HomeMy WebLinkAbout79-6-1742216 ORDINANCE NO. 79-6-1742 AN ORDINANCE AMENDING SECTIONS 10-49; 10-51; 10-52; 10-55; 10-56; 10-58; 10-59; AND 10-61, "CIVIL SERVICE" OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Section 10-49 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-49. Department of finance. (a) There is hereby created and authorized the following positions in the department of finance, and the salary of each position, provided the amount of such salary is not changed -under any apportionment ordinance hereafter -Adopted, shall be as follows: Position This departmeifVsl all be under—the direction and supervision of the city treasurer - finance director a noncivil service' position which has' -heretofore been created by separate ordinance. Auditor Bookkeeper Secretary - Base Monthly Salary 1,022.00 857.00 766.00 Computer audit clerk 766.00 Clerk -typist (4 positions) 636.00 License inspector 1,195.00 Assistant license inspector 780.00 (b) The license inspector shall be paid at the rate of $1,195.00 per month for the first six months of employment; at the expiration of six months $1,205.00 per month; at the expiration of one year $1,215.00 per month; at the expiration of two years $1,225.00 per month; and at the expiration of three years $1,235.00 per month such increases to be made upon recommendation of the city manager. (c) The computer audit clerk shall be paid at the rate of $766.00 per month for the first six months of employment; at the expiration of six months $776.00 per month; at the expiration of one year $786.00 per month; at the expiration of two years $796.00 per month; at the expiration of three years $806.00 per month, and at the expiration of four years $816.00 per month, such increases to be made upon recommendation° of the city manager. 217 (d) The secretary shall be paid at the rate of $766.00 per month for the first six months of employment; at the expiration of six months $776.00 per month; at the expiration of one year $786.00 per month; at the expiration of two years $796.00 per month, and at the expiration of three years $806.00 per month, and at the expiration of four years $816.00 per month, such increases to be made upon recommendation of the city manager. (e) The clerk -typist shall be paid at the rate of $636.00 per month for the first six months of employment; at the expiration of six months $681.00 per month; at the expiration of one year $691.00 per month; at the expiration of two years $701.00 per month; and at the expiration of three years $711.00 per month, such increases to be made upon recommendation of the city manager. (f) The bookkeeper shall be paid at the rate of $857.00 per month for the first six months of employment; at the expiration of six months $867.00 per month; and at the expiration of two years $877.00 per month, such increases to be made upon recommendation of the city manager. (g) For such period of time as the City of Paducah receives and must account for general revenue sharing funds and any special revenue sharing funds from the United States Government, the auditor and bookkeeper shall be com- pensated for their extra services in an amount as follows: Auditor $30.00 per month. Bookkeeper $20.00 per month. Any of the foregoing positions in subsection (a) may hereafter from time to time be designated for payment from said revenue sharing funds upon motion duly passed by the Board of Commissioners of the City of Paducah. (h) The assistant license inspector shall be paid at the rate of $780.00 per month for the first year of employment; at the expiration of one year $790.00 per month; at the expiration of two years $800.00 per month; at the expiration of three years $810.00 per month, and at the expiration of four years $820.00 per month, such increases to be made upon recommendation of the city manager. SECTION 2. That Section 10-51 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "See. 10-51. Engineering department. (a) There is hereby created and authorized the following positions in the engineering department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: 218 Position Base Monthly Salary City Engineer 2,198.00 Chief Draftsman 1,180.00 Chief of Party 11180.00 Engineering technician "A" 1,156.00 Engineering technician "B" 1,135.00 Instrument man 987.00 Chainman 766.00 Clerk -stenographer 760.00 (b) The clerk -stenographer shall be paid at the rate of $760.00 per month for the first six months of employment; at the expiration of six months $770.00 per month; at the expiration of one year $780.00 per month; and at the expiration of two years $790.00 per month, such increases to be made upon recommendation of the city manager. (c) The chainman shall be paid at the rate of $766.00 per month for the first year of employment; at the expiration of one year the salary shall be increased to $776.00 per month, such increase to be made upon recommendation of the city manager. (d) Deleted. (e) Deleted. SECTION 3. That Section 10-52 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-52. Street department - generally. (a) There is hereby authorized and created the following positions in the street department, and the salaries of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Night foreman 1,167.00 Foreman (4 positions) 1,117.00 Garage foreman 1,117.00 Office Manager 831.00 Base Hourly Rate Sewer maintenance man (6 positions) 5.31 Equipment operator "A" (5 positions) 5.66 Equipment operator "B" (6 .positions) 5.55 Equipment operator "C" (2 positions) 5.42 219 Street repairman (6 positions) 5.20 Truck drivers (12 positions) 5.07 Night watchman 5.07 Laborers (3 positions) 4.80 Chief mechanic 5.78 Mechanic Class "A" (5 positions) 5.66 Mechanic Class "B" (1 position) 5.42 Concrete finisher (3 positions) 5.66 Tire Repair Attendent 5.42 (b) Office manager shall be paid at the rate of $831.00 per month for the first year of employment; at the expiration of one year $849.00 per month; and at the expiration of two years $859.00 per month, such increases to be made upon recommendation of the city manager. (c) Laborers shall be paid at the rate of $4.80 per hour for the first six months of employment; at the expiration of six months $4.85 per hour; at the expiration of one year $4.90 per hour; and at the expiration of two years $4.95 per hour, such increases to be made upon recommendation of the city manager. (d) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager". SECTION 4. That Section 10-55 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-55. Floodwall department. (a) There is hereby authorized and created the following positions in the floodwall department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Floodwall Superintendent 1,364.00 Floodwall Foreman 11180.00 Floodwall maintenance (operators - 3 positions) 928.00 (b) The foreman shall be paid at the rate of $1,180.00 per month for the first six months of employment; at the expiration of six months $1,190.00 per month; and at the expiration of one year $1,200.00 per month, such increases to be made upon recommendation of the city manager. 220 (c) Maintenance men shall be paid at the rate of $928.00 per month for the first six months of employment; at the expiration of six months $938.00 per month; at the expiration of one year $948.00 per month; at the expiration of two years $958.00 per month, and at the expiration of three years $968.00 per month, such increases to be made upon recommendation of the city manager". SECTION 5. That Section 10-56 of the Code of Ordinances of the City r � , of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-56. Sewage disposal department. (a) There is hereby authorized and created the following positions in the sewage disposal department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance here- after adopted, shall be as follows: Position Chief operator Maintenance man Operators (2 positions) Operator Trainee (2 positions) Laborer (1 position) 4.80 (b) Operators shall be paid at the rate of $928.00 per month for the first six months of employment; at the expiration of six months $938.00 per month; at the expiration of one year $948.00 per month; at the expiration of two years $958.00 per month; and at the expiration of three years $968.00 per month, such increases to be made upon recommendation of the city manager. (c) Operator trainee shall be paid at the rate of $853.00 per month for the first year of employment; at the expiration of one year $878.00 per month; at the expiration of two years $903.00 per month; and at the expiration of three years $928.00 per month; such increases to be made upon recommendation of the city manager. (d) Laborers shall be paid at the rate of $4.80 per hour for the first six months of employment; at the expiration of six months $4.85 per hour, at the expiration of one year $4.90 per hour; and at the expiration of two years $4.95 per hour, such increases to be made upon recommendation of the city manager". SECTION 6. That Section 10-58 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-58. Police Department. (a) There is hereby authorized and created the following positions in the police department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Stenographer - record room 754.00 Meter Maids (2 positions) 719.00 (b) The stenographer - record room, shall be paid at the rate of $754.00 per month for the first six months of employment; at the expiration of six months $764.00 per month; at the expiration of one year $774.00 per month; and at the expiration of two years $784.00 per month, such increases to be made upon recom- mendation of the city manager. (c) Meter maids shall be paid at the rate of $719.00 per month for the first six months of employment; at the expiration of six months $729.00 per month; at the expiration of one year $739.00 per month; at the expiration of two years $749.00 per month; at the expiration of three years $759.00 per month; and at the expiration of five years $769.00 per month, such increases to be made upon recommendation of the city manager". SECTION 7. That Section 10-59 of the Code of Ordinances of the City of Paducah, Kentucky, be amended and reordained so that said section as amended and reordained shall hereafter read as follows: "Sec. 10-59. Parks and Recreation Department. (a) There is hereby created and authorized the following positions in the parks and recreation department, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Administrative and recreation assistant Maintenance supervisor Office manager Recreation supervisor Equipment operator "B" Equipment operator "C" Base Monthly Salary 967.00 1,199.00 831.00 999.00 Base Hourly Rate 5.55 5.42 221 222 Maintenance man No. 1 (1 position) 5.42 Maintenance man No. 2 (3 positions) 5.31 Shop mechanic 5.55 Small engine mechanic 5.42 Truck driver (1 position) 5.07 (b) The office manager shall be paid at the rate of $831.00 per month for the first year of employment; at the expiration of one year $849.00 per month; at the expiration of two years $859.00 per month; such increases to be made upon recommendation of the city manager. (c) All other positions of hourly employment shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager". (d) Deleted. "Sec. 10-61. Unassigned positions. (a) There is hereby authorized and created the following positions not assigned to any department of the City of Paducah, but directly under the supervision of the city manager, and the salary of each position, provided the amount of such salary is not changed under any apportionment ordinance hereafter adopted, shall be as follows: Position Base Monthly Salary Personnel -purchasing clerk -typist 636.00 Fire Marshall's Office - clerk -typist 636.00 ADMINISTRATIVE CLERKS City Clerk 1,142.00 Administrative Clerk 894.00 MAINTENANCE Base Hourly Rate Meter maintenance man 5.42 Chief maintenance man - OSHA inspector 5.83 No. 2 maintenance man (3 positions) 5.31 Maintenance helper (1 position) 5.20 Janitor 4.80 Assistant janitor (2 positions) 4.50 Laborer 4.80 223 INSPECTION DEPARTMENT Base Monthly Salary Chief inspector 1,590.00 Planning & Zoning Administrator 1, 070.00 Assistant to building & electrical inspector 857.00 Evaluation clerk 857.00 Clerk -typist 636.00 (b) The chief inspector shall perform the duties formerly performed by the building inspector and the electrical inspector, and said building and electrical inspector shall be under the direct supervision of the city manager. (c) Maintenance positions shall be paid at the base hourly rate for the first six months of employment, and at the expiration of six months the rate of pay shall be increased by $0.05 per hour, such increases to be made upon recommendation of the city manager. (d) Janitor and laborer positions shall be paid at the base hourly rate for the first six months of employment; at the expiration of six months there may be an increase of $0.05 per hour; at the expiration of one year there may be an additional increase of $0.05 per hour; and at the expiration of two years there may be an additional increase" of $0 05 per --hour ; -such increases to be made: -upon recommendation of.the -city manager'. (e) The clerk -typist shall be paid at the rate of $636.00 per month for the first six months of employment; at the expiration of six months $681.00 per month; at the expiration of one year $691.00 per month; at the expiration of two years $701.00 per month; and at the expiration of three years $711.00 per month, such increases to be made upon recommendation of the city manager. (f) The chief of the maintenance division may designate one employee in his department to act as a lead -man or part-time working foreman to serve in such capacity at the direction of the chief of the maintenance division, or at such times as the chief of the maintenance division is on leave. The employee so designated shall be paid an additional $0.15 per hour during such times as the employee designated actually serves in such capacity. (g) The City Clerk shall be paid at the rate of $1,142.00 per month for the first six months of employment; at the expiration of six months $1,152.00 per month; at the expiration of one year $1,162.00 per month; at the expiration of two years $1,172.00 per month; and at the expiration of four years $1,182.00 per month; such increases to be made upon recommendation of the city manager. i 224 (h) The Administrative Clerk shall be paid at the rate of $894.00 per month for the first six months of employment; at the expiration of six months $904.00 per month; at the expiration of one year $914.00 per month; at the expiration of two years $924.00 per month and at the expiration of four years $934.00 per month; such increases to be made upon recommendation of the city manager". SECTION 9. This ordinance amends Sections 10-49, 10-51; 10-52; 10-55; 10-56; 10-58; 10-59 and 10-61 of Ordinance No. 78-7-1594 which was adopted by the Board of Commissioners on July 25, 1978. SECTION 10. This ordinance shall be in full force and effect as of July 2, 1979.
