At a Called Meeting of the Board of Commissioners, held in the Commission Chambers
at City Hall at 5:00 p.m., Tuesday, March 20, 2001, Mayor Paxton presided, and upon
call of the roll by the City Clerk, the following answered to their names: Commissioners
Abraham, Coleman, Montgomery and Mayor Paxton (4). Commissioner Smith arrived
late (1).
R & F NOTICES
Commissioner Coleman offered motion, seconded by Commissioner Abraham, that the
L �k Notice of Called Meeting of the Board of Commissioners of the City of Paducah for 5:00
p.m., Tuesday, March 20, 2001, be received and filed. Adopted on call of the roll, yeas,
Commissioners Abraham, Coleman, Montgomery and Mayor Paxton (4).
WORKSHOP
MEETING WITH CONVENTION CENTER BOARD REPRESENTATIVES
The following Convention Center Board representatives were present:
Hal Sullivan, Chairman
Delphine Operle
Steve Ervin
Mr. Sullivan gave a presentation depicting the Convention Center Project layout and
location.
Tom Barnett said he hopes to have a $1 million state grant application ready by this
weekend for the Convention Center Project. These grant funds may be spend over a two-
year timeframe.
REVIEW OF PROPOSED FLEET REPLACEMENT PLAN FOR FY 2002
Sarah Phillips handed out documents detailing the City's proposed Fleet Replacement
\ Plan for FY 2002/03. Total General Fund Figures (Estimated):
2002 $450,240 ✓
2003 $389,000
FOUNTAIN LIGHTS IN CITY HALL PLAZA
After a brief discussion, Public Works Director Bob Freudenthal said the old, unsafe
lighting system will be replaced in the fountain, before the Quilters Show if possible.
NOBLE PARK LAKE CLEANUP
Mr. Freudenthal told the Commission he will have the Noble Park Lake cleaned up. ✓
LOWER TOWN PLAN
Tom Barnett gave the Commission the following two documents which were discussed at
length:
1) Lower Town Revitalization Project
2) Lower Town History
He also showed slides of the properties that were included in his handouts. V14
Mr. Barnett said a City investment of approximately $100,000 would be required under
this plan.
The Board wants to proceed with implementation of the Lower Town Revitalization Plan.
TOWN MEETING
Commissioners Coleman and Abraham gave brief reports on the recent "Town Meeting"
held at Burkes Chapel A.M.E. ✓
Mr. Abraham gave the Commission a copy of his letter of March 16, 2001, to several
local residents concerning the formation of a "cross-cultural and cross -economic citizen

group" to work with the new Police Chief in addressing any problems, as well as positive
ideas, between the law enforcement ranks in Paducah and the people who live and/or
work within the city limits. These citizens were invited, on behalf of the City
Commission, to be a part of a pro -active group to be referred to as "CUE ON" (Citizens
Understanding Each Others Needs). These citizens were invited to attend a meeting at
City Hall on April 12 at 6:00 p.m. to discuss a positive plan of action for our City's bright
future.
Commissioner Smith said he wants a "game plan" for future Town Meetings.

New Police Chief Randy Bratton discussed the City's Drug Plan. He recommended
intensifying policing of The Set and the Happy's Chili Parlor area. Various other
community involvement plans were discussed.
NEPOTISM ORDINANCE DISCUSSION
The Board discussed the City's Nepotism Ordinance and told Mr. Zumwalt what to
include in the ordinance amendment.
KENTUCKY ARTS COUNCIL
Mayor Montgomery gave the schedule for Kentucky Arts activities on Thursday and
/ Friday, March 22 and 23, 2001. City and County Commissioners are invited to attend
these activities.
Mr. Zumwalt made the following announcements:
1) A Civil War Re -Enactment will be held this weekend at Noble Park.
2) A City and County I.D.A. (Industrial Development Authority) tour Thursday, March
29, at 3:30 p.m.
Upon motion the meeting adjourned.
