A RESOLUTION ON WATER RATES AND THE NEW WATER TREATMENT
PLANT
WHEREAS , the Commissioners of Water Works of the City of Paducah
are contemplating the construction of a new Water Treatment Plant, and
WHEREAS , on August 14, 1979 the Board of Commissioners of the City
of Paducah, Kentucky, passed a resolution requesting the Water Works Commissioners
to temporarily suspend expending funds on the development of a new Water Treat-
ment Plant until a report from Black & Veatch, Consulting Engineers, was received
by the Board of Commissioners, and
WHEREAS , Black & Veatch has prepared and transmitted to the Board of
Commissioners, it's report which was received and filed on September 11, 1979, and
WHEREAS , the Board of Commissioners have now reviewed the report of
Black & Veatch.
NOW , THEREFORE , BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF PADUCAH:
SECTION 1. It is recommended that the Commissioners of Water Works
make immediate arrangements for emergency repairs to the present Water Plant
to insure to the residents of the City of Paducah that adequate water will be avail-
able for four to five years from the present water treatment plant.
SECTION 2. It is further recommended that the Commissioners of Water
Works review the rate structure for water presently in effect with the end in mind
of rolling back the last increase in water rates by fifty percent (50 0) . It is further
recommended that a Maintenance and Expansion Fund be set up into which the
increased revenue generated by the increased water rates be allocated, for the sole
purpose of maintaining the present plant and/or construction of a new plant . This
fund would be maintained on a continuous basis so that in the future a fund will
be available for necessary expansion of the water treatment system .
SECTION 3. The Board of Commissioners of the City of Paducah further
recommends to the Commissioners of Water Works that the public should be informed
of the alternatives and options available in relation to a new water treatment plant
and an -open meeting, held to discuss the alternatives and options . It is also recom-
mended that the. Commissioners, of Water. Works consider formal- and active participation
in planning alternatives and options by large water users . The Board of Commissioners
feels that the success of any plan is contingent upon participation and confidence
gained by the citizens through open discussions of the alternatives and options .
SECTION 4. The Board of Commissioners further recommends that the Com-
missioners of Water Works undertake an immediate study of site evaluation and consider
locating a new water purification plant on sites closer to the downtown area of the
City of Paducah so that long transmission lines could be eliminated .

SECTION 5. The Board of Commissioners further recommends that the
apparent conflicting recommendations regarding the need for distribution system
improvements be resolved. A further analysis should be made, including water
distribution as a whole under maximum daily, maximum hourly, and under fire flow
conditions and considering residential, commercial, industrial and institutional
demands as they presently exist and project said demands in five (5) year increments
through the year 2000. The, analysis should also include alternatives in improving
residual pressure in problem areas . It is further recommended that the analysis
should recommend a continuing plan for staging improvements over the next twenty
(20) years.
SECTION 6. It is further recommended by the Board of Commissioners to
the Commissioners of Water Works that they select the best plan available, ,and
after consulting with the Board of Commissioners , .,.implement said plan . It is fur-
ther suggested that a regular review of the Water Distribution System . be made so
that rates can be currently adjusted to insure orderly growth ,and to _ insure that
improvements can be made on a timely basis , with every effort made to avoid
surprises and crises .
SECTION 7. The Board of Commissioners of the City of Paducah further
recommends to the Commissioners of Water Works. that the present Water Districts
receiving water from the Commissioners of Water Works be informed that the Com-
missioners of Water Works may not be able to supply all their needs in .the future
and therefore, it may not be possible to renew their contracts when they expire .
SECTION 8. The Board of Commissioners of the City of Paducah further

state to the Commissioners of Water Works that the Board of Commissioners will be
willing to meet with the Commissioners of Water Works in a joint meeting to discuss
this resolution and to insure adequate and pure water now and in the future .
SECTION 9. This resolution shall be in full force and effect ,from and
after the date of its adoption .
