AN ORDINANCE AMENDING CHAPTER 2, ADMINISTRATION, OF THE CODE
OF ORDINANCES OF THE CITY OF PADUCAH, BY CREATING AN ELECTRICAL INSPECTION
APPEALS BOARD
WHEREAS,
Kentucky
Revised
Statutes
Chapter
198B requires
the
City of
Paducah to adopt the
Kentucky
Building
Code,
effective
February 15,
1980,
and
WHEREAS, there is a need under the Kentucky Building Code for a
electrical inspection appeals board, and
WHEREAS, it will be to the "benefit of the citizens of the City of Paducah
to create said Board.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That a new section under Chapter 2, Administration, of the
Code of Ordinances of the City of Paducah be created establishing an Electrical
Inspection Appeals Board of the City of Paducah, Kentucky.
SECTION 2. The purpose of said Board is to hear appeals from the
Inspection Department as to the proper application of the electrical code of
the City of Paducah.
SECTION 3. The Electrical Inspection Appeals Board shall be composed
of six (6) licensed and certified master electricians and/or graduate electrical
engineers, but the Board must consist of not less than one (1) graduate electrical
engineer.
SECTION 4. Vacancies shall be filled by appointment by the Mayor, with
the approval of the Board of Commissioners, of the City of Paducah, Kentucky.
SECTION 5. The members of the Board shall serve without compensation.
SECTION 6. No member of the Board shall hear an appeal in a case in
which he has a financial interest.
SECTION 7. A majority of the members of the Board shall constitute a
quorum for all purposes. A decision reached by a majority of the Board members
present at a properly called meeting, shall constitute a decision of the entire Board.
SECTION 8. Upon receipt of a written appeal from a party aggrieved by
a decision of an electrical inspector of the City of Paducah, the Board shall convene
a hearing to consider the appeal within fifteen (15) days.
SECTION 9. All parties to the appeal shall be notified of the time and
place of the hearing, by letter mailed by certified mail, no later than ten (10) days
prior to the date of the hearing.

SECTION 10. The Board shall render a decision within_ five (5) working
days after the hearing. The Board_ may uphold, amend or reverse the decision of
the Electrical Inspector and there shall be no appeal from the decision_ of the Board
other than by appeal to the Kentucky Board -of Housing, Building, and. Construction.
SECTION 11. This ordinance shall be in full force and effect immediately
upon its adoption.
