Any bidder returning plans and specifications within ten (10) days after bid opening and in good condition will be refunded his payment in .full. No bids shall be opened within ten days from the date on which the resolution is adopted, and no bid shall be received after the hour fixed for the opening of bids . All bids received by the City Manager up to the time for opening of same shall be filed with the Board of Commissioners who may let a contract to the best responsible bidder .
