At a Regular Meeting of the Board of Commissioners, held on Tuesday, February 2, 2010, at 5:30
p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to
their names: Commissioners Abraham, Gault, Kaler, and Mayor Paxton (4). Commissioner Watkins
was absent (1).

Commissioner Abraham offered motion, seconded by Commissioner Gault, that the following revised
bids be received and filed:

ORDINANCE – EMERGENCY
ACCEPT CONTRACT FOR PAVILION FOUNDATION
Commissioner Gault offered motion, seconded by Commissioner Abraham, that the Board of
Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE
REVISED BID OF M P LAWSON CONSTRUCTION FOR THE PAVILION PROJECT PHASE II,
AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME." This ordinance is
summarized as follows: That the City of Paducah accepts the revised bid of M P Lawson Construction for
the Pavilion Project Phase II in the amount of $694,396.00, and authorizes the Mayor to execute a contract
for same.
Commissioner Gault asked if the City had received the deed for the property where the pavilion will be
located. Mr. Thompson reported the City had not received it at this time.
EMERGENCY READING AMENDED TO INTRODUCTION FOR PAVILION FOUNDATION
Commissioner Abraham offered motion, seconded by Commissioner Gault, to amend the above ordinance
entitled, "AN ORDINANCE ACCEPTING THE REVISED BID OF M P LAWSON CONSTRUCTION
FOR THE PAVILION PROJECT PHASE II, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME," to change it from an emergency reading to an introduction.

CITY MANAGER REPORT
• Calendar Items
Parks Services Director Mark Thompson — Community Gardens So far six garden plots have
been sold.
Engineering/Public Works -Director Rick Murphy & Street Superintendent Pat Stephenson
gave an update on January 28th snowstorm response.
Mr. Murphy reported the Mayor received a letter dated January 25, 2010, from the Corps of
Engineers informing the City that due to the repairs to the floodwall pipes the City had been
reinstated to the Corps of Engineers Maintenance program. This means that if there is a flood
and the floodwall is damaged the City will be eligible for federal funds. (The City had
previously received a letter in 2007 removing the City from the program due to the
deterioration of the pipes.)
PUBLIC COMMENTS
Ronnie Smith had some comments regarding the pavilion. The Mayor asked Mr. Smith to put his
questions in writing and the City will get a response to him.
Upon motion the meeting adjourned.
