HomeMy WebLinkAbout78-5-1560954 ORDINANCE NO. 78-5-1560 AN ORDINANCE AMENDING SECTIONS 10-52; 10-53; 10-54; 10-55; 10-56; 10-59; AND 10-61, "CIVIL SERVICE" OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 10-52 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-52. Street department - generally. (a) There is hereby authorized and created the following positions in the street department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Night foreman Foreman (4 positions) Garage foreman Office manager Sewer maintenance man (6 positions) Equipment operator "A" (5 positions) Equipment operator "B" (6 positions) Equipment operator "C" (2 positions) Street repairman (6 positions) Truck drivers (12 positions) Night watchman Laborers (3 positions) Chief mechanic 1,030.00 985.00 1,003.00 719.00 Base Hourly Rate 4.86 5.21 5.10 4.97 4.75 4.62 4.62 4.35 5.33 Mechanic Class "A" (5 positions) 5.21 Mechanic Class "B" (1 position) 4.97 Concrete finisher (3 positions) 5.21 Vehicle body repairman 5.10 (b) Office manager shall be paid at the rate of $719.00 per month for the first year of employment; at the expiration of one year $737.00 per month; and at the expiration of two years $747.00 per month, such increases to be made upon recom- mendation of the city manager. 855 (c) Laborers shall be paid at the rate of $4.35 per hour for the first six months of employment; at the expiration of six months $4.40 per hour; at the expiration of one year $4.45 per hour; and at the expiration of two years $4.50 per hour, such increases to be made upon recommendation of the city manager. (d) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager". SECTION 2. That Section 10-53 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-53. Refuse department. (a) There is hereby authorized and created the following positions in the refuse (sanitation) department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Hourly Rate Collectors (23 positions) 4.35 Truck drivers, class "A" (3 positions) 4.86 Truck drivers (8 positions) 4.62 Equipment operator "A" (2 positions) 5.21 Laborer (1 position) 4.35 (b) Collectors shall be paid at the rate of $4.35 per hour for the first six months of employment; at the expiration of six months $4.40 per hour; at the expiration of one year $4.45 per hour; and at the expiration of two years $4.50 per hour, such increases to be made upon recommendation of the city manager. SECTION 3. That Section 10-54 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-54. Cemetery department. (a) There is hereby authorized and created the following positions in the cemetery department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Hourly Rate Equipment operator "B" 5.10 Truck drivers (2 positions) Laborers (2 positions) 4.62 4.35 856 (b) Laborers shall be paid at the rate of $4.35 per hour for the first six months of employment; at the expiration of six months $4.40 per hour; at the expiration of one year, $4.45 per hour; and at the expiration of two years, $4.50 per hour, such increases to be made upon recommendation of the city manager. (c) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment; and at the expiration of six months the rate of pay shall be increased by $0.05 per hour; such increases to be made upon recommendation of the city manager". SECTION 4. That Section 10-55 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-55. Floodwall department. (a) There is hereby authorized and created the following positions in the floodwall department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Floodwall chief foreman 1,042.00 Floodwall maintenance operators (3 positions) 850.00 Floodwall maintenance man "A" (operator) (1 position) 952.00 (b) The chief foreman shall be paid at the rate of $1,042.00 per month for the first six months of employment; at the expiration of six months $1,052.00 per month; and at the expiration of one year $1,062.00 per month, such increases to be made upon recommendation of the city manager. (c) Maintenance men shall be paid at the rate of $850.00 per month for the first six months of employment; at the expiration of six months $860.00 per month; at the expiration of one year $870.00 per month; at the expiration of two years $880.00 per month, and at the expiration of three years $890.00 per month, such increases to be made upon recommendation of the city manager". SECTION 5. That Section 10-56 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordain6& shall hereafter read as follows: "Sec. 10-56. Sewage disposal department. (a) There is hereby authorized and created the following positions in the sewage disposal department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Chief operator 1,082.00 Maintenance man 1,021.00 857 Operators (2 positions) 850.00 Operator Trainee (2 positions) 775.00 Base Hourly Salary Laborer (1 position) 4.35 (b) Operators shall be paid at the rate of $850.00 per month for the first six months of employment; at the expiration of six months $860.00 per month; at the expiration of one year $870.00 per month; at the expiration of two years $880.00 per month; and at the expiration of three years $890.00 per month, such increases to be made upon recommendation of the City Manager. (c) Operator trainee shall be paid at the rate of $775.00 per month for the first year of employment; at the expiration of one year $800.00 per month; at the expiration of two years $825.00 per month; and at the expiration of three years $850.00 per month; such increases to be made upon recommendation of the city manager. (d) Laborers shall be paid at the rate of $4.35 per hour for the first six months of employment; at the expiration of six months $4.40 per hour, at the expiration of one year $4.45 per hour; and at the expiration of two years $4.50 per hour, such increases to be made upon recommendation of the city manager". SECTION 6. That Section 10-59 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-59. Parks and Recreation Department. (a) There is hereby created and authorized the following positions in the parks and recreation department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Administrative and recreation assistant 837.00 Maintenance supervisor 1,079.00 Office manager Recreation supervisor Equipment operator "B" Equipment operator "C" Maintenance man No. 1 (2 positions) Maintenance man No. 2 (2 positions) Shop mechanic Small engine mechanic Truck driver (1 position) 4.97 4.86 5.10 4.97 4.62 (b) The office manager shall be paid at the rate of $719.00 per month for the 858 first year of employment; at the expiration of one year $737.00 per month; at the expiration of two years $747.00 per month; such increases to be made upon -.recommendation of the city manager . (c) All other positions of hourly employment shall be paid at the base, hourly rate for the first six months of . employment,. and at the expiration of.. six months the rate Of pay, shall be increased by $0.05 per hour, such increases.: to- be made .upon recom.,- mendation of the city manager". (d) Deleted. SECTION 7. That Section 10-61 of the Code of Ordinaxnces__ of the. City of Paducah, Kentucky, be amended and. reordained so^ that said section_ as amended and _ reordained shall hereafter read as follows: "Sec, 10-61. _ Unassigned positions. (a) There;is hereby :authorized and created- the _following,_ positions. no assigned to any department of the City of Paducah, but directly under the _supervision of the -city manager-, and the salary of each .position, provided the amount of, such salary is. not changed under any apportionment ordinance hereafter adopted, shall„be as follows: Position _ Base Monthly Salary Director of public services 2,050.00. . (c) Maintenance positions shall be paid at the base hourly rate for the first six months of employment, and at -the expiration\ of six months the rate of pay shall be increased -by $0.0-5 per -hour, "such increases to be made upon recommendation of the city manager. (d) Janitor and laborer positionsVsYialI be'paid-at the base hourly rate for the first six months of employment; at the expiration of six months there may be an increase of $0.05 per `hour; at the expiration of one year there may be an additional increase of $0.05 'per hour; and at the expiration 'of two years- there may be an additional increase of $0.05er hour, such increases to be made u on recommendation p p mmendation of the city manager. (e) Tie clerk -typist shall be paid at the rate of $550.00 per month -for the first six months of employment; at the expiration of six months $595.00 per month; at the expiration of one year $605.00 per month; at the expiration of two years $615.00 per month; and at the expiration of three years $625.00 per month, such increases to be made upon recommendation of the city manager. (f) The chief of the maintenance division may designate one employee in his department `to act 'as a lead -man or part-time working foreman to serve in such capacity at the direction of the chief of the maintenance division, or at such times as the chief of the maintenance division is on leave. The employee so designated shall be paid an additional $0.15 per hour during such times as the employee 'designated` actually serves in such.7capacity. " (g) The City Clerk shall be paid at the rate of $1,008 per month for the first six months of employment; at the expiration of six months $1,018.00 per month; at the expiration of one year $1,028.00 per month; at the expiration of two years $1,038.,00 per month; and at the expiration of four years $1,048.00 per month; such increases to be made upon recommendation of the city manager. (h) The Administrative Clerk shall be paid at the rate of' $789.00 per month for the first six months of employment; at the expiration of six months $799.00 per month; at the expiration of one year $809.00 per month; at the- expiration of two years $819.00 per month and at the expiration of four years $829.00 per month; such increases to be made upon recommendation of the city manager". 860 SECTION 8. This ordinance amends Sections 10-52, 10-53, 10-54, 10-55, 10-56, 10-59 and 10-61 of Ordinance No. 77-12-1503, adopted by the Board of Commissioners on December 13, 1977. SECTION 9.
