At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7:30 P.M. on June 22, 1971, Mayor Cherry
presided and upon call of the Roll the following answered to their names: Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry offered motion, seconded by Commissioner Fisher, that the reading
of the Minutes for June 8, June 10, and June 14, 1971 be waived and that the Minutes
of said meetings prepared by the City Clerk be approved as written. Adopted on call
of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that the
following bids for the sale to the City of one new 1971 4 -door sedan automobile for use
in the Inspection Department, be received and filed:
Wilson Chevrolet -Cadillac, Inc.
Allan Rhodes, Inc.
Purchase Chrysler -Plymouth, Inc.
Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby; Puryear and
Mayor Cherry (5) .
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that the
following bids for -sale to the City of one `new 1971 compact motor .vehicle for use by the
Inspection Department, be received and filed:

Allan Rhodes, Inc.
Purchase Chrysker-Plymouth, Inc.
Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and

nt Commissioner Fisher offered motion, seconded by Commissioner Harvey, that the
letter of Edward H. Baxter, Regional Administrator of Housing & Urban Development to
Mayor Robert C. Cherry dated June 11, 1971, concurring in an extension of time for the
completion of Concentrated Code Enforcement Project No. E-1 to June 29, 1971, be
received and filed with the executed copy of Contract No. E-1 (G) between the United
States of America and the City of Paducah, Kentucky. Adopted on call of the Roll,
Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher, as follows:
Upon the recommendation of the City Manager, I move that the following personnel
changes be made:
Charles C. Bradshaw, temporary laborer in the Refuse Division be promoted to
collector in said Division, at a salary of $2.40 per hour, retroactive to June
14, 1971.

3. Morris A. Wood, maintenance operator in the Floodwall Department, be placed under
civil serivice, effective June 28, 1971, provided by such time he furnishes, at his
expense, a satisfactory medical report as to his physical condition.
4. James Collins, temporary laborer in the Refuse Division, be terminated,

Commissioner Harvey offered motion; seconded by Commissioner Fisher, that the
executed copy of the Contract between the City of Paducah and Motorola Communications
& Electronics; Inc. for sale to the City of an FM Two-way repeater system,.be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, -Harvey, Hornsby
Puryear and Mayor Cherry (5) .
Commissioner Harvey offered motion, seconded by Commissioner Fisher, that -the
executed copy of the Contract between the City of Paducah and Motorola Communications
& Electronics, Inc., for change over and conversion of -FM Radio equipment, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey,
Hornsby, Puryear and Mayor Cherry (5).
Commissioner Hornsby offered motion, seconded by Commissione�`Puryear, that the
deed dated June 1, 1971, between the Commonwealth of Kentucky and the City of Paducah
and the County 'of McCracken, conveying property at Barkley Field, be received, recorded
and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher', Harvey, Hornsby,
Puryear and Mayor Cherry (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
following bids for resurfacing various streets in the City of Paducah, including the
3iaising and resetting of manholes, be received and filed:

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
executed copy of the Application for Federal Assistance for the City of Paducah,
Kentucky water works for a basic water and sewer grant, dated May 5, 1971, be
received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that Joe
Garner, a sewer maintenance man in the $public Works Department, be granted a leave of

I move that the executed copy of the contract between the United States of America
Department of Housing and Urban Development and the City of Paducah, Kentucky, entitled
"Contract No. KY. E -2(G)" for a Code Enforcement Program, which contract is dated
June 10, 1971, be received, approved and filed, and I further move that the letter of
transmittal dated June 14, 1971 from Gerald R. Wright, Acting Associate Regional Counse
for Renewal Assistance, be -received and filed with said contract. Adopted on call of
the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear an d Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows
I move that the letter of Jesse Sparks pertaining to a sanitary sewer tap -on at 2330
Cairo Road, be received and filed. I further move that the offer contained in said
letter be accepted, that the enclosed check in the amount of $750.00 be turned over
to the City Treasurer, and that the City issue to him a sewer tap -on permit. Adopted
on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and -Mayor
Cherry (5).

Commissioner Harvey offered motion, seconded by Commissioner Fisher, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE PURCHASE OF THE CITY'S REQUIREMENT OF ASPHALT (EITHER LIQUID OR EMULSIFIED,
OR BOTH) FOR THE YEAR 1971, TO BE USED IN STREET CONSTRUCTION AND REPAIR WORK", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby,
Puryear and Mayor Cherry (5) .
