At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, -Kentucky, at 7:30 P.M. on December 22, 1970, Mayor Protem
Harvey presided in the absence of Mayor Cherry, and upon call of the Roll the following
answered to their names: Commissioners Fisher, Hornsby, Puryear and Mayor Protem Harve
Mayor Protem Harvey offered motion that the reading of the Minutes for December 8,
1970 be waived and that the Minutes of said meeting prepared by the City Clerk be
approved as written. Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby,
Puryear and Mayor Protem Harvey (4) .
Mayor Protem Harvey offered motion, seconded by Commissioner Fisher, that the
petition signed by Mrs. Ruth Harris and others requesting that Goebel Avenue be
resurfaced, be received and filed. Adopted on call of the Roll, Yeas; Commissioners
Fisher, Hornsby, Puryear and Mayor Protem Harvey (4).

Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that the
executed copy of the contract between the City of Paducah and Manning Equipment, Inc.
for sale to the City of Two (2) Garwood 20 cubic yard Model 800 refuse compaction units,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher,
Hornsby, Puryear and Mayor Protem Harvey (4).
Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that the C -it
-of Paducah enter into a feasibility study with the McCracken County Fiscal Court, for
,the purpose of determining the advisability of purchasing property adjacent to Paducah -
McCracken County Health Department, between 9th and 10th Streets on Washington Street,
which study will in no way require the payment of any expenses on the part of'the City

Commissioner Fisher offered motion, seconded :by, -Commissioner Hornsby, .as follows:
I move that from and after December 1, 1970, the City pay an amount equal to a maximum
of 500% or $16.68 per month, whichever is less, of the cost of the city employees' Blue
Cross and -Blue Shield: premiums, and that;the-.City Manager and: City Treasurer be author
to take all steps necessary to effect such payments, and I further move that the pro
of Blue Cross and Blue Shield -dated December 18, 1970, which includes an increase in
major medical benefits from $5,000 and $10,000:to $10,000 and $20,000 be approved and
accepted effective from and'after,February 1, 1971, and that the -City Manager be

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
enforcement of the Code of Ordinances City of Paducah, Kentucky, pertaining to hours
when retail premises licensed to serve alcoholic beverages and malt beverages for
consumption on the premises must be closed, be waived in the City of Paducah for the
New Year's Eve festivities, and that all such properly licensed premises be permitted
remain open during the period from midnight December 31, 1970 until 2 o'clock a,m.,
January 1, 1971. Adopted on call of the Roll, Yeas, Commissioners Hornsby, Fisher
and Puryear (3), Mayor Protem Harvey voted "No".
Commissioner Hornsby offered motion, seconded by Commissioner Puryeas as follows:
I move that a copy of the Commonwealth of Kentucky, Department of Highways, Official
Order 78385, dated October 12, 1970, transferring and assigning to the City of Paducah
and McCracken County the following described facilities, be received and filed:
Barkley Field, (Paducah Airport), Access Roads and Parking Areas
(MP 73--232-C) , Two :Access Roads from Fisher. Road to the airport
and also parking areas at the airport, a distance of 0.400 miles.
I further move that a copy of said Order be furnished to the City Engineer for his

I move that the letter from City Manager, Larry E. Thomas, to Mayor Robert C. Cherry,
dated December 15, 1970, regarding his intention to support and coordinate the enforce-
ment and administration of all code and zoning ordinances in compliance with a Concen-
trated Code Enforcement Program for the City of Paducah, be received and filed, and I
further move that a copy of said letter together with a copy of this motion be forwardedll
to Mrs. Nettie Walls, Director of the Concentrated Code Enforcement Programs in the City'

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by The Fidelity and Casualty Company of New York to
Walker Boat Yard, Inc. and the City of Paducah, Kentucky, for a period of one year from
October 15, 1970, be received, approved and filed. Adopted on call of the Roll,

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that

expnerations prepared and delivered by the City Treasurer being numbers 4915 thru 9082
inclusive, be received and filed and the amounts of same totaling $148,170.55 be
exonerated on the tax bills shown and designated by said exonerations. Adopted

letter of Larry E. Thomas, City Manager, to Schuette & Taylor, Certified Public Account-
ants, dated December 7, 1970, which letter has been returned and signed by Schuette &
Taylor indicating acceptance of a contract to audit the City's financial records for
the calendar year 1970, be received and filed. Adopted on call of the Roll, Yeas,
