At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7:30 P.M. on October 12, 1971, Mayor Cherry
presided and upon call of the Roll the following answered to their names: Commissione
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5) .
Mayor Cherry offered motion, seconded by Commissioner Fisher,that the reading
of the Minutes for September 28, 1971 be waived and that the Minutes of said meeting
prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry made the following appointment: The term of office of Rev. Robert
Garlich as a member of the Human Rights Commission having expired, I hereby appoint
Hugh Holland a member of said Commission for a term of one year, said term to expire
October 13, 1972. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey,
Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry made the following appointment: The terms of office of Mrs. Christi
. Jones; Marshall E. Nemer and Rev. Tim Taylor as members of the Human Rights Commissi
will expire on October 13, 1971, I hereby reappoint said members for further terms of
one year, said terms to expire October 13, 1972. Adopted on call of the Roll, Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that the
following bids for sale to the City of Warning Light and Siren Systems for vehicles
in the Paducah Police Department, be received and filed:

Commissioner Harvey offered motion, seconded by Commissioner Fisher, that the cla
of William Schreiver in.the amount of $512.28 for damages caused to his automobile.
which was struck by a.Park Board vehicle operated by Byron McGill .in the vicinity of
3300 Park Avenue on September 3, 1971, be allowed, and that the City Treasurer be
authorized to -pay said claim .after first obtaining a complete and final. release.

Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and
Mayor Cherry (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
instrument of the Grace Episcopal Church, conveying all burial privileges and rights
in Lot No. 237, Section "T" of Oak Grove Cemetery to J. William Young, be received and
filed, and I further move that the City Clerk be authorized to make the proper transf
on the Cemetery Register. Adopted on call of the Roll, Yeas, Commissioners Fisher,
Harvey, Hornsby, Puryear and.Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by the American States Insurance Company to the City
of Paducah, covering work done by Ryan Paving Company, Inc., for a term ending June 1,
be received, approved and filed. Adopted on cajl of the Roll, Yeas, Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of The Aetna Casualty and Surety Company increasing the Bond of Slay
Plumbing & Heating from $1,000 to $6,000, dated September 20, 1971, be received,
approved and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey,
Hornsby, Puryear and Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
executed copy of the Contract between the City of Paducah and Allan Rhodes, Inc. for
sale to the City of four 1972 Ford sedans for use in the Police Department, be recei
and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby,
Puryear and Mayor Cherry (5) .
Commissioner Fihser offered motion, seconded by Commissioner Harvey, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS F
THE PURCHASE OF ONE NEW 1972 FOUR DOOR SEDAN AUTOMOBILE FOR USE IN THE FIRE DEPARTMENT,(
AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted.

MENT OF THE CITY OF PADUCAH, AND PRESCRIBING THE CONDITIONS UPON WHICH -SUCH PURCHASE
SHALL BE MADE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher,
Harvey, Hornsby, Puryear and Mayor Cherry (5).

resolution entitled " RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR ONE (1) 1972 TRUCK WITH COMPACTOR FOR USE IN THE REFUSE DIVISION -OF THE PUBLIC
WORKS DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY, AND PRESCRIBING THE TERMS AND
CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of

ordinance entitled "AN ORDINANCE RECITING THE NEED FOR THE ACQUISITION OF CERTAIN LAND
FOR A SANITARY SEWER EASEMENT TO SERVICE LOURDES HOSPITAL, AND PROVIDING FOR THE PAYME.-
FOR THE PROPERTY TO BE ACQUIRED BY THE GRANTING OF TAP -ON RIGHTS", be adopted. Adop

IMPROVEMENT BONDS, UNDER THE PROVISIONS OF SECTION 82.050 AND 58.010 THROUGH 58.140,
INCLUSIVE, OF THE KENTUCKY REVISED STATUTES, FOR THE PURPOSE OF PROVIDING FOR THE
REDEMPTION AND REFUNDING ON JANUARY 1, 1973, OF CERTAIN OUTSTANDING CITY OF PADUCAH
PARKING FACILITIES REVENUE BONDS, DATED JANUARY 1, 1968, AND FOR THE PURPOSE OF PROVIDI

PARKING FACILITIES PROJECT OF THE CITY, CONSISTING OF THE COMBINED AND CONSOLIDATED
MUNICIPAL OFF-STREET AND ON -STREET (CURB -LINE) PARKING FACILITIES OF THE CITY; SETTING
FORTH THE TERMS AND CONDITIONS UPON WHICH SAID $320,000 OF REVENUE BONDS ARE TO BE AND
MAY BE ISSUED AND OUTSTANDING; AND PROVIDING FOR THE COLLECTION, SEGREGATION AND
DISTRIBUTION OF THE REVENUES OF SAID COMBINED AND CONSOLIDATED PUBLIC PARKING PROJECT",

j Mayor Cherry offered motion, seconded by Commissioner Fisher, that the Rules
of the Board of Commissioners be suspended for the purpose of introducing a motion
pertaining to the publication of documents required for the sale of the revenue bonds
authorized at this meeting by the passage of the Bond Ordinance. Adopted on call of
the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry offered motion, seconded by Commissioner Harvey, as follows:
I move that the City Clerk be instructed and directed to cause publication to be made
as required by law, one time in the Paducah Sun Democrat, one time in The Courier
Journal, a newspaper publication in the city of Louisville, Kentucky, and of general
circulation throughout the State of Kentucky, and one time in The Bond Buyer, a period
ical of general circulation among bond issue purchasers, of a "Notice of Bond Sale"
calling for bids for the purchase of $320,000 of City of Paducah Parking Facilities
Improvement and Refunding Revenue Bonds, dated November 1, 1971, in the form attached
hereto, that the Board of Commissioners approve the form of the "Official Terms and
Conditions of Sale of Bonds" in the form attached hereto, to be distributed to any
interested bidders, in connection with the sale of said Bonds, such bids to be receiv
until October 26, 1971, at 7:30 P.M., C.D.T., or until such other time as may be de
mined by the Mayor of the City, and that only those bids be considered for the purchas
of said Bonds that are submitted on "Bid Forms" supplied by the City Clerk, a copy of
which Bid Form is attached hereto. Adopted on call of the Roll, Yeas, Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
