procedure applies will be made from members holding the rank
immediately below that to which promotion is to be made. No member of the Fire
Department will be considered for promotion unless he shall have been, as of the
time of the announcement that a promotion is to be made, a full-time member of the
department for at least four (4) continuous years and be in a fit physical condition
for the, duties of the rank to which promotion is to be made.
The City physician, or other physician designated by the City, shall
examine each successful applicant for promotion. Results of the physical
examination shall be reported in writing to the personnel department, and the
costs of such examination and report shall be paid by the City.
SECTION 3. DETERMINATION & NOTIFICATION OF VACANCY & EXAMINATION.
The Board of Commissioners shall determine and specify the existence of a vacancy
in a position to which a promotion is to be made. Upon the Board's determination of
such vacancy, the personnel director, with the concurrence of the fire chief, shall
prepare a notice to be posted on all bulletin boards of the department in which -the
vacancy exists. The notice shall advise the members of the department of the
vacancy, of a time and place when written examinations for the rank for which pro-
motion is to be made will be administered, and the time and place at which oral
examinations for such vacancy will be given. A minimum of twenty (20) days will
be required between posting and written examination. Members interested in con-

sideration for promotion shall notify the personnel director in writing at least two
(2) days prior to the date specified for written examination. Employees who have
taken the examination when applying for previous promotions may apply to take the
examination again for succeeding vacancies to which they are eligible, whether or
not they passed the test previously.
SECTION 4. CONDUCT OF WRITTEN EXAMINATIONS. Written exami-
nations provided for herein shall be administered and graded by the city personnel
director. Each such examination shall be job related and shall be approved by the
fire chief and the city manager. Written examinations shall be based on the
International Fire Service Training Association (Oklahoma State University) texts
which are the basis of the Fire Department's training program and which are
available in each fire station for use by all firefighters. A total of 40 points will
be assigned for written examination. The passing score will be 28 or more points.
The results of such examination shall be certified to the city manager by the city
personnel director.
SECTION 5. ORAL EXAMINATIONS. Employees receiving a passing score
on the written examination shall be eligible for oral examination. Oral examinations
will be conducted by the city manager and the fire chief, hereinafter collectively
called "examiners"'. Each examiner shall evaluate the applicant's fitness for the
promotion in question on the basis of the applicant's service record, knowledge,
experience, skill, physical fitness and characteristics of leadership. Evaluation of
an applicant's service record may include consultation with his supervisors.
Examiners are encouraged to so consult, especially where insufficient or inconclusive
information may be available in the service record to allow a complete evaluation.
Each of the examiners shall assign to an applicant up to thirty (30) points based
upon evaluation of the above listed factors, with twenty (20) points assigned to the
evaluation of the service record and ten (10) points assigned to the evaluation of the
remaining aforementioned combined attributes. The personnel director shall add the
scores given to each applicant by each of the above named examiners conducting the
examination and divide the total so obtained by the number of examiners participating.
The average as above obtained of the scores assigned to each applicant by the
examiners will be the applicant's score on oral examination.
SECTION 6. SENIORITY REQUIREMENTS. Applicants to be eligible to
apply for the rank of lieutenant shall have held the rank of firefighter for a period
of four (4) years. Applicants to be eligible to apply for the rank of captain shall
have held the rank of lieutenant for a period of four (4) years. Applicants to be
eligible to apply for the rank of assistant chief shall have held the rank of captain

for a period of four (4) years. One point shall be assigned for each year of
seniority, up to a maximum of thirty (30) points.
SECTION 7. DETERMINATION OF APPLICANTS TO BE PROMOTED. The
total score of each applicant shall be determined by adding the applicant's point
total from written examination, oral examination, and seniority points, with 100
points being the maximum attainable. The personnel director shall calculate the
total score of each applicant and submit the scores to the Board of Commissioners.
The applicant having the highest total score shall be recommended to the Board of
Commissioners for appointment to the vacant position. In the event of a tie score
of two or more applicants, it is recommended that the Board fill the vacancy by
appointing the applicant with the most years of service with the city.
SECTION 8. All ordinances or parts of ordinances of the city of
Paducah, Kentucky, in conflict herewith, are hereby repealed.
SECTION 9. This - ordinance shall be --in- full force and ' effect from and
after the date of its adoption.
