At a Regular Meeting of the Board of Commissioners held in the Commission Chambe
in the City Hall, Paducah, Kentucky, at 7:30 P.M. on September 14,`1971, Mayor Cherry
presided and upon call of the Roll the following answered to their names: Commission-
ers Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5) .
Mayor Cherry offered motion, seconded by Commissioner Fisher, that the reading
of the Minutes for August 24th and August 26th, 1971 be waived and that the Minutes
of said meetings prepared by the City Clerk be approved as written. Adopted on call
of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5)
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that the
executed copy7of the Contract between the City of Paducah and Motorola Communications
& Electronics, Inc for sale to the City of communication equipment for -use in`the
police department, be'received and filed. Adopted on call of the Roll, Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Fisher offered motion, seconded by Commissioner Harvey, as follows:
I move that the executed copy of the Agreement between the City of Paducah, Kenntucky,
and Community Program Consultants, Inc., dated September 3, 1971, modifying the date,
Section 1 B (4), Section 3 B and Section 3F of a contract heretofore entered into
between the parties for engineering services in -the Mechanicsburg Concentrated Code
Enforcement Program, but which amendments in no way affect the total amount to be paid
under the contract, be received, approved and filed. Adopted on call of the Roll,
Yeas, Commissioners Fisher, Harvey, Hornsby,-,Puryear and Mayor Cherry (5).

Commissioner Harvey offered motion, seconded by Commissioner Fisher, that upon
the recommendation of the City Manager, the following personnel changes be made:
1. Ronald Travis, truck driver in the Street Division be promoted to
equipment operator in said division, effective September 20, at a
salary of $3.03 per hour.
2. Robert Cox, temporary laborer in the Street Division, be promoted
to truck driver in said division, effective September 20, at a
salary of $2.63 per hour.
3. Frank Miller, maintenance helper in the Maintenance Department,
be terminated, effective September 17, 1971.
4. Roy Leon Langston be employed as maintenance helper in the
Maintenance Department, effective`'September 20, 1971,' provided
he furnishes, at his expense, a satisfactory medical report as
to his physical condition.
5. The resignation`of Steve Burgess'as chainman in the Engineering
Department be accepted, effective September 17, 1971.

Certificate of Insurance issued by Reliance insurance Company to the City of Paducah
covering work done by Terry D. Howard, d/b/a Howard Concrete Company, for a period of
one year from August 12, 1971, together with Bond in the amount of $1,000 dated

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows:
WHEREAS, the Kentucky Crime Commission has approved and funded Project No. 71A003
to provide for the position and services of a Criminalistics Coordinator from July 1, 171
to -July 1, 1972', and
WHEREAS, the sum of $2,400.00 was approved and allocated for salary and expenses
of a project administrator, and
WHEREAS, the sum of $810.00 was provided for sick and vacation pay for a re-
placement for.the designated coordinator plus the sum of $147.00 for contribution to the
Police & Firemen's Retirement Fund, and
WHEREAS, the further sum of $1,109.00 was allocated as a total amount for all
salaries, benefits and expenses for overtime work, and
WHEREAS, the Assistant Chief of Police Robert Holt heretofore developed the projec
and has served on his own time as an administrator for it,
NOW THEREFORE, I move that Assistant Chief of Police Robert Holt be designated as
Administrator for the Criminalistics Coordinator Project, Project No. 71A0039 for the
from July 1, 1971 to July 1, 1972, with all such activity to be performed in his off
duty time as a member of the Paducah Police Department, and I further move that the
Administrator be compensated on an hourly basis at the same calculated hourly rate now
paid to the said Assistant Chief, with the total amount for all wages, benefits and
expenses not to exceed $2,400.00 during the project year, and I further move that the
said Administrator be authorized to designate and account for an off duty police officer
of the Paducah Police Department to serve as•a replacement for the Criminalistic•a
Coordinator during times of sickness or vacation during the project year at the same
pay scale as -provided for the coordinator, such total wages for replacements not to
exceed the sum of $810.00, and I finally move that the said Administra-tor be authorized
to account for overtime pay at the rate of -one and one-half times • the base pay of the
coordinator or his replacement for all time worked in excess of eight hours in one day
or forty hours in one week with the total overtime compensation for -all wages and bene-
fits in the project year nor exceeding $1,109.00. Adopted on call of the Roll, Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Certificate of Insurance issued by National Surety Corporation to Mathis Plumbing &
Heating covering the period from September 13, 1971 to August 21, 1972, be received,
approved and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher,
Harvey, Hornsby, Puryear and Mayor Cherry (5).

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the bid of Can -Tex Industries for sale to the City of sewer pipe_and accessories for
use in the construction of sewers in the City of Paducah, Kentucky, dated August 31,
1971, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher
Harvey, Hornsby, Puryear and, Mayor Cherry (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
bid of Allan Rhodes, Inc. dated September 9, 1971, for the sale to the City of four (4�
new 1972 four -door sedan automobiles for use in the police department, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby,
Puryear and Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by The Fidelity and Casualty Company of New York to
W. T. Wilkinson and the City of Paducah, Kentucky, for a period of one year from
September 14, 1971, be received, approved and filed. Adopted on call of the Roll,
Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5),
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by The Aetna Casualty and Surety Company to the City
of Paducah, covering work done by Paul Duncan for a period of one year from April 30,
1971, be received, approved and filed. Adopted on call of the Roll, Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home
of Lot No. 423 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, and that
the City Clerk be authorized to execute a deed of conveyance to said cemetery lot.

Mayor Cherry offered motion, seconded by Commissioner Fisher, that the executed
copy of the Contract between the City of Paducah and Allan Rhodes, Inc, for sale to
City of a 1971 Maverick automobile for use in the Inspection Department, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby,
Puryear and Mayor Cherry (5).
Mayor Cherry offered motion, seconded by Commissioner Fisher, that the reports
of the Paducah Water Works f or.the month of August, 1971, be received and filed.

FURNISHING THE CITY OF PADUCAH WITH ITS REQUIREMENT OF NEW AUTOMOBILE AND TRUCK TIRES
FOR THE PERIOD OF TIME FROM SEPTEMBER 1, 1971 TO AUGUST 31, 1972", be adopted.
