At a Meeting of the Board of Commissioners, held in the Commission Chambers at City
Hall at 5:00 p.m., Tuesday, October 7, 2003, Mayor Paxton presided, and upon call of the
roll by the City Clerk, the following answered to their names: Commissioners Coleman,
Guess, Montgomery, Smith and Mayor Paxton (5).
HEARING: FY2004 PROPERTY TAX LEVIES
Mayor Paxton opened the public hearing for any questions or comments. Ray
McLennan, citizen, gave his comments regarding the compensating tax rate.

FY2004 PROPERTY TAX LEVIES
Commissioner Coleman offered motion, seconded by Commissioner Guess, that the
Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE FIXING THE
LEVIES AND RATES OF TAXATION ON ALL PROPERTY IN THE CITY OF
PADUCAH, KENTUCKY, SUBJECT TO TAXATION FOR MUNICIPAL PURPOSES
AND FOR SCHOOL PURPOSES FOR THE PERIOD FROM JULY 1, 2003
THROUGH JUNE 30, 2004, WITH THE PURPOSES OF SAID TAXES HEREUNDER
DEFINED".

Property taxes levied herein shall be due and payable in the following manner:
In the case of tax bills which reflect an amount due of less than
One Hundred and Fifty Dollars ($150.00), the payment shall be due on
November 1, 2003, and shall be payable without penalty and interest until
November 30, 2003.
In the case of all other tax bills, payment shall be in accordance with the
following provisions:
■ The first half payment shall be due on November 1, 2003, and shall be
payable without penalty and interest until November 30, 2003.
■ The second half payment shall be due on February 1, 2004, and shall be
payable without penalty and interest until February 29, 2004.

FIREFIGHTERS' WAGES AND BENEFITS
Upon request by the Mayor, Herschel Dungey, Human Resources Director, presented
information regarding wages and benefits of the firefighters of the City.

ORDINANCE — INTRODUCTION
PURCHASE THE PROPERTY FOR BARKLEY REGIONAL AIRPORT
EXPANSION
Commissioner Guess offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
PROVIDING AUTHORITY TO THE MAYOR TO EXECUTE ON BEHALF OF THE
CITY DOCUMENTS NECESSARY FOR ACQUISTION OF PROPERTY LOCATED
ADJACENT TO THE EAST SIDE OF FISHER ROAD APPROXIMATELY 950 FEET
NORTH OF INTERSECTION OF FISHER ROAD AND OLD HINKLEVILLE ROAD
FOR FURTHER AVIATION DEVELOPMENT OF BARKLEY REGIONAL
AIRPORT." This ordinance is summarized as follows: That the Mayor, on behalf of the
City of Paducah, Kentucky, is hereby authorized to execute a Contract for Sale of Real
Estate and a General Warranty Deed and any other documents necessary for the purchase
of property located adjacent to the east side of Fisher Road approximately 950 feet north
of intersection of Fisher Road and Old Hinkleville Road for further aviation development
of Barkley Regional Airport, for and in consideration of $75,000.00, revenue generated
by aforesaid airport.

COMMISSION 2003 PRIORITIES: NEXT CITY PROJECT FOR
NEIGHBORHOOD REVITILIZATION
Tom Barnett, Director of Planning Department, presented two recommendations for the
above projects. The Potential Uppertown Redevelopment Area Renaissance Kentucky or
Potential Fountain Avenue Redevelopment Area is his recommendation. Mr. Barnett
requested any suggestions for other areas to be developed from the Commission. He also
needs a decision from the Commission as soon as possible.
CITY MANAGER REPORT
❖ Calendar Items
The City Manager requested authorization to create and fill a GIS Technician position in
the Engineering Department. Funding for the position will be split among the County, E-
911 and the City.
Commissioner Montgomery offered motion, seconded by Commissioner Smith, that the
Board of Commissioners authorize a position for a GIS Technician in the Engineering
Department be created and filled.
Adopted on call of the roll, yeas, Commissioners Coleman, Guess, Montgomery, Smith
and Mayor Paxton (5).
COMMISSIONER CONCERNS
Commissioner Montgomery reminded citizens that letters in support of the Paducah
Gaseous Diffusion Plant are still needed.
