HomeMy WebLinkAbout07/05/01JULY 5, 2001 At a Called Meeting of the Board of Commissioners, held in the Commission Chambers at City Hall, at 6:00 p.m., May 5, 2001, Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5). R & F NOTICES Commissioner Abraham offered motion, seconded by Commissioner Smith, that the following Notices be received and filed: 1. Notice of Cancellation of Meeting of the Board of Commissioners for Tuesday, July 3, 2001 2. Notice of Called Meeting of the Board of Commissioners of the City of Paducah for 4:00 p.m., Thursday, May 10, 2001, be received and filed. Adopted on call of the roll, yeas, Commissioners Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5). DISCUSSION City Attorney David Denton discussed hiring procedures with the Commission. His comments were based on the state law as listed in KRS 83A, Case Law, and the State Constitution. He stressed the fact that there are three forms of city government in Kentucky. This can cause confusion. The Mayor -Council Plan, the Commission Plan, and the City Manager -Commission Plan that Paducah adopted in 1938. ISP Mr. Denton suggested that the City Manager order copies of the Handbook for Newly Elected City Officials and the Public Officials Legal Resource Guide, 2001 Edition, from the Kentucky League of Cities for the entire Commission and for staff who wish to have one. After an hour discussion Mr. Abraham asked about merit raises that have been recommended by some department heads without having performance evaluations or any other objective tool on which to base them. There was a consensus of the Commission to perform employee performance evaluations before merit raises are brought to the Commission for a vote. Upon motion the meeting adjourned.
