At a Regular Meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7:30 P.M. on May 12, 1970, Mayor
Cherry presided and upon call of the Roll the following answered to their names:
Commissioners Fisher, Harvey, Hornsby, Puryear a,nd Mayor Cherry (5).
Mayor Cherry offered motion, seconded by Commissioner Fisher that the reading
of the Minutes for April 28, May 5 and May 10, 1970 be waived and that the Minutes of
said meeting prepared by the City Clerk be approved as written. Adopted on call of
the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that the
executed copy of the Contract between the City of Paducah and Kaiser Aluminum &
Chemical Sales, Inc. for sale to the city of two corrugated aluminum structural plate
integral arch culverts to be used in street construction, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear
and Mayor Cherry (5) .
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that
the contract dated May 10,,1970 between the Board of Parks, Playground and Recreation
and the Americal Federation of State, County and Municipal Employees, AFL-CIO Local
J586, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher,
Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Fisher offered motion, seconded by Commissioner Harvey, that the
following bids for sale to the City of one (1) four cubic yard motor pickup sweeper,
be received and filed:

Johnston Machinery Company
Manning Equipment Company
Rudd Construction Equipment Co., Inc.
He further moved that said bids be rejected. Adopted on call of the Roll,' Yeas,
Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher, as --`follows
I move that the letter of Fred Morgan, Chief, Real Estate Division,'bepartment o'f`the
Army, Louisville District, Corps of Engineers, dated May \5, 197'0, to T. W. Threlkeld,
Attorney, together with a copy of the attached Permit for ixse of -Barkley Field by
militaryaircraft, be re
received'and filed, and I further move that such request `f or a
Permit by the City of Paducah and the County of McCracken to the United States of
America to use Barkley Field for military aircraft be granted, and that the Mayor'lbe,
and he is hereby, authorized and directed to execute such Permit on -beta if of the `City

Commissioner Harvey offered motion, seconded by Commissioner Fisher, that the
executed copy of the Contract between the City of Paducah and Allan Rhodes, Inc. for
sale to the City of one 1970 Heavy duty cab and chassis for dumpster hoist unit, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey,
Hornsby, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Fisher, that the
following bids for the purchase of a vehicle for use in the Floodwall Department, be

Commissioner Puryear offered motion.., seconded.by Commissioner Hornsby, that the
executed copy -of an agreement with the Illinois Central,Railroad Company authorizing
the City to locate two gravity -sewer lines under railroad property.on Helen Street
and St.. Louis Avenue in the City of Paducah, -Kentucky, which agreement is dated April

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that th
executed copy of the Urban Beautification Contract No. Ky. B -2(G) between the City of
Paducah, Kentucky and the United States of America, dated May 5, 1970, be received
and filed. Adopted on call of the ,Roll, Yeas, Commissioners Fisher, Harvey,
Hornsby, Puryear and Mayor Cherry (5).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the contract between the City of Paducah and the American Federation of State,
County and Municipal Employees, AFL-CIO Local 1586, which contract is dated May 10,
1970, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, refuse collection by the City of Paducah was disrupted by a
municipal employees' strike for forty days, and
WHEREAS, citizens of Paducah are regularly billed on a bi-monthly basis
for such service, and
WHEREAS, the Board of Commissioners desires to eliminate a fair amount of
the charge for such non -rendered service.
NOW THEREFORE, I move that the Paducah Water Works, billing agent for city
refuse charges, be instructed to eliminate 60% of the bi-monthly charge for refuse
collection for each resident at his next billing cycle. Adopted on call of the Roll,
Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5).
Mayor Cherry offered motion, seconded by Commissioner Puryear, as follows:
Upon the recommendation of the City Manager, I move that the following
personnel changes be made:
1. That the following persons be employed as refuse collectors in the
Refuse Department:
Leon Whiteside, at a salary of $2.25 per hour, retroactive to
May 11, 1970
Richard Fowler, at a salary of $2.25 per hour, effective May 12, 1970.
Kermit Ragsdale, at a salary of $2.25 per hour,, effective May 13, 1970.
2. The resignation of Robert Faughn, equipment operator in the Refuse
Division; be accepted effective May 15, 1'970.
3. Kerry V. Smith, temporary chainmari in- the. Engineers Office., -be employed
as a permanent chainman, at a salary of $370.00 per month, retroactive
to February 24 1970.
