ORDINANCE NO. 80-8-1964

AN ORDINANCE AMENDING SECTIONS 10-51; /10-53; 10-54; 10-55; 10-58;
10-59; 10-61 AND CREATING SECTION 10-63, "CIVIL SERVICE" OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. That Section 10-51 of the Code of Ordinances of the City of
Paducah, Kentucky, be amended and reordained so that said section as amended and
reordained shall hereafter read as follows:
"Sec. 10-51. Engineering department.
(a) There is hereby created and authorized the following positions in the
Engineering Department, and the salary of each position that shall be paid upon
satisfactory completion of consecutive years of service, in this position, and upon
recommendation of the City Manager.
"Sec. 10-52. Street department - generally.
(a) There is hereby authorized and created the following positions in the
street department, and the salaries of each position that shall be paid upon satisfactory
completion of consecutive years of service, in this position, and upon recommendation
of the City Manager:

SECTION 2. That Section 10-52 of the Code
of Ordinances of the
City of
Paducah, Kentucky, be amended and reordained so that said section as amended
and reordained shall hereafter
read as follows:
"Sec. 10-52. Street department - generally.
(a) There is hereby authorized and created the following positions in the

(b) All otherpositions of hourly employment shall be paid at the base

SECTION 3.
That Section 10-53 of the Code of Ordinances of the City of
Paducah, Kentucky, be
amended and reordained so
that said section as amended and
reordained shall hereafter read as follows:
"Sec. 10-53.
Refuse Department.
(a) There is
hereby authorized and created
the following positions in the
refuse- (sanitation) department,
and the salary of each
position that shall be paid
upon satisfactory completion of consecutive years of
service, in this position, and
upon recommendation of
the City Manager:

(b) Collectors shall be paid at the rate of $5.28 per hour for the first six
months of employment, at the expiration of six months $5.33 per hour; at the expiration
of one year $5.38 per hour; and at the expiration of two years $5.43 per hour, such
increases to be made upon recommendation of the city manager.
(c) Collectors assigned to operate vehicular collection equipment shall be
assigned on the basis of seniority and qualifications and shall receive an additional
$0.10 per hour for hours worked in the operation of the vehicles.
(d) All other positions of hourly employment, except Class "A" truck
drivers, shall be paid at the base hourly rate for the first six months of employ-
ment; and at the expiration of six months the rate of pay shall be increased by
$0.05 per hour; such increases to be made upon recommendation of the City Manager."
SECTION 4. That Section 10-54 of the Code of Ordinances of the City of
Paducah, Kentucky, be -amended and reordained so that said section as amended and
reordained shall hereafter read as follows:
"Sec. 10-54. Cemetery department.
(a) There is hereby authorized and created the following positions in the
cemetery department,, and the salary of each position that shall be paid upon satis-
factory completion of consecutive years of service, in this position, and upon
recommendation of `the' City Manager:

such increases to be made upon recommendation of the city manager."
SECTION 6. That Section 10-58 of the Code of Ordinances of the City of
Paducah, Kentucky, be amended and reordained so that said section as amended and
reordained shall hereafter read as follows:
"Sec. 10-58. Police Department.
(a) There is hereby authorized and created the following positions in the
police department, and the salary of each position that shall be paid upon satisfactory
completion of consecutive years of service, in this position, and upon recommendation
of the City -Manager:

(b) The duties of the communications
clerk shall be to
serve as communi-
cations clerk for the Police Department of the City
of Paducah and
perform all other
incidental and necessary clerical services in connection therewith.
The communica-
tions clerk shall be under the supervision of the
Chief of the Police Department. The
communications clerk shall not thereby become a
member of the Police Deaartment of
the City. "
SECTION 7. - That Section 10-59 of the Code of Ordinances of the City of
Paducah, Kentucky, be amended and reordained so that said section as amended and
reordained shall hereafter read as follows:
"Sec. 10-59: Parks and Recreation Department
(a) There is hereby created and authorized the following positions in the
parks and recreation department, and the salary of each position that shall be paid.

SECTION 8. That Section 10-61 of the Code of Ordinances of the City of
Paducah-; Kentucky, be: emended and reordained so that said section as amended and
reordained shall hereafter read as follows:
"Sec. 10-61. Unassigned positions.
(a) There is hereby authorized and created the following positions not
assigned to any department of the City of Paducah, but directly under the supervision
of the city manager, and the salary of each position that shall be paid upon satis-
factory completion of consecutive years of service, in this position, and upon
recommendation of the City Manager:

(b) The chief inspector shall perform the duties formerly ,performed by the
building inspector and the electrical inspector, and said building and electrical in-
spector shall be under the direct supervision of the city manager.
(c) Maintenance positions shall be paid at the base hourly rate for the first
six months of employment, and at the expiration of six months the rate of pay shall
be increased by $0.05 per hour, such increases to be made upon recommendation of
the city manager.
(d) Janitor and laborer positions shall be paid at the hourly rate for the
first six months of employment; at the expiration of six months there may be an in-
crease of $0.05 per hour; at the expiration of one year there may be an additional
increase of $0.05 per hour, and at the expiration of two years there may be an addi-
tional increase of $0.05 per hour, such increases to be made upon recommendation of
the city manager.
(3) The chief of the maintenance division may designate one employee in
his department to act as a' lead -man or part-time working foreman to serve in such
capacity at the direction of the chief of the maintenance division, or at such times
as the chief of the maintenance division is on leave. The employee so designated
shall be paid an additional $0.15 per hour during such times as the employee desig-
nated actually serves in such capacity."

SECTION 9. That Section 10-63, Fire Department Switchboard Operator,
and Clerk -typist, Civil Service, be created and ordained so that said section _s_hal I
hereafter read as follows:..
"Sec. 10-63. Fire Department Switchboard Operator and -Clerk -typist.
(a) The monthly rate of compensation for the position of civil service
fire department switchboard „operator and clerk -typist in the Fire Mars halls -office
shall be as follows,

thereby become a member of the Fire Department."
SECTION 10. That Sections 12-24, 12-25, 12-26, 12-27 and 12-28 - Fire
Prevention and Protection of the Code of Ordinances of the City of Paducah, are
hereby repealed.
SECTION 11. That Sections 25-15, 25-16, 25-17, 25-18 and 25-19 - Police,
of the Code of Ordinances of the City of Paducah, are hereby repealed.
SECTION 12. This ordinance shall be introduced and after being read at
two separate meetings, shall be effective upon publication.
