At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky;, at 7:3O P.M.- on March 9, 1971,. -Mayor -Cherry
presided and upon call of the Roll the following answered to their na'mese `Commis'sioners
Fisher, Harvey, Hornsby, Puryear and Mgryor Cherry (5)
Mayor Cherry offered motion, seconded by Commissioner Fisher, that'the reading
of the Minuted for February 23, 1971 be waived and that the Minutes of said meeting
prepared by the City Clerk be approved as written. Adopted on call of the. -Roll,
Yeas, Commissioners Fisher, Harvey.- Hornsby, Puryear and Mayor Cherry (5).
- j Mayor Cherry made the following appointments: Mrs. W. K. Ryan,. Mrs. William
Nagel, Jr., Mrs-. Lucille McMurray and Mrs_. W.W. Dyer,. Jr., having resigned as members
of -the Civic Beautification Board, I hereby, -subject to the approval of the Board
of Commissioners, -appoint Mrs. Raymond Roof, Mrs. Richard Roof, Mrs. Shir-leen Mundy
and Mrs. William Scent as members of said Board for terms expiring Jul.y -5., -1971.-
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that the
Board of --Commissioners approve the action of Mayor Robert C. Cherry appointing Mrs.
Raymond Roof,* Mrs. Richard Roof, Mrs. Shirleen Mundy and Mrs. William Scent members
of the Civic Beautification Board for terms expiring Judy 5, 1971. Adopted on call

Mayor Cherry offered motion, secondea'by Commissioner Fisher, that the petition
signed by Stanley Pirtle and others relative to the remoning of -property on the north
side of Park Avenue east of Metcalf Lane, be received and filed. Adopted on call of
the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Fisher offered motion, seconded by Commissioner Harvey,- that the

'following personnel changes be made:
1. The following persons be employed as temporary pump operators in the Floodwall
Department of the City of Paducah, at a salary of $2.00 per hour:
Fern L. Roberts effective February 24, 1971
Richard Bowerman, effective February 25, 1971
Louie Armstrong, effective February 25, 1971
Donald Perdue, effective March 8, 1971
Henry Rucks, effective March 8, 1971
2. James Thompson, Foreman in the Street Division of the Public Works Department,
be promoted to Assistant'Director of Public Works, at a salary of $650.00 per
month, retroactive to March 8, 1971.
3.Steve Allen Burgess be employed as chainman in the Engineering Department, atla.,
salary of $414.00 per month, retroactive to March 1, 1971.
4. Thomas A. Nickols be employed as foreman in the Street Division of the Public
Works Department, at a salary of $560.00 per month, effective March 15, 1971.

Mayor Cherry (5) .
Commissioner Fisher offered motion, Seconded by Commissioner Harvey, that the
executed copy of the Contract between the City and the Institute of Electronic Technolog
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey,
Hornsby, Puryear and Mayor Cherry (5).

Commissioner Harvey offered motion, seconded by Commissioner Fisher, that Kerry V.
Smith, chainman in the Engineering Department, be placed under civil service for such
position, effective March 8, 1971. Adopted on call of the Roll, -Yeas, Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher, that the City'
Treasurer be, and he is hereby, authorized to pay the sum of $1,700.00 immediately to
the Oaklawn Neighborhood Concentrated Code Enforcement Program, to be accounted for as
part of the City's previously authorized commitment to said program. Adopted on call
of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Hornsby offered motion, seconded by Commissioner'Puryear, that the
reports of the Paducah Water -Works for the month of February, 1971, be received and

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by United States Fidelity and Guaranty Company covering

Certificate of Insura-nce issued by The Aetna Ca-sualty and :Surety Company -covering work d
by Roe Wilkins & Wilkins Construction Company, Inc., for a period of one year from
April 24, 1970, together with Bond in -the amount of $1,000.00 dated February 17, 1971,
be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners

Audit Report of the Paducah Airport Corporation for the year ending December 31, 1970,

Commissioner Fisher offered motion, seconded by Commissioner Harvey, that an
ordinance entitled "AN ORDINANCE REZONING PROPERTY ON THE NORTH SIDE OF PARK AVENUE
EAST OF METCALF LANE IN THE CITY OF PADUCAH, KENTUCKY, FROM R-2 AND B-1 TO B-3
GENERAL BUSINESS ZONE", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher, that an
ordinance entitled "AN ORDINANCE FORBIDDING DISCRIMINATION IN EMPLOYMENT, PLACES OF
PUBLIC ACCOMMODATION, AND HOUSING IN THE CITY OF PADUCAH, KENTUCKY", be adopted.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AMENDING ARTICLE XVI "HUMAN RIGHTS COMMISSION" OF
CHAPTER 2 OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY, BY AMENDING SECTION 2-29,
AND BY ADDING A NEW SECTION 2-305", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and. Mayor Cherry (5).
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
AGREEMENT BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND THE URBAN RENEWAL AND COMMUNITY
DEVELOPMENT AGENCY OF PADUCAH, KENTUCKY, FOR COOPERATION ON THE THIRD AMENDED URBAN
RENEWAL PLAN FOR PROJECT NO. KY. R-30", be adopted. Adopted on call of the Roll,
Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF MOTOROLA COMMUNICATION &
ELECTRONICS, INC. FOR THE SALE TO THE CITY OF COMMUNICATION EQUIPMENT TO BE USED IN THE
PADUCAH POLICE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR
SUCH PURPOSE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher,
Harvey, Hornsby, Puryear and Mayor Cherry (5).
On motion the meeting adjourned.
