At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 2:30 P.M. on October 27, 1970, Mayor Cherry
presided'and upon call of the Roll the following answered to their names: Commission-
ers Harvey, Hornsby, Puryear and Mayor Cherry (4), Commissioner Fisher being absent.
Mayor Cherry offered motion, seconded by Commissioner Harvey, that the executed
copies of the notice of called meeting to be held at 2-:30 P.M. on Oct -ober 27, 1970,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey,
Hornsby, Puryear..-and Mayor Cherry (4).
Commissioner Harvey offered motion, seconded by Commissioner'Hornsby, that the.
Board of Commissioners approve the sale by the City of Paducah to Mrs— Corena Sons of
the Southwest quarter of Lot No. 291 in .Section 19 of Oak Grove Cemetery for the sum of
$200.00. He further moved that the City Clerk be authorized to execute a deed of
conveyance to, said-: cemetery property. Adopted on call of the -Roll.. Yeas, Commission-
ers Harvey, -"-,Hornsby, Puryear and Mayor Cherry (4).
Commissioner.Harvey offered motion, seconded by Commissioner Hornsby; that a
copy of -the Annual Audit of the Paducah Power System from July 1, 1969 through June 30,
1970, prepared by Frerman & Smiley, Certified Public Accountants, be received and filed.)

Commissioner Harvey offered -motion, seconded by Commissioner Hornsby, that the
Board of Commissioners approve the sale by the City of Paducah to Mary E. Diel, _Anna. D.
Duncan and David H. Duncan of the northeast quarter and the north one-half of the
southeast quarter of. Lot No. 290 in Section 19 of Oak Grove Cemetery.for-the sum of
$300.00, and that the City Clerk be authorized to execute a deed --of conveyance to said
cemetery'proper.ty.' Adopted on.call of the.Roll, Yeas, Commissioners Harvey, Hornsby,

Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by State Automobile Mutual Insurance Company to James
House & Jesse Sparks d/b/a City Plumbing & Heating Company for the period from -July 28,
1970 to July 28-, 1973, - together. with -Bond in -. the -amou t of $3 500;00 dated- October 20,

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
executed copy of the Contract between the City of Paducah and Allan Rhodes, Inc., for
sale to the City of three (3) new 1971 Ford Custom sedans for use in the Police
Department, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Puryear and Mayor Cherry (4).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
reports of the Paducah Water Works for the month of October, 1970, be received and
filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear
and Mayor Cherry (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
executed copy of the Contract between the City of Paducah, the County of McCracken and
Angels of Mercy, Inc., providing for emergency ambulance service throughout McCracken
County, which contract is dated October 21, 1970, be received and filed. Adopted on
call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor Cherry -(4).
Mayor Cherry offered motion, seconded by Commissioner Harvey, that the letter
from the executive officers of AMVETS Post 56, commending the City Officials for
instituting the clean-up and rat abatement program, be received and filed. Adopted on
call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor Cherry (4).
Mayor Cherry offered the following motion; seconded by Commissioner Hornsby;
.WHEREAS, on October 13, 1970, the Board. -passed a motion promoting Robert L. Patterson,
a patrolman in the Police Department, to Sergeant in said department, effective
November 16, 1970, and
WHEREAS, it was the intention cf this Board that the effective date of this
promotion be November 1, 1970,
NOW THEREFORE, I move that Robert.L. Patterson, a patrolman in the Police
Department, be promoted to Sergeant in said department effective November 1,-1970.

Mayor Cherry offered motion, seconded by Commissioner Puryear, that the letter
of the Mechanicsburg Neighborhood Improvement Association, dated October 15, 1970,
to Mayor Robert C. Cherry, together with a copy of a resolution of said group regarding
concentrated code enforcement program for mechanicsburg, be received and filed, and
further moved that the letter from Carl Marquess, Executive Director of the Housing
Authority of Paducah, dated October 20, 1970, to Mayor Robert C. Cherry, advising --the
City that the Housing Authority will cooperate by giving priority to families whormay
be displaced by a concentrated code enforcement program for purposes of relocation.,

Mayor Cherry made the following appointments:
Pursuant to the provisions of our ordinance establishing a Recreational Tourist
and Convention Commission, and pursuant to the provisions of Kentucky Revised
Statutes 83.345, I, as Mayor, and jointly with the Judge of McCracken County, hereby
appoint the following individuals for the prescribed terms to serve as members of the
Paducah -McCracken County Recreational Tourist and Convention Commission:

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF AN OFFER OF $300.00
BY GENE HOWLE FOR THE PURCHASE OF CERTAIN PROPERTY OWNED BY THE CITY OF PADUCAH
BORDERING ON TENNESSEE STREET AND GOEBEL AVENUE!I AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE A DEED OF CONVEYANCE", be adopted. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor Cherry (4).
