'There is hereby established the "City of Paducah Anti- recession Fiscal Assistance Account", and the Peoples First National Bank and Trust Company . ~ of Paducah; Kentucky'," is- designated as the depository for said account; the purpose of said account shall be to facilitate" in the accounting for all cash. receipts and :disbursements received by the' City of Paducah, Kentucky; under the provisions of Title II 'of the Public Works Employment Act of 1976. SECTION 2. The City Manager and the City- Treasurer of the City of Paducah, Kentucky, are hereby authorized- and approved as joint signatories for the aforesaid account . SECTION 3.
