At a Regular Meeting of the Board of Commissioners held in the Commission Chambez
in the City -Hall, Paducah, Kentucky, at 7:30 P.M. on May 11, 197.1, Mayor Cherry- pre-
sided and upon call of the Roll the following answered to their names: Commissioners
Fisher, Harvey, . H-ornsby, Puryear an d Mayor Cherry (5) .
Mayor Cherry offered motion, seconded by -Commissioner Fisher, that ,the reading
of the Minutes for April 27th and 30th, 1971 be waived and that the Minutes of said
meetings prepared by the City Clerk be approved as written. Adopted on call of the
roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor. Cherry- (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher, that the
Contract Addendum dated April 30, 1971, which amends a contract dated, May 10, 1970,
between the City of Paducah, Kentucky and the American Federation of State, County and
Municipal Employees AFL-CIO Local 1586, be received and filed. Adopted on call of the
Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher, that the
Contract Addendum date& April 30, 1971, which amends a contract dated May 10, 1970,
between the Board of Parks, Playground and ,Recreation of Paducah, Kentucky, and the
American Federation of State, County, and Municipal Employees AFL-CIO Local -1586, be
received and filed. - Adopted on call of the Roll, Yeas, Commissioners Fisher,
Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher;,:that the
executed copy of the Contract between the City of Paducah and Sanco Corporation for sa
to the City of a 1971 Ford truck with 25 cubic yard dempster dumpster compactor, for
use in•the Refuse Division of the Public works Department, be received and, -filed.
Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear
and Mayor Cherry (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral
Home of the south one-half of Lot No. 415 in Block No. 6 of the Rushing Addition to
Oak Grove Cemetery, and that the City Clerk be authorized to execute a.deed of
conveyance to -said cemeterygrave. 'Adopted on call of the Roll, Yeas;r, Commissioners

Commissioner Puryear _offered motion, seconded by Commissioner Hornsby, that
the Board of Commissioners approve the sale by the City of Paducah to Cosmopolitan -
Mortuary of the south- one-half of Lot No. 414 in Block No. -6- o.f .the- Rushing, Addition
to Oak ,Grove Cemetery, and that the City Clerk be authorized to -execute a. deed of
conveyance -to -said cemetery grave. Adopted -on call .of: the. Roll, ,Yeas, Commissioners
Fisheri Harvey, Hornsby, Puryear and_ Mayor .Cherry (5)

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as
follows: I move that a copy of the Audit Report prepared by Schuette & Taylor for the
year ended December 31, 1970, be received and filed. I further move that the City
Treasurer be directed to publish a condensed form of said audit report. Adopted on
call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor
Cherry (5)'.
s % Mayor Cherry offered the following motion which was seconded by Commissioner
Fisher: Upon the recommendation of the City Manager, I move that the following
personnel changes be made:
1. George Meadows, helper in the Maintenance Department, be placed
under civil service, effective May 17_, 1971
2. Laverne Meriwether, senior clerk in the Finance Office, be promoted
to Assistant License Inspector 'in said Department, retroactive to May 3,
1971.
3. Ruth Dodge, clerk -stenographer in the Finance Office, be promoted to
Secretary in said Department, retroactive to May 3; 1971.

Mayor Cherry (5) .
Commissioner Fisher offered motion, seconded by Commissioner Harvey, -that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE PURCHASE OF ONE (1) NEW 1971 FOUR DOOR SEDAN AUTOMOBILE FOR USE BY THE CITY -
MANAGER, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Horns -by,
Puryear and .mayor Cherry (5) .
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that a
resolution entitled "A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTI
FOR BIDS FOR TWO (2) NEW TWO -TON DUMP TRUCKS WITH CAB AND CHASSIS FOR USE `IN THE PUBLIC
WORKS DEPARTMENT", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded'by Commissioner Fisher, that a°-.
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR CHANGE OVER AND CONVERSION OF FM RADIO EQUIPMENT IN THE 150-174 MHZ BAND NOW OWNED
BY THE CITY OF PADUCAH POLICE DEPARTMENT FOR FUTURE USE IN THE PUBLIC WORKS'DEPARTMENT",
be adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher,. Harvey, Hornsby,
Puryear and Mayor Cherry (5) .

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR AN FM TWO-WAY REPEATER SYSTEM TO BE INSTALLED WITHIN THE CITY OF PADUCAH, KENTUCKY,
AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby,
Puryear and Mayor Cherry (5).

resolution entitled "A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTI
FOR BIDS FOR ONE (1) NEW 1971 MODEL ONE-HALF TON PICK-UP TRUCK FOR USE AT THE SEWAGE
TREATMENT PLANT IN THE CITY OF PADUCAH, AND PRESCRIBING THE TERMS AND CONDITIONS UPON
WHICH SUCH PURCHASE SHALL BE MADE" be adopted. Adopted on.call of the Roll, Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).

ordinance entitled "AN ORDINANCE AMENDING SECTIONS 10-49, 10-50, 10-51, 10-52, 10-53,
10-54, 10-55, 10-56, 10-58 and 10-61 OF ARTICLE III "POSITIONS AND SALARIES" OF CHAPTER
10 "CIVIL SERVICE" OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY", be adopted.

Mayor Cherry (5).
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that an
ordinance entitled "AN ORDINANCE AMENDING SECTION 12-19 AND SECTION 12-28 OF THE CODE
OF ORDINANCES, CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on call of the Roll,
Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AMENDING SECTIONS 1 AND 2 OF ORDINANCE NUMBER 40-9-377
ENTITLED 'AN ORDIN ANCE-RECITING THE NEED FOR ACQUIRING.CERTAIN LAND.F.OR THE WIDENING Ol
FRIEDMAN LANE, PROVIDING FOR A SHARING OF COST WITH THE COUNTY OF McCRACKEN, PROVIDING
FOR THE PAYMENT OF FUNDS FOR PROPERTY TO BE ACQUIRED WITHI.N'THE CITY;. AND,AUTHORIZING
THE CONDEMNATION OF SUCH PROPERTIES AS CANNOT BE ACQUIRED AT THE AUTHORIZED OFFERED

file for at least one (1) week for public inspection in the completed form in which

THE INTEREST OF THE CITY OF PADUCAH IN LOTS 14, 15 AND 16 IN BLOCK 2 OF THE QUARLES
ADDITION FOR THE SUM OF $400.00, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
A QUITCLAIM DEED", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).

ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF HARRY MATHENY TO PURCHASE THE
INTEREST OF THE CITY OF PADUCAH IN LOT 15 IN BLOCK 5 OF R.G.TERRELL'S WOODLAWN SUBDIVI-

entitled "AN ORDINANCE AMENDING ORDINANCE NO. 71-1-427 ENSTTLED 'AN ORDINANCE AUTHORIZ-
ING THE CITY MANAGER TO EXECUTE A CONTRACT ON BEHALF OF THE CITY OF PADUCAH, KENTUCKY,
WITH FLORENCE & HUTCHESON, INC. FOR THE DESIGN AND ENGINEERING INSPECTION OF A SWIMMING
POOL TO BE LOCATED IN NOBT,,E PARK', WHICH WAS ADOPTED JANUARY 5, 1971, BY ADDING THERETO
SECTION 1-A", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher,
Harvey, Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry offered motion, seconded by Commissioner Harvey, that an ordinance

2-53 OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY, WHICH ORDINANCES FIX SALARIES
FOR NONCIVIL SERVICE EMPLOYEES", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Fisher, Harvey, and Mayor Cherry (3), Commissioners -Hornsby and Puryear
voted "NO"
