A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR STREET IMPROVEMENT WORK KNOWN AS PHASE III OF THE COMMUNITY DEVELOP-
MENT STREET IMPROVEMENT PROGRAM
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH , KENTUCKY:
SECTION 1. That the City Manager be , and he is hereby , authorized to
advertise for bids for street improvement work in the City of Paducah, Kentucky,
known as Phase III of the Community Development Street Improvement Program , said
invitation for bids to be as follows:
ADVERTISEMENT FOR BIDS
RECEIPT OF PROPOSALS: The City of Paducah, Kentucky, will
-receive.bids.for. the construction of Phase III _of they Community ~-;~ ` ~~
Development Street Improvement Program until 2: 00 P .M . , on the
_. - ...4th-: -day .of =April, 1.979, ~at the office of-the City ~Manager~; City--~-~
Hall, Paducah, Kentucky, at which time all bids will be publicly
_ .. opened in the Commission Chamber . of :City. -Hall -and ~ ead aloud . ~ -
PROJECT: The project consists of reconstruction , of ,the.- section; of
Adams Street from 9th Street to 10th Street , and will include curb ,
-_ _ .gutter ,.. sidewalk , drive- aprons , pavement and drainage_ improve-
ments .
OBTAINING CONTRACT DOCUMENTS: Plans and specifications are
- on file at_ the. -office of the City- Engineer, City Hall , -,Paducah , -Ken-
tucky, and at the office of the Associated General Contractors,
Paducah, Kentucky. Copies of .plans and specifications -rnay be -
obtained at the office of the City Engineer . A deposit of $50 will
be, -required-,-for peach set o_f documents obtained . , 'The deposits of
all those returning usable plans and specifications within ten (10)
days after the bid openingr date. will be refunded in full . Those ~.
not returning the documents within this period of time or return-
i-ng-unusable documents shall- forfeit their full deposit .
_. __ ., - PROPQSAL _GiIARAI~TTY: - A satisfactory' Bid Bond, executed by the
bidder and acceptable sureties in an amount equal to five percent
(5 0) of the bid. shall ,be submitted with each bid . -~ ~°
PERFORMANCE BOND AND LABOR AND MATERIAL BOND: Thee suc-~
cessful bidder will be required to furnish and pay for satisfactory
Performance Bond and Labor and Material Payment Bond -each in
the amount of one hundred percent (100$) of the Contract.
WAGE RATES: Attention is called to the fact that not less than the
minimum salaries and wages as set forth in the Contract Documents
must be paid on this project .
EQUAL EMPLOYMENT ,OPPORTLTN3TY: -The Contractor must ensure that
employees and applicants for employment are not discriminated
against because of -heir .race ,.. ;color , religion , sex -or national origin .
Since Federal Housing and Urban Development (Community Develop-
ment) Funds. are- being -use.d-for- this -project:,; the Contractor must
comply with all requirements of Section 3 of the Housing and Urban
Development Act of 1968 and Executive Order 11246.
OWNER'S RIGHTS RESERVED: The City of Paducah reserves the right
to reject any or all bids or waive any informalities in the bidding.
No bid shall be withdrawn for a period of sixty (60) days sub-
sequent to the opening of bids without the consent of the City of Paducah.

SECTION 2. The City Manager shall advertise -for sealed bids by notice
posted on the bulletin -board at City. Hall and by publication pursuant.-to KRS
Chapter 424. No bids shall be opened - within ten days- from the- -date on which the
resolution- is adopted and no bid - s-hall - be -received after the hour fixed for the
opening of bids . All bids received by the City Manager up to the time for opening
of same .shall be filed with the Board of Commissioners who may let a contract to the
best responsible _ bidder.. The City- shall have the. right to refuse and reject -any
and all bids . - , , - -
SECTION 3: This. resolution shall be in full ..force and effect from and after
the date of its adoption .
