Tidwell, City Manager 421 SECTION 2. The City Manager shall advertise for sealed bids by a notice posted on the bulletin board at City Hall and by publication ptxrstxant to KRS Chapter 424. No bids shall be opened within, ten days ,from the date on which the resolution is adopted, and no bid shall be received after the hour fixed for the opening of bids . All bids received by the City Manager tip to the time for opening of same shall be filed with the Board of Commissioners who may let a contract to the best responsible bidder . The City shall have the right to refuse and reject any and all bids. SECTION 3.
