ORDINANCE NO. 85-9-2734
AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 25-1, "NUMBER, RANK AND SALARIES
OF MEMBERS OF DEPARTMENT" OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That Sub -section (a) of Section 25-1, "Number, rank and salaries of
members of department", of the Code of Ordinances of the City of Paducah, Kentucky, be
amended and reordained so that said section as amended and reordained shall hereafter
read as follows:
"Sec. 25-1. Number, rank and salaries of members of department.
(a) The .number and rank of members of the police department of the City of
Paducah and the salary of each position that shall be paid upon satisfactory completion
of consecutive:.years of service in the police department:

* Pay rate increase at this level can be made upon certification by the Chief of Police
that a patrolman performs all routine duties in a satisfactory manner, and after approval of
the City Manager.
"(c) Upon recommendation of his shift commander or captain in charge of a division and
the department executive officer, and the certification of the chief of the Paducah Police
Department, that a patrolman possesses qualifications and has achieved standards of
performance established within the department, after approval by the city manager, a
patrolman may be designated a "first class patrolman" after successfully completing a minimum
of five (5) years of service with the department. Designation as a first class patrolman
shall not constitute a promotion in rank, and such designation shall cease upon failure by a
patrolman to maintain the level of qualifications and standards of performance for which he
was originally certified to possess.
"(d) A patrolman who is regularly assigned to investigative or specialized duties by
the chief of the Paducah Police Department and with the approval of the city manager, shall,
after the first month of such assignment, receive additional compensation of $67.00 per month
effective July 1, 1984, and $69.00 per month effective July 1, 1985.
"(e) All members of the department shall receive an initial clothing allowance of
$200.00 and in the event such member shall fail to serve in the department for more than
seventy-five (75) days, all clothing purchased with the initial clothing allowance shall be
returned to the department. The department shall furnish all leather items of equipment,
except shoes, which items shall remain the property of the department and shall be returned
to the department upon the departure of a member from the department for any reason other
than retirement.
Each officer will receive $150.00 per year in clothing allowance to be distributed
$75.00 in October and $75.00 in April, beginning in October, 1984."
SECTION 2. That Section 25-2, Compensation of officers for attending court while off
duty, be amended and reordained so that said section shall hereafter read as follows:
The City agrees to pay officers overtime at a rate of one and one-half times the legally
established rate for overtime pay. A minimum of two hours court time will be paid at the
overtime rate. In instances of call -out, officers will receive a minimum of four hours pay
at the overtime rate.
SECTION 3. In order to implement the agreement between the City and FOP Lodge #15
Bargaining Unit for the Paducah Police Department, the provisions contained in this ordinance
are retroactive to July 1, 1984.

SECTION 4. In order to implement this ordinance by September 30, 1985, an emergency is
hereby declared to exist and this ordinance will become effective upon one reading.
