At a Meeting of the Board of Commissioners, held in the Commission Chambers at City
Hall at 5:00 p.m., Tuesday, March 4, 2003, Mayor Pro Tem Montgomery presided, and
upon call of the roll by the City Clerk, the following answered to their names:
Commissioners Coleman, Guess and Mayor Pro Tem Montgomery (3). Commissioner
Smith and Mayor Paxton were out of town (2).
WORKSHOP
BUDGET CALENDAR
Jon Perkins, Finance Director, discussed a tentative schedule with departments and the
Board for the FY2004 Budget Review. An all day budget review is scheduled for May
30, 2003. If a Board member cannot attend on that day or another scheduled day notify
the City Manager's office.
FINANCIAL STATUS OVERVIEW
Jon Perkins, Finance Director, did a power point presentation regarding the financial /
status of the City as of January 31, 2003. In summary his opinion is that the City needs
to continue to be cautious with expenses but feels the City is on target with expenditures
at this time. (A copy of the financial report for period ending January 31, 2003, is
contained in the Minute file.)
City Manager will be bringing the Public Information position and intern position to the
Board for approval soon.
CITY MANAGER REPORT
ASST. FIRE CHIEF SELECTION SCHEDULE
Reviewed the schedule procedue and asked for any comments from the Board. After
much discussion the Board could not come to a consensus and Mayor ProTem
Montgomery asked that the schedule be brought back at the next meeting when the full
Board will be here.
City Manager asked that any specific changes be brought to him or the Fire Chief.
Health Insurance Preview handout was given to Board.

The City Manager discussed a bill that if passes at the state level will allow the state to
mandate municipalities to contribute $100 a month to the state for every new employee
who will be in the state retirement plan.
Greg Carlton, Peel & Holland, will be here April 1 to discuss health insurance rates for
FY2003-2004.
FREE Dump Day for the City and County is April 12
Annual City -County Golf Tournament Coordinator for this year is Andrew McGlennon
Next Agenda for March 11 - Controlled Substance Abuse Policy will be brought before
the Board for changes
City Manager requested an Executive Session to update the Board on labor negotiations.
COMMISSIONER CONCERNS
Comm. Coleman and Comm. Montgomery have received letters for and against Sunday
alcohol sales in restaurants.
EXECUTIVE SESSION
Commissioner Guess offered motion, seconded by Commissioner Coleman, that the
Board go into closed session for discussion of matters pertaining to the following topics:
Collective bargaining with public employees, as permitted by KRS 61.810(1)(e).
Adopted on call of the roll, yeas, Commissioners Coleman, Guess and Mayor ProTem
Montgomery (3).
Upon motion the meeting adjourned.
