HomeMy WebLinkAbout04/24/01APRIL 24, 2001 At a Meeting of the Board of Commissioners, held in the Commission Chambers at City Hall at 6:00 p.m., Tuesday, April 24, 2001, Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5). MUNICIPAL AID (MAP) PUBLIC HEARING was held. PROCLAMATIONS read by Mayor Paxton: 11 ✓ ,y. 1. General Federation of Women's Clubs (Merryman Kemp) 2. Law Week (Van Sims) CONRAD HEIGHTS RESIDENTS Several residents of Conrad Heights Subdivision expressed their dissatisfaction and concern about the problems still existing in their neighborhood as a result of the curb and gutter improvement project that has been done there. Rick Murphy presented slides to show some of the existing problems in Conrad Heights and told them he has given a "punch list" of these problems to the contractor, who is scheduled to correct them. MINUTES Commissioner Abraham offered motion, seconded by Commissioner Smith, that the reading of the Minutes for March 27, 2001, be waived, and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Abraham, Coleman, Montgomery and Mayor Paxton (4). 348 R & F NOTICES Commissioner Abraham offered motion, seconded by Commissioner Smith, that the Notice of Cancellation of Meeting of the Board of Commissioners of the City of Paducah ✓ for 5:00 p.m., Tuesday, April 27, 2001, and the Notice of Time Change for Tuesday, April 24, 2001, be received and filed. Adopted on call of the roll, yeas, Commissioners Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5). MINUTES Commissioner Abraham offered motion, seconded by Commissioner Smith, that the reading of the Minutes for April 10, 2001, be waived and that the Minutes of said 10/ meeting prepared by the City Clerk be approved as written. R & F DOCUMENTS Commissioner Coleman offered motion, seconded by Commissioner Montgomery, that the following documents be received and filed: 1. MUNICIPAL ORDERS PERSONNEL CHANGES: Commissioner Smith offered motion, seconded by Commissioner Abraham, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved. (Regular personnel changes. See Police personnel changes at end of meeting.) (SEE MUNICIPAL ORDER BOOK) Adopted on call of the roll, yeas, Commissioners Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5). ADOPT 3 CLASSIFICATION/PAY SCHEDULE TABLES Commissioner Abraham offered motion, seconded by Commissioner Smith, that a Municipal Order entitled, "A MUNICIPAL ORDER ADOPTING TABLES 1 AND 2, CLASSIFICATION/PAY SCHEDULES FOR CIVIL SERVICE AND NON -CIVIL SERVICE, AND TABLE, GRADE, CLASSIFICATION AND SALARY RANGE, FOR CITY OF PADUCAH EMPLOYEES, be adopted. Adopted on call of the roll, yeas, Commissioners Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5). FEMA GRANT Commissioner Coleman offered motion, seconded by Commissioner Montgomery, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE A FIREFIGHTERS MATCHING FUND GRANT APPLICATION AND ALL DOCUMENTS NECESSARY THROUGH THE FEDERAL EMERGENCY MANAGEMENT AGENCY IN THE AMOUNT OF $222,300.00 FOR FUNDING TO BE USED FOR THE PADUCAH FIRE DEPARTMENT", be adopted. DUI GRANT Commissioner Montgomery offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS NECESSARY TO OBTAIN A ZERO TOLERANCE DUI PREVENTION PROGRAM GRANT FROM THE COMMONWEALTH OF KENTUCKY JUSTICE CABINET IN THE AMOUNT OF $38,988 FOR DUI ENFORCEMENT AND PREVENTIVE EDUCATION", be adopted. M.O. 888, BOOK 4, Pi�-Ik ORDINANCE - EMERGENCY STREET RESURFACING PROGRAM - 2001 Commissioner Smith offered motion, seconded by Commissioner Abraham, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF JIM SMITH CONTRACTING COMPANY INC. FOR THE CITY'S 2001 CALENDAR YEAR STREET RESURFACING AND PAVEMENT J MARKING PROGRAM, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: Accepting the bid of Jim Smith Contracting Co. Inc. in the amount of $1,075,668.00 for the City's 2001 street resurfacing and pavement marking program, and authorizing the Mayor to execute a contract for same. Adopted on call of the roll, yeas, Commissioners Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5). ORD.NO. 2001-4-6346, BOOK 29, P� ORDINANCE - INTRODUCTION APRIL 24, 2001 350 PARADE ORDINANCE Commissioner Abraham offered motion, seconded by Commissioner Smith, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE CREATING PARADE APPLICATION REQUIREMENTS AND CONDUCT OF PARADES WITHIN THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Establishing requirements parade applications and standards for issuance, conduct during parades, parade permits, permit revocation procedures, and appeal procedures for revocation of parade permits. CITY MANAGER REPORT City Manager Zumwalt gave calendar of events. ✓ CITIZEN COMPLAINT George McHaney, a resident of Martin Luther King Jr. Drive, complained about the City's recent handling of the sale of a vacant lot located on Martin Luther King Jr. Drive. Tom Barnett responded and explained how his office handled the transaction. He also said the Urban Renewal Board approved the sale. EXECUTIVE SESSION Commissioner Coleman offered motion, seconded by Commissioner Montgomery, that the Board go into closed session for discussion of matters pertaining to the following topics: Issues which might lead to the appointment, dismissal, or disciplining of an employee, as permitted by KRS 61.810(1)(f) v Adopted on call of the roll, yeas, Commissioners Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5). At the conclusion of the executive session the Board reconvened in open session, whereupon the Mayor called the meeting back to order. PERSONNEL CHANGES (POLICE) Commissioner Smith offered motion, seconded by Mayor Paxton, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved.
