At a Regular Meeting of the Board of Commissioners held.'in -the-Commission Chamber
in the City Hall, Paducah, Kentucky, at 7:30 P.M. on August 24, 1971, Mayor Cherry
presided and upon call of the Roll the following answered to their names: Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry offered motion, seconded by Commissioner Fisher, that the reading
of the Minutes for July 27, August 3 and August 9, 1971 be waived and that the Minutes
of said meeting prepared by the City Clerk be approved as written.. Adopted on call
of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry made the following appointment: The term of office of E. P. Larson
as a member of the Paducah Board of Adjustment will expire on August 31, 1971, I hereby
reappoint E. P. Larson as a member of said Board for a further term of four years, so
that said Board shall be composed of the following members:
Mrs. Mildred Washburn whose term expires August 31, 1972
Leslie Feast whose term expires August 31, 1973
Julian B. McFarland, Jr. whose term expires August 31, 1974
Carrol Walden whose term expires August 31, 1974
E. P. Larson whose term expires August 31, 1975
Commissioner Harvey offered motion, seconded by Commissioner Fisher, that the
Board of Commissioners approve the action of Mayor Robert C. Cherry reappointing E. P.
Larson as a member of the Paducah Board of Adjustment, Adopted on call of the Roll,
Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry offered the following motion:
WHEREAS, Merilyn Keesee, a member of the Paducah -McCracken County Recreational
Tourist and Convention Commission has resigned and moved from the City, and
WHEREAS, the Hotel and Motel Association of Paducah -McCracken County, Kentucky,
has recommended George Grimm to fill the vacancy.
NOW THEREFORE, I, as Mayor, jointly with the Judge of McCracken County, hereby
appoint and confirm the appointment of George Grimm to serve the unexpired term of
Merilyn Keesee so that the Commission will now consist of the following members to serve
following prescribed terms:

Commissioner Fisher offered motion, seconded by Commissioner Harve;yj:that the Boa
of Commissioners approve the action of Mayor' Robert C. Cherry reappointing. J. Patrick
Kerr as a member of the Paducah Planning Commission.' Adopted on call of the Roll,

Mayor Cherry offered motion, seconded by Commissioner Fisher, that the petition
signed by residents of Allen Lane requesting that the name of Allen Lane be changed
to Robinwood Drive, be received and filed-. Adopted on call of the Roll Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5)..
Commissioner Fisher offered motion, seconded by Commissioner Harvey] that on the
recommendation of the City Manager, the following personnel changes be made:
1. The resignation'of Ronald A. Whiteside, as a laborer in the Street
Department, be accepted, effective August 19, 1971.
2. The resignation of T. D. Tucker as building and electrical inspector,
be accepted, effective August 31, 1971.
3. Thomas A. Nichols, Street superintendent, be promoted to Director of Public
Works at a salary of $796.00 per month, retroactive to August 2, 1971

Commissioner Fisher offered motion, seconded by Commissioner Harvey, that the
resignation of Julian Upshaw, a member of the Paducah Fire Department, be received,
filed and accepted, effective July 25, 1971. Adopted on call of the Roll, Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher, that the
executed copy of the contract between the City of Paducah and Reed Crushed Stone
Company, Inc. be received and filed, and that the performance bond required by said
contract, executed by said Company as principal and United States Fidelity & Guaranty
Company of Baltimore, Maryland?as surety, be received, approved and filed. Adopted
on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor
Cherry (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
City's compulsory retirement provisions be waived as to J. Y. O'Bannon of the Cemetery
Department, and that his employment be extended for a period of eighteen (18) months
past August 19, 1971. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey,
Hornsby, Puryear and Mayor Cherry (5).

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
claim of William L. Carter in the amount of $73.88 for damages to his motor vehicle
when it was struck by a City of Paducah refuse -packer at 9th and Burnett Streets, be
allowed, and that the City Treasurer be authorized to pay said claim after first
obtaining a complete and final release. Adopted on call of the Roll, Yeas, Com-
missioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry'(5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
attached 1972 police vehicle specifications be received, approved and filed. Adopted
on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor
Cherry (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a
copy of the motion adopted by the Paducah planning Commission recommending closing of
a portion of an alley lying between and parallel with Broadway and Kentucky Avenue and
extending west from South 24th Street a distance of 250 feet, be received and filed.

Commissioner'Puryear offered motion, seconded by Commissioner Hornsby, that the
bid of Ryan Paving Company, Inc. for the sale to the City of approximately 40,000
square yards of bituminous slurry surface and installation on city streets.=, which bid
dated August 20 1971, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a
copy of the Resolution adopted by the Electric Plant Board of the City of Paducah,
Kentucky, on August 11, 1971, regarding changes in the Schedule of Rules and Regulati
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Ha
Hornsby, Puryear and Mayor Cherry (5,^.
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that a
resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE PURCHASE OF FOUR NEW 1972 FOUR DOOR SEDAN AUTOMOBILES FOR USE IN THE POLICE
DEPARTMENT, AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH SUCH PURCHASE SHALL
BE MADE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher,
Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher, that a
resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR SEWER PIPE AND ACCESSORIES FOR USE IN THE CONSTRUCTION OF SEWERS IN THE CITY OF

Mayor Cherry offered motion, seconded by Commissioner Puryear, that an ordinance
entitled "AN ORDINANCE AMENDING SECTION 10-52. PUBLIC WORKS DEPARTMENT GENERALLY (a)
