ORDINANCE NO. 81-5-�
AN ORDINANCE CREATING SECTION8'2-381 THROUGH 2 -383; -ADMINISTRATION, OF THE
CODE OF ORDINANCES OF THE CITY -"OF PADUCAH KENTUCKY .
BE IT ORDAINED BY -THE CITY- OF-PADUCAH, KENTUCKY: -
SECTION 1.. That Sec. 2-381 through 2-383 are_.hereby..created to read as
follows:
"Sec. 2-381. There is hereby created a department to be known as the
department of Safety and street inspection.
Seca 2-382. The Department of safety and street inspection shall have the
responsibility for:
(a) Investigating- all -accidents -involving-motor vehicles or other
equipment owned by the City of Paducah;
(b) Investigate all accidents involving employees of the City of Paducah
that occur while the individual is within the scope of his employment
with the City of Paducah;
(c) Prepare and file all notices with the Department of Insurance and/or
insurance companies which insure the City of Paducah;
(d) Provide all notices and reports required by KOSHA and OSHA;
(e) Make recommendations to the City Manager and Corporation Counsel as to
Whether or not claims should be approved:or.disall.owed;
(f) Upon the request of the Engineering Department., -assist in:
1. Inspection of utility work, sewer service line construction or
other miscellaneous work within street or alley rights-of-way for
which permits have been issued by the engineering department;
2. Inspection of work accomplished by the street department as to
conformity with engineering department -design; -
3. Liaison between the city and utility compani,_es.:in relocation of
utilities for public work construction; --_
4. "Liaison with railroad companies in insuring that unsafe conditions
do not exist relative to street -railroad relationships, including
__._. at -grade, crossings;-

5. Inspection of pollution problems which -may develop within sewers,
waterways and public ways;
6. Investigation of complaints.
Sec. 2-383. There is hereby created the position of chief inspector, the
occupant of which shall be the director of the department of safety and street
inspection.. As such director, the chief -inspector _s.hal1-supervise the issuance of
all reports_under-the.jurisdiction of his department, shall,maintain all records as
required by the City relating to the function of his office and shall supervise the

.personnel of the Department and other duties as may be assigned to him from time to
time by the City Manager."
SECTION 2. Due to the need of the City to have a person in charge of
safety and inspection, -an emergency is hereby declared and this ordinance will be
effective immediately upon passage with one reading and before publication.
