At a Meeting of the Board of Commissioners, held in the Commission Chambers at City
Hall at 5:00 p.m., Tuesday, August 19, 2003, Mayor Paxton presided, and upon call of
the roll by the City Clerk, the following answered to their names: Commissioners
Coleman, Guess, Montgomery, Smith and Mayor Paxton (5).
KC WELLNESS PRESENTATION FOR FY 2002-2003 WELLNESS PROGRAM
AGGREGATE RESULTS
Carol Donnelly of KC Wellness gave a presentation regarding the aggregate results for
the wellness program for Year Two (September 1, 2002 -March 31, 2003).
PATS BRIEFING
Danny Murphy, a member of the PATS Board, informed the Commission that PATS had
won an award for Outstanding Statewide Overall Transit System for 2003 in Kentucky.
He also announced that Mr. Gary Kitchin, Director of PATS was rewarded for his
leadership as a winner of the 2003 Kentucky Transit Hall of Fame Inductee.
Mr. Kitchin then gave an update for PATS. They have received a Job Access Reverse
Commute Grant and have purchased land on 5h Street to build a park & ride service
facility. At the back of their property, they will be constructing a parking pavilion.
Lowertown lighting grant has been awarded and should be able to start work soon. The
funds in the amount of $600,000 for the grant that Sen. Bunning helped PATS to obtain
has been released.
CIVIC CENTER RATES
Mark Thompson, Director of Parks, discussed the current rates for rental of the Robert
Cherry Civic Center and recommended an increase in those fees. The Board agreed that
the rates should be increased and for Mr. Thompson to bring this back for action before
the Board at the next meeting.
CODE ENFORCEMENT ISSUES
Joel Scarbrough, Director of Inspection, did a review of the functions of the Inspection
Department. The CM listed the following items from the Commission discussion for
further review by staff:
• Establish extra charge for queue jumping construction plan review
• Be more aggressive on lien foreclosures
➢ Spend down existing appropriation
➢ Prepare Annual Expenditure Plan
• Benchmark our Inspection productivity against other jurisdictions
• Explore use of other staff (Police/Fire) to support code enforcement
• Explore use of volunteers/community watch groups to support code enforcement
• Use more student summer staff
• Reporting — list of lien lots to Commission — mark off ceremony
• Publicize Code Enforcement Board Operations/Impact
• Legislative proposal — mow 2 years, acquire title?
LITTLEVILLE NOISE COMPLAINTANT
Mike Ryan of 1515 Little Avenue and Howard Tyler, resident of Littleville were here to
request that something be done about the noise situation caused in their neighborhood by
Garrett Recycling. The Inspection Department has been out several times to measure the
noise level, but each time they have Garrett Recycling has been in compliance with the
ordinance requirements for the zone area they are in.
Brandon Garrett of Garrett Recycling was also here to give his side of the story.
At the conclusion of the discussion, Mr. Garrett said they would implement some
changes with their equipment and machinery to make it quieter and would finish a fence
to possibly help create a sound barrier.
