OCTOBER 10, 2000
At a Regular Meeting of the Board of Commissioners, held in the Commission Chambers
at City Hall at 6:00 p.m., Tuesday, October 10, 2000, Mayor Jones presided, and upon
call of the roll by the City Clerk, the following answered to their names: Commissioners
Coleman, Paxton, Wrye and Mayor Jones (4). Commissioner Smith was absent (1).
MISCELLANEOUS
POLICE OFFICER OATHS
Judge Hines sworn in the following two new police officers: W. Charles Farris and
Scotty Davis.
PADUCAH-McCRACKEN COUNTY CONVENTION & VISITORS BUREAU ✓
Delphine Operle, Director of Paducah -McCracken County Convention & Visitors
Bureau, announced that the Bureau has received three first place Awards of Excellence.
STREETSCAPE PHASE H UPDATE
Rick Murphy gave an update on construction in Streetscape Phase II. It is hoped this g,�
project will be completed by April, 2001.

MINUTES
Commissioner Coleman offered motion, seconded by Commissioner Paxton, that the
reading of the minutes for October 3, 2000, be waived, and that the minutes of said
meeting prepared by the Assistant City Clerk be approved as written. Adopted on call of

APPOINTMENTS
i f RENTAL OCCUPANCY PERMIT APPEALS BOARD
Mayor Jones made the following appointments: "WHEREAS, subject to the approval of
the Board of Commissioners, I hereby make the following appointments to the Rental
Occupancy Permit Appeals Board:
Sylvanus (Sonny) Ridgeway, whose term will expire October 10, 2001;
Laura Petrie, Chairman, whose term will expire October 10, 2002;
B.L. Raye, whose term will expire October 10, 2002.
Commissioner Coleman offered motion, seconded by Commissioner Paxton, that the
Board of Commissioners approve the action of Mayor Jones in appointing Sylvanus
(Sonny) Ridgeway, Laura Petrie and B.L. Raye as members of the Rental Occupancy
Permit Appeals Board.

ADOPT POLICE CHIEF RECRUITMENT PROFILE BY PAR GROUP
Commissioner Wrye offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners adopt a Police Chief Recruitment. Profile as prepared by The
PAR Group.
Mayor Jones told the City Manager that it isn't necessary for the Board to adopt
matters of this nature and not to bring them before the Board in the future. The
Board agreed unanimously for the City Manager to proceed with the Police Chief
recruitment procedures set out in the profile prepared by The PAR Group.

Commissioner Coleman offered motion, seconded by Commissioner Paxton, that upon
the recommendation of the City Manager, the Board of Commissioners of the City of
Paducah orders that the personnel changes on the attached list be approved.

ORDINANCES — EMERGENCY
LOCOMOTIVE REPAIRS
Commissioner Paxton offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE
ACCEPTING THE BID OF HEFLIN INC. IN THE AMOUNT OF $29,900.00 FOR
THE REMAINING REPAIRS OF LOCOMOTIVE 1518 AND ATTENDANT CARS,
AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME".
This ordinance is summarized as follows: Accepting the bid of Heflin Inc. in the amount
of $29,900 for repairs remaining to be made to Locomotive 1518 and attendant train cars,
and authorizing the Mayor to execute a contract for same. Adopted on call of the roll,

PURCHASE PERKINS CREEK NATURE PRESERVE TRACT 2
Commissioner Wrye offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A DEED
BETWEEN THE COUNTY OF McCRACKEN, KENTUCKY, AND THE CITY OF
PADUCAH, KENTUCKY, FOR THE PURCHASE OF 80.27 ACRES (TRACT 2) OF
REAL ESTATE FOR ESTABLISHMENT OF THE PERKINS CREEK NATURE
PRESERVE". This ordinance is summarized as follows: Authorizing the Mayor to
TTT 1 execute a deed between McCracken County and the City of Paducah for the purchase of
il 80.27 acres (Tract 2) of real estate to be used to establish the Perkins Creek Nature
Preserve. This purchase is being made with grant funds in the amount of $120,000,

Commissioner Wrye offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A DEED
BETWEEN THE COUNTY OF McCRACKEN, KENTUCKY, AND THE CITY OF
PADUCAH, KENTUCKY, FOR THE PURCHASE OF 22.73 ACRES (TRACT 3) OF
REAL ESTATE FOR EXPANSION OF THE PERKINS CREEK NATURE
PRESERVE". This ordinance is summarized as follows: Authorizing the Mayor to
execute a deed between McCracken County and the City of Paducah for the sum of $1.00
and other good and valuable considerations, for the purchase of 22.73 acres (Tract 3) of

Commissioner Coleman, offered motion, seconded by Commissioner Paxton, that the
Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE REGARDING
THE EXECUTION OF A FIRST ADDENDUM TO THE RENEWAL LEASE
AGREEMENT EXECUTED BETWEEN THE CITY AND FOREST HILLS VILLAGE,
INC., F/K/A FOREST HILLS PUBLIC PROJECT CORPORATION". This ordinance is
summarized as follows: Authorizing the Mayor to execute a First Addendum to Renewal
Lease Agreement with Forest Hills Village, Inc., F/K/A Forest Hills Project Corporation,
regarding certain real property generally referred to as Forest Hills Village. Adopted on

listed on the National Register of Historic Places, in lieu of the Director of the Planning

follows: Providing for the closing of an alley located between 32nd Street. LaBelle
Avenue and Jefferson Street, and authorizing, empowering and directing the Mayor to
execute a quitclaim deed from the City of Paducah to each of the property owners in or

SOUTH SECOND STREET, SOUTH THIRD STREET, TENNESSEE STREET AND
OHIO STREET". This ordinance is summarized as follows: Authorizing the closing of a
portion of an alley located between South Second Street, South Third Street, Tennessee
Street and Ohio Street, and authorizing, empowering and directing the Corporation
Counsel to institute and prosecute an action in Circuit Court for a judgment ordering the

Commissioner Coleman offered motion, seconded by Commissioner Paxton, that the
Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AMENDING SALARIES OF NONCIVIL SERVICE EMPLOYEES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Engineering Department: Increasing the salary of Street Supervisor;
General Government: Increasing the salaries of two Secretaries; -/
Information Services Department: Decreasing the salary of Network Administrator;
Parks Department: Increasing the salary of the Grounds/Cemetery Supervisor and
creating a salary for a third Recreation Specialist;
Planning Department: Increasing the salary of Planner II, abolishing the position of
Community Development Program Manager and creating the position of Secretary;
Police Department: Increasing the number of Secretary positions from 2 to 3,
abolishing the Clerical Specialist position in the Police Department, and allowing for a 50/
cents per hour shift differential for Police Clerical Assistants on the evening and
graveyard shifts;
lPublic Works Department: increasing the salary of Facility Maintenance Supervisor.
PURCHASE SWEEPER W/CATCH BASIN FOR SOLID WASTE DIVISION
Commissioner Paxton offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
ACCEPTING THE BID OF TRUCK CENTERS INC., FOR SALE TO THE CITY OF
ONE SWEEPER WITH CATCH BASIN CLEANER, AND AUTHORIZING THE
MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized
as follows: Accepting the bid of Truck Centers Inc. in the amount of $137,331.00, for
sale to the City of one sweeper with catch basin cleaner for use by the Solid Waste
Division, and authorizing the Mayor to execute a contract for same.

Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING
AND DIRECTING THE MAYOR TO EXECUTE A SUPPLEMENTAL AGREEMENT
BETWEEN THE CITY OF PADUCAH AND McCRACKEN COUNTY /
CONCERNING THE McCRACKEN COUNTY LANDFILL". This ordinance is V

Agreement with the County. The City and County hereby agree to share equally in all
remediation action and expense necessitated for: the McCracken County Landfill from the
