A Special Meeting of the Board of Commissioners was held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 4:00 p.m., on August.26, 1971, Mayor
Cherry presided and upon call of the Roll the following answered to their names:
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry '(5).

The meeting was for the purpose of hearing charges preferred against Richard
Pullen, a member of the Police Department of said City by Paul Holland, Chief of Police
The case for the Complainant was presented by the Corporation Counsel, J. William
Howerton, and the defendant, Richard Pullen, was represented by Attorney Joseph S,
Freeland. The case was called for hearing, and at the conclusion of all evidence and
argument.:'Mayor Cherry offered the following motion which was seconded by Commissioner
Hornsby:
I move that the Board of Commissioners of the City of Paducah, Kentucky,
having heard the evidence upon charges preferred against Richard Pullen, a member
of the Police Department of said City, by Paul Holland, Chief of Police of said City,
and being sufficiently advised, adjudges that said Richard Pullen is guilty of the
charge of misconduct while off duty, and adjudges that said Richard Pullen is guilty
of such conduct justifying punishment within the purview of KRS 95.450.
It is therefore the judgment of the Board of Commissioners of the City of
Paducah, Kentucky, that the defendant, Richard Pullen be, and he is hereby dismissed
from employment as a member of the Paducah Police Department of the City of Paducah,
Kentucky, effective immediately. Adopted on call of the Roll, Yeas, Commissioners
Fisher, Hornsby, Puryear and Mayor Cherry (4). Commissioner Harvey voted "No".
The Board had also scheduled a hearing for 3 o'clock p.m., on this date for

Xthe purpose of hearing charges preferred against Alton Horn, a member of the Police
Department of said City by Paul Holland, Chief of Police, and at the time set for
hearing the charges the said Alton Horn had not been found and had not been served
with the Notice of Hearing and Statement of Charges, and it being the desire of
the Board of Commissioners to continue said case generally, Mayor Cherry offered
the following motion which was seconded by Commissioner Hornsby:
WHEREAS, the case before the Board of Commissioners of the City of Paducah,
Kentucky, styled Paul Holland, Chief of Police of the City of Paducah, Kentucky,
Complainant, vs. Alton Horn, Defendant, was filed with this Board on August 24,
1971, and
WHEREAS, the said case was set for hearing on August 26, 1971, at 3:00
p.m., and
WHEREAS, the said Alton Horn has not been found and has not had served upon
him the Notice of Hearing and Statement of Charges,

NOW THEREFORE, I move that this action be continued generally until the Notice
of Hearing and Statement of Charges can be served upon the defendant, Alton Horn, after
which the definite time for hearing shall be set by the Mayor or, in his absence,
the Mayor Protem, at his discretion within three days from the time of service,
exclusive of Sunday. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey,
Hornsby, Puryear and Mayor Cherry (5).
On motion the meeting adjourned.
