ROLL CALL
At a Called Meeting of the Board of Commissioners, held in the Commission Chambers
at City Hall at 5:00 p.m., Thursday, May 3, 2001, Mayor Paxton presided, and upon call
of the roll by the City Clerk, the following answered to their names: Commissioners
Coleman, Montgomery, and Mayor Paxton (3). Commissioner Smith was absent (1).
Commissioner Abraham was late (1).
R & F CALLED MEETING NOTICES
Commissioner Montgomery offered motion, seconded by Commissioner Coleman, that
the Notices of Called Meeting for 5:00 p.m., Thursday, May 3, 2001, be received and
filed. P -1 -

Adopted on call of the roll, yeas, Commissioners Coleman, Montgomery, and Mayor
Paxton (3).
Commissioner Abraham arrived at this time.
MOTION TO SUSPEND ORDER OF BUSINESS
Commissioner Coleman offered motion, seconded by Commissioner Montgomery, that
the rules for conducting City Commission Meetings be suspended insofar as they are in
conflict with the printed agenda for this meeting; otherwise, the rules are to remain in full ✓
force and effect.
Adopted on call of the roll, yeas, Commissioners Abraham, Coleman, Montgomery, and
Mayor Paxton (4).
PRESENTATIONS
Mr. John Williams, CSI, gave a presentation of a communication tool called and
Information Portal that the City may want to purchase to implement on our computer `.

Greg Mueller, Director of Information Services, gave an informational presentation for ✓
the Technology Action Plan. (Handout in Minute Folder)
Bob Freudenthal, Public Works Director, reported on the Public Works Dept. Start-up.
He presented a handout of an organizational chart to the Board.
He also talked about the Cardboard Recycling Bid. It is in the process.
Tom Barnett, Planning Director, informed the Board that archaeological services will be
required for the some of the properties that were purchased for the construction of the
Four Rivers Center. They are as follows: Paper Supply 101 Washington Street, Yopp
Building 230 South 2nd Street, McCartney Produce 214-216 South 2nd Street, Riverside
Wholesale Supply 200 Washington Street and Lewis Beans properties at 325, 329 & 333
South 2nd Street.
ORDINANCES — EMERGENCY
Contract forJArchaeological Services, Four Rivers Center
Commissioner Montgomery offered motion, seconded by Commissioner Coleman, that
the Board of Commissioners introduce and adopt an ordinance entitled, "AN
ORDINANCE APPROVING THE TRANSFER OF $79,110.00 FROM THE CITY
COMMISSION CONTINGENCY ACCOUNT TO THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND AND AUTHORIZING AND DIRECTING
THE MAYOR TO EXECUTE A CONTRACT WITH TRC GARROW ASSOCIATES,
INC. FOR HISTORICAL AND ARCHAEOLOGICAL SERVICES FOR THE FOUR
RIVERS PERFORMING ARTS CENTER." This ordinance is summarized as follows:
Approve the transfer of $79,110.00 from the City Commission Contingency Account to
the Community Development Block Grant Fund and authorizing and directing the Mayor
to execute a contract with TRC Garrow Associates, Inc. in an amount not to exceed
$79,110.00, for historical and archaeological services for the Four Rivers Performing
Arts Center.

Contract w/Mary Watkins, St. Petersburg PD on Mobile Data Transfer Units
Commissioner Coleman offered motion, seconded by Commissioner Montgomery, that
the Board of Commissioners introduce and adopt an ordinance entitled, "AN
ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A
TELECOMMUNICATIONS CONSULTANT AGREEMENT IN AN AMOUNT NOT
TO EXCEED $7,000.00 WITH MARY A WATKINS." This ordinance is summarized
as follows: Authorizing and directing the Mayor to execute a telecommunications
consultant agreement in an amount not to exceed $7,000.00 with Mary A. Watkins. )
