At a Regular Meeting of the Board of Commissioners, held on Tuesday, November 18,
2014, at 5:30 p.m., in the Commission Chambers of City Hall located at 300 South 5th
Street, Mayor Kaler presided, and upon call of the roll by the City Clerk, the following
answered to their names: Commissioners Abraham, Gault, Rhodes, Wilson and Mayor
Kaler (5).
INVOCATION
Pastor Nathan Williams from West End Baptist Church gave the invocation.
PLEDGE OF ALLEGIANCE
Landon Ross, Paducah Tilghman High School sophomore, led the pledge.
RECOGNITION
EAGLE SCOUT PROJECT: ORIENTEERING COURSE
Eagle Scout Noah DeWeese gave a powerpoint presentation about the Orienteering
Course that he and Boy Scout Troop 200 developed and constructed in Noble Park. Boy
Scouts from all over the area will be able to use the course in order to fulfill a mandatory
requirement to advance to Eagle Scout instead of traveling to the nearest course, which is
about an hour away from Paducah.
PRESENTATION
Muralist Robert Dafford and Photographer Phillip Gould presented two copies of their
book, "The Public Art of Robert Dafford" to the Mayor. One is to be kept at City Hall
and the other book is to be given to the library. Pictures of the City's floodwall paintings
painted by Robert Dafford are located in the book.
PRESENTATION
DUKE OF PADUCAH
Mayor Kaler presented a Duke of Paducah to Dr. Andrew Wood for his contributions to
the community while working at the West Kentucky Community and Technical College.
RECOGNITION
The Mayor recognized Police Officer Melissa Dillon for being chosen as the Kentucky
Women's Law Enforcement Network's 2014 Officer of the Year for her hard work with
the Traffic Enforcement Unit of the Paducah Police Department. She was nominated for
the award by fellow officer Gretchen Morgan.
PROCLAMATION
SMALL BUSINESS SATURDAY
Mayor Kaler read a proclamation proclaiming Saturday, November 29, 2014, as Small
Business Saturday.
ANNOUNCEMENT
CHRISTMAS IN THE PARK
Paducah Power System Director of Community Relations and Marketing Andrea
Underwood says the lights for the Christmas in the Park light display at Noble Park will
be turned on November 28 at 5:30 p.m. This is the 18th year for the event. Underwood
and Mayor Kaler recognized PPS retiree Erich Vierkant for his work each year on the
light display. Vierkant will be the grand marshal for the Christmas Parade.

APPOINTMENT
PADUCAH HUMAN RIGHTS COMMISSION
Mayor Kaler made the following appointment: "WHEREAS, subject to the approval of
the Board of Commissioners, I hereby appoint Kelsey Couch to replace Steven Smith,
who has resigned as a member of the Paducah Human Rights Commission. This term
will expire February 25, 2017."
Commissioner Gault offered motion, seconded by Commissioner Abraham, that the
Board of Commissioners approve the recommendation of Mayor Kaler in appointing
Kelsey Couch as a member of the Paducah Human Rights Commission.

MUNICIPAL ORDER
PERSONNEL ACTION
Commissioner Rhodes offered motion, seconded by Commissioner Wilson, that upon the
recommendation of the City Manager, the Board of Commissioners of the City of
Paducah order that the personnel changes on the attached list be approved.

ORDINANCE — INTRODUCTION
PURCHASE VEHICLES FOR THE POLICE AND FIRE DEPARTMENTS
Commissioner Wilson offered motion, seconded by Commissioner Rhodes, that the
Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
ACCEPTING THE BID OF LINWOOD MOTORS FOR SALE TO THE CITY OF 9
VEHICLES FOR USE BY THE PADUCAH POLICE DEPARTMENT AND 2
VEHICLES TO BE USED BY THE FIRE DEPARTMENT; AUTHORIZING THE
POSSIBLE PURCHASE OF UP TO TWO ADDITIONAL POLICE VEHICLES PRIOR
TO JUNE 30, 2015, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME". This ordinance is summarized as follows: The City of
Paducah accepts the bid of Linwood Motors in the total amount of $320,748.00, for the
purchase of nine (9) vehicles @$29,738.00 each for use by the Paducah Police
Department and two (2) vehicles for use by the Fire Department @$26,553.00 each;
approves the purchase of up to two (2) additional police vehicles at a unit bid price of
$29,738.00 for use by the Paducah Police Department in the event the City may need to
purchase additional vehicles prior to June 30, 2015, and hereby authorizes the Mayor to
execute a contract with Linwood Motors for the purchase of the vehicles.

FUTURE OF EXISTING CITY HALL
Per the City Commission Highlights written by Public Information Officer Pam
Spencer
"Future of Existin! City Hall
Public Information Officer Pam Spencer summarized the results from the
citizen engagement process for the City Hall Project. From August
through mid-September, the City requested public input through a
designated Facebook page and email address regarding five values for the
City Hall Project: image, customer experience, functional building &
workspaces, sustainability, and siting impacts. A weekly news release
focusing on a single value was issued during the six week engagement
period. The City received a total of 103 comments from 80 different

commenters. Spencer provided examples of some of the comments. One
of the first decision points in the process of moving forward in the project
is the decision whether to renovate the existing City Hall or pursue another
option. Regarding the public comments, 64 people addressed that issue
with 72 percent in favor of building a new city hall or renovating a
different building. Only 28 percent were in favor of renovating the
existing City Hall. Another decision point is location. Should city hall
remain in the civic center zone which encompasses several blocks around
the existing site and Dolly McNutt Plaza or should city hall be moved to
another location such as along Broadway? At the end of the presentation
and after much discussion by the City Commission and the City Manager,
the City Commission approved a motion to proceed with preliminary
design to construct a new city hall building in the civic center zone. A
contract for design services and consultation will be brought before the
Commission in the near future. For more information about the City Hall

Commissioner Abraham offered motion, seconded by Commissioner Rhodes, to
proceed with preliminary design to construct a new building in the civic center
zone.

CITY MANAGER REPORT
Mr. Pederson asked for an executive session to discuss an economic development
proposal.
MAYOR AND COMMISSIONER COMMENTS
Commissioner Abraham asked the Commission if they would like for department heads
to attend every commission meeting. After much discussion, the majority of the
Commission decided that the department heads should try to attend the commission
meeting when they are available.
PUBLIC COMMENTS
No comments.
EXECUTIVE SESSION
Commissioner Abraham offered motion, seconded by Commissioner Gault, that the
Board go into closed session for discussion of matters pertaining to the following
topics:
• A specific proposal by a business entity where public discussion of the
subject matter would jeopardize the location, retention, expansion or
upgrading of a business entity, as permitted by KRS 61.810(1)(g).
